When and Why Hiring and Training Occur: A Survey of Building Efficiency Contractors

As state and local governments, along with homeowners, work to enhance building energy performance, a sufficiently skilled energy-efficiency workforce is essential for implementing solutions at scale. In recent years, employers in the energy efficiency sector, including building performance contractors, have frequently reported challenges finding qualified workers. Additionally, as building performance technologies evolve and become more sophisticated, current workers need to acquire new skills and practices to maintain high-quality work. This study surveyed 209 contractors involved in building energy performance projects across 37 U.S. states, Washington, D.C., Guam, and the Marshall Islands. The survey aimed to understand their experiences in the labor market, their business practices, and their decision-making processes when hiring new workers and training existing employees. The findings highlight contractors' motivations and considerations in hiring and training, as well as the most significant challenges they face in the labor market. These insights can help workforce development practitioners design training programs that are aligned with workforce needs and responsive to employer concerns.

NSRC New Hire Orientation: Resources and What to Expect

Hello, New Hire! Right now, you are likely very excited to begin your position at the Laboratory. We are happy you are here! This document will walk you through different facets of your pre-security clearance interval at the Lab. This is a general guide not firm documentation. Its contents were compiled by National Security Research Center (NSRC) team members to make your transition easier. To begin, you will need a security clearance to do your job. A security clearance is essentially an extremely detailed background check. After you complete and turn in your security paperwork, the clearance process can take as little as three months or as long as one year. You may wonder, “If I can’t do my job until after I receive a clearance, what will I be doing?” There is plenty of unclassified work and professional development to be done. Waiting for a clearance can be trying, but we are here to help. This guide details what to expect during pre-clearance, resources to stay industrious, entry points to Lab networking and culture, and tips for success. Patience, flexibility, and productivity are key. Your workday responsibilities and priorities will vary depending on the self-study, assigned duties, and client-driven projects designated by your manager. This guide is here to help, and so are your NSRC colleagues.

National Wind Workforce Assessment: Industry to Students [Slides]

As a part of the National Wind Workforce Assessment, four presentations have been created in conjunction with the technical report to provide more insight into key findings. The four presentations are catered towards specific stakeholder groups that include: educators, wind industry firms, students, and current wind industry employees. This presentation is intended for use by wind industry employers looking to gain insight into key levers that can influence hiring difficulty and actionable steps that can be taken to help narrow the workforce gap. The report includes the current perception of the wind industry by the potential workforce, current hiring difficulties faced by wind energy firms, and current hiring difficulties faced by the potential workforce. The hiring difficulties for wind industry employers are divided by entry level employees and non-entry-level employees and by cross sections such as firm size, location, value chain segment, and wind industry sector. Hiring challenges faced by students trying to enter the wind industry are divided by 2-year degree and certification programs, 4-year degree programs, and current wind employees.

High-Performance Accelerator Modeling: Toward Improving Controls and Diagnostics for High-Brightness Beams in Experiment

One of the main charges of beam physics is to improve the overall beam quality delivered to experiments and applications, which is generally quantified by the beam brightness. High brightness beams have numerous applications, including x-ray free electron lasers and ultrafast electron diffraction (UED). To these ends, this thesis details efforts to use high-performance models --- high-fidelity models that execute quickly --- for controls and diagnostics. To demonstrate the generality of these techniques, this thesis focuses on three of the most successful photoinjector designs currently used worldwide: the UCLA/SLAC/BNL-type high-gradient S-band gun, the continuous-wave high-repetition rate VHF APEX gun and the L-band DESY-PITZ-type gun. Work will be shown from Pegasus (UCLA), HiRES (LBNL) and FAST (FNAL).Specifically, data-driven models for online virtual diagnostics are presented, in this case, in the context of UED at HiRES, leading to a temporal resolution improvement. Methods for improving the fidelity of physics-based models are discussed, with examples at HiRES, Pegasus and FAST. Markov-chain Monte Carlo analysis is applied to match simulations, in the context of photocathode studies at HiRES and Pegasus. Lastly, the augmentation of online model-based predictions with model-independent optimization is explored in a fluctuating environment at Pegasus and HiRES. A central theme of this dissertation is working with parameter fluctuations when modeling an accelerator beamline. Long-term drifts and shot-to-shot jitter exist in every accelerator to a varying degree and therefore play an important role in every chapter of this dissertation. This thesis attempts to address the issues associated with these fluctuations when trying to develop faithful model representations of the system.

Strategies for seeking a job at a national lab [Slides]

Understanding the job market from the hiring side can help you develop better strategies for seeking a job. National laboratories represent a substantial source of jobs in the U.S. in engineering and science. High school, college, and graduate student internship positions are all available, but you can be more successful in finding one of these positions if you use a targeted search. Likewise, reaching out to individual researchers and/or knowing how to respond to job ads can increase your chances of getting an interview for a permanent job or positions, such as postdoc and postbac appointments, that can lead to permanent jobs. In my career as a research scientist at Los Alamos National Laboratory, I have hired people into all of these job categories, as well as served on many hiring committees for all levels of appointments. I will offer Polonius*-type advice for jobseekers and discuss the hiring process and how you can optimize your own job search.

Talent Acquisition in Scientific and Engineering Disciplines: A Case Study of National Laboratory (TASED) [Thesis]

Identifying the hindrances to performing effective talent acquisition within the science, technology, engineering, and mathematics field is an important topic for technical hiring managers. Top candidates have multiple options during highly competitive market conditions requiring managers to look for unique solutions which diverge from competition. Prior to this study there has been very little research considering national laboratory research and development challenges from a technical hiring manager’s talent acquisition perspective. Utilizing a unique combination of national laboratory multi-organization survey, pilot study, Human Resource (HR) tracking data and trust based business strategy to enhance partnering this research finds hiring managers can leverage out of the box techniques to improve internal processes while developing industry support to target highly qualified individuals. This methodology could be utilized by technical hiring managers across federal national laboratory enterprise to effectively capture next generation staff and leadership talent who align with their organization professionally as well as social culture.

High-level fuel fabrication facility designs from discrete-event simulation

Like other industrial processes, the production of metallic nuclear fuels (MNF) requires that fabrication facilities be able to reliably meet production demands, operate efficiently, and adhere to federal and local safety regulations. In turn, the set of design variables employed by such a facility, such as operations policies, infrastructure and machinery purchased, and the type and number of staff hired, directly impact a facility’s ability to satisfy these goals. Therefore, facility designers must carefully determine which set of design variable values optimally satisfies these constraints. In this paper, we explore how values for these high-level design variables, namely hiring requirements, can be determined in the context of nuclear fuel manufacturing through the coupling of physics-based and discrete-event simulation technologies. Using the Versatile Test Reactor (VTR) program as a case study, we demonstrate how SCALE and MCNP nuclear physics model outputs can be integrated into ExtendSim discrete-event simulation (DES) models of the fuel fabrication process to determine the optimal number of staff hired to ensure fuel production goals are met, operations comply with effective dose limit regulations, and overall project costs are reduced.
