G-PST Inertia Monitoring Tool [SWR-23-54]

This tool provides interfaces for ingesting real-time unit commitment data (e.g., from a grid operator's control room energy management system) and calculating system inertia estimates based on the H-constant method, before relaying those estimates to customizable visualization or logging outputs.

Accelerating Transitions to Zero Carbon Power Systems

As power systems evolve, becoming increasingly renewable, distributed, dynamic, and digital, managing them becomes ever more challenging and complex. System operators serve as the "air traffic controllers" for electricity grids, working to balance supply and demand, manage evolving electricity markets, and ensure the safety and reliability of electricity systems. To adapt to the rapidly changing energy landscape and support the transition to modern, zero carbon power systems, system operators must develop and adopt new technologies, approaches, and frameworks. The Global Power System Transformation (G-PST) Consortium is a network of system operators, research institutions, and industry partners working to accelerate and scale the technical solutions required to transform our world's power systems. By developing and sharing robust models and tools, research and demonstration results, knowledge, and innovation, the G-PST Consortium is empowering system operators to transition to 100% renewable energy while ensuring the reliability, safety, and cost-effectiveness of grid operations.

European Union's Action Plan for Power Sector Decarbonisation

A collaborative report from the Clean Energy Ministerial (CEM) on Lessons Learned for Rapid Decarbonization of Power Sectors was delivered to energy ministers and presented at CEM13 in the United States in September 2022. In light of these lessons learned and discussed at CEM13, several countries signaled intent to develop Action Plans for power sector decarbonization that will be presented at CEM14 in India. These action plans complement - but are differentiated from - other international power sector initiatives such as the Breakthrough Agenda - whose broad purpose is to raise collective ambition - and the Global Power System Transformation (G-PST) Consortium - whose goals are to convene power system operators to accelerate research innovations and foster peer learning. These action plans, supported by the 21st Century Power Partnership (21CPP) and other CEM workstreams via direct technical assistance and capacity building, are instead intended to focus on implementation actions given each country's existing power sector goals and activities and are an opportunity for countries to display leadership in power sector decarbonization. These action plans are voluntary, developed by each country individually, and can be viewed as a living document that is subject to change.

A Review of the Generic Grid-Forming Model Used by the System Operator in Chile

The objective in this project is to verify the applicability of using generic electro-magnetic transient domain models of GFM technology through a wide range of tests and system conditions proposed by subject matter experts of GFM technology through a wide range of tests and system conditions proposed by subject matter experts. For this study, we used the generic GFM electro-magnetic transient model available in the EMTP (Electromagnetic Transient Program) software library, and we assessed the model’s various GFM capabilities through 12 tests. In this report, we compare the performance of the model with that of an original equipment manufacturer (OEM) GFM model. We also share the key insights and lessons learned from this work.

Review of Technical Requirements for Inverter-Based Resources in Chile

This document compares the technical requirements in the grid code of Chile (NTSyCS) against the EirGrid (Ireland transmission system operator) and National Grid Electricity System Operator (NESO) grid codes and the Institute of Electrical and Electronics Engineers (IEEE) 2800-2022 standard for conventional inverter technology at the transmission and subtransmission levels in the process of being adopted by system operators in the U.S. The document is intended to be a guide and reference for future updates of the NTSyCS, considering the local system requirements and present improvements in inverter-based resource (IBR) technology. In light of the findings of the aforementioned comparative review, this document proposes and describes the requirements for conventional IBRs that could be incorporated and updated into the Chilean grid code. The document is structured around the main grid challenges posed by the transition to an IBR-dominated grid and conventional IBRs capabilities to help address them. This document does not provide guidance on how this specification should be implemented (e.g., through a mandate or market solution).

Real Time Phasor Analytics (RTPA) and RTPA-SCR System Strength Online Tool

This presentation showcases the Real-Time Phasor Analytics (RTPA) framework for monitoring inertia and assessing system strength in power grids. RTPA is an open-source tool designed to standardize access to data from Power Management Units (PMUs) and Phasor Data Concentrators (PDCs). It facilitates real-time connectivity to multiple PDCs in accordance with the IEEE C37.118-2 standard and supports asynchronous data stream integration. Additionally, RTPA can simulate a PDC server streaming C37.118-2 data and provides Python bindings for seamless interaction with the framework, eliminating the need for direct Rust programming.
