Nuclear power continues to have an imperative role for the U.S.’s electricity generation. However, for these nuclear power plants (NPPs) to remain economically viable, new strategies for reducing operations and maintenance costs must be explored. The U.S. Department of Energy Light Water Reactor Sustainability Program is researching how to digitally transform existing analog and hybrid main control rooms into a fully integrated control room that addresses this challenge. The transformation will fundamentally change the conduct of operations for these U.S. NPPs. Human factors engineering has a vital role in this effort, where traditional task analysis methods are important in informing the design of advanced human-system interface displays. This work describes a preliminary tool to support task analysis for the development of these advanced displays. Details on the use of this tool, including the specific task analysis methods offered, are presented in this paper.

Advanced Reactor Control and Operations (ARCO): A University Research Facility for Developing Optimized Digital Control Rooms

The Advanced Reactor Control and Operations (ARCO) facility was constructed in January 2018 to serve as a test bed for advanced reactor control rooms and operator support systems. Since then, it has supported human-machine interface user experience research, fault detection and mitigation technology development, control room concept of operations development, and remote operations research. ARCO serves as the control room for the Compact Integral Effects Test (CIET) facility, which replicates the primary-side flow paths and thermal-hydraulic behavior of a fluoride-salt-cooled high-temperature reactor (FHR) using simulant fluids and scaling principles. New reactor designs feature different operating conditions and scenarios than those in existing reactors. ARCO supports the research and development of digital tools for operator communications, intuitive real-time data analysis, online health monitoring and prognostics, and control room cybersecurity. By integrating these different technologies, ARCO acts as a prototypical control system to iteratively develop methods and tools of operation in advanced small modular nuclear reactors. This paper describes the features of and challenges to operating advanced small modular reactors underlying the design basis for ARCO and its operator support systems.

Virtual Power Plants: Pilots, Challenges, and Innovations Shaping Future Development

Virtual Power Plants (VPPs) aggregate distributed energy resources (DERs) to provide grid services traditionally delivered by centralized power plants. This article reviews the current state of VPP deployment, highlighting business models, compensation mechanisms, and global pilot projects. While VPPs offer benefits such as grid flexibility, resilience, and cost savings, challenges remain in communication infrastructure, regulatory frameworks, market access, and customer engagement. To address these, we propose a scalable, privacy-preserving hierarchical VPP architecture that coordinates with distribution utilities and preserves customer data. We also present the Integrated T&D Control Room of the Future as a key test bed for validating and accelerating VPP adoption. These innovations can help transition VPPs from pilot programs to integral components of a modern, reliable power grid.

Human and Technology Integration Evaluation of Advanced Automation and Data Visualization

While the existing United States (U.S.) light water reactors are highly reliable, safe, and provide a significant proportion of carbon-free electricity, the cost of operating and maintaining them has become less competitive compared to other electricity generating sources. The reason for the gap in operating and maintenance (O&M) costs can be at least in part attributed to the advent of new digital technologies that other electricity generating industries are currently using. Advanced capabilities including digital instrumentation and control (I&C) systems, advanced automation and analytics, and greater span of data integration (i.e., connectedness) across these non-nuclear plants has transformed the way work is performed and ultimately given them a competitive advantage in terms of the cost required for operating, maintaining, and supporting them. To reduce O&M cost and address obsolescence of the aging I&C infrastructure of the existing U.S. light water reactors, the U.S. Department of Energy (DOE) Light Water Reactor Sustainability (LWRS) Program Plant Modernization Pathway is conducting targeting multidisciplinary research that 1) delivers a sustainable business model to enable a cost-competitive U.S. nuclear industry and 2) is developing technology modernization solutions that address aging and obsolescence challenges. The work described in this report supports these two objectives and describes the demonstration of human and technology integration across recent industry collaborations to support their large-scale digital I&C modifications. This technical report describes the demonstration of the human and technology integration methodology in performing full-scale performance-based human-in-the-loop tests to evaluate plant-specific advanced automation and data visualization applications within these collaborators’ digital modifications. This technical report also documents future applications of human and technology integration that expand beyond main control room modernization and digital I&C upgrades, which have been a central focus to date. Thus, this technical report discusses how to implement human and technology integration across new business opportunities and how to develop an evaluation plan that defines measures and criteria, and documents key assumptions to support full plant modernization.

A Multi-Stage Stochastic Risk Assessment With Markovian Representation of Renewable Power

Probabilistic forecasts provide a distribution of possible outputs and so can capture the uncertainty and variability of Variable Renewable Energy (VRE). However, taking advantage of uncertainty information has practical challenges that make it difficult to integrate probabilistic forecasting into control room decision-making. This paper proposes a novel use-case for probabilistic forecasts by incorporating them into the hour-ahead operations for situational awareness via a risk-averse multi-stage stochastic program. We employ a Markovian representation of the probabilistic forecasts that enables the formulation of the multi-stage problem and avoids a scenario generation phase. We test the model on a realistically sized system to assess risk and showcase the capability of using probabilistic renewable forecast as input to produce probabilistic output forecasts of future system states. The results show that the model can capture time consistency in the reserves and Area Control Error (ACE) forecast. The solution times are adequate for risk profiling in hour-ahead timescales.

Radio frequency mixing modules for superconducting qubit room temperature control systems

As the number of qubits in nascent quantum processing units increases, the connectorized RF (radio frequency) analog circuits used in first generation experiments become exceedingly complex. The physical size, cost, and electrical failure rate all become limiting factors in the extensibility of control systems. We have developed a series of compact RF mixing boards to address this challenge by integrating I/Q quadrature mixing, intermediate frequency/LO (local oscillator)/RF power level adjustments, and direct current bias fine tuning on a 40 × 80 mm 2 four-layer printed circuit board with electromagnetic interference shielding. The RF mixing module is designed to work with RF and LO frequencies between 2.5 and 8.5 GHz. The typical image rejection and adjacent channel isolation are measured to be ~27 dBc and ~50 dB. By scanning the drive phase in a loopback test, the module short-term amplitude and phase linearity are typically measured to be 5 ×10 -4 (V pp /V mean ) and 1 ×10 -3 radian (pk-pk). The operation of the RF mixing board was validated by integrating it into the room temperature control system of a superconducting quantum processor and executing randomized benchmarking characterization of single and two qubit gates. We measured a single-qubit process infidelity of 9.3(3) × 10 -4 and a two-qubit process infidelity of 2.7(1) × 10 -2 .

The evolution of the Human Systems and Simulation Laboratory in nuclear power research

The events at Three Mile Island in the United States brought about fundamental changes in the ways that simulation would be used in nuclear operations. The need for research simulators was identified to scientifically study human-centered risk and make recommendations for process control system designs. This paper documents the human factors research conducted at the Human Systems and Simulation Laboratory (HSSL) since its inception in 2010 at Idaho National Laboratory. The facility’s primary purposes are to provide support to utilities for system upgrades and to validate modernized control room concepts. In the last decade, however, as nuclear industry needs have evolved, so too have the purposes of the HSSL. Thus, beyond control room modernization, human factors researchers have evaluated the security of nuclear infrastructure from cyber adversaries and evaluated human-in-the-loop simulations for joint operations with an integrated hydrogen generation plant. Lastly, our review presents research using human reliability analysis techniques with data collected from HSSL-based studies and concludes with potential future directions for the HSSL, including severe accident management and advanced control room technologies.

A Persistence Meter for Nimble Alarming Using Ambient Synchrophasor Data

Persistent oscillations in the power grid are often indicative of fragility, and may be harbingers of systemic or cascading failures. Modernization of the grid, including increased penetration of intermittent renewables and integration of new power electronics, is making the oscillatory swing dynamics of the network both more complex and variable. In this project researchers from the University of Wisconsin-Madison (Bernard Lesieutre, lead), Washington State University (Sandip Roy, lead), and the Electric Power Group (Neeraj Nayak, lead) have developed technologies that monitor persistent oscillations in the grid and provide operators with alarms and analytics when concerning oscillations are detected. Some of the algorithms have already been implemented in EPG’s PGDA software and integrated into their RTDMS system for use in control rooms.

An Analysis of Grid Operator Survey Responses: Inexperience, Workload and Fatigue in the Control Room

Although a wide array of tools and technologies have been developed over the last decade to support power grid operators, deployment of these tools has been less successful. One reason for unsuccessful deployment may be an inadequate understanding of the factors that contribute to operator error in the control room. An analysis of operators’ current vulnerabilities may provide the baseline understanding needed to inform new technology integration. In an attempt to learn more about these vulnerabilities and their perceived impact on human error we collected and analyzed survey data from 20 electric grid control room operators. We asked survey respondents to consider the various operator, technology and interaction vulnerabilities that may arise during work in the control room and record their attitudes and experiences toward each. Results suggest operator inexperience, high mental workload and fatigue are the most common vulnerabilities experienced during a shift. Survey results were analyzed to explore these vulnerabilities in greater depth.

HIPED: Machine learning framework for spherical tokamak pedestal prediction and optimization

We introduce a Machine Learning framework, HIPED (HeIght and width Predictor for Edge Dynamics), for predicting and optimizing pedestal and core performance in spherical tokamak plasmas. Trained on pedestal and core datasets from the third MAST-U campaign, HIPED provides accurate estimates of pedestal height and width. The results reveal notable differences compared with conventional aspect-ratio studies; for instance, a simple power-law relation between pedestal width and height has very low accuracy. Instead, additional parameters such as normalized plasma pressure, elongation, and Greenwald fraction significantly improve accuracy. HIPED can also be trained only on `control room parameters' to inform experimentalists of which controllable parameters to adjust for improving core-integrated performance. The framework further includes a multi-objective optimization scheme that helps guide experimental planning and optimization. We find Pareto-optimal discharges with respect to various features, including distance from edge-localized modes and normalized plasma pressure, track their parameter trajectories over time, and identify the control room parameters required for these Pareto-optimal discharges. This provides a framework for systematically optimizing core and edge performance according to different experimental priorities.

Demonstration of the Human and Technology Integration Guidance for the Design of Plant-Specific Advanced Automation and Data Visualization Techniques

Nuclear power continues to be a safe, reliable, and carbon-free electricity generating source for the United States, though the cost of operating and maintaining the current United States nuclear power plant fleet has become uncompetitive with other sources. This gap is attributed to the advent of new digital instrumentation and control technologies that other electricity generating industries are currently leveraging to streamline work and greatly reduce operating, maintenance, and support costs. Digital instrumentation and control systems and control room modernization offers significant opportunities to reduce operating and maintenance costs to ensure the continued operation of the existing United States light-water reactors.

Field-free deterministic switching of all–van der Waals spin-orbit torque system above room temperature

Two-dimensional van der Waals (vdW) magnetic materials hold promise for the development of high-density, energy-efficient spintronic devices for memory and computation. Recent breakthroughs in material discoveries and spin-orbit torque control of vdW ferromagnets have opened a path for integration of vdW magnets in commercial spintronic devices. However, a solution for field-free electric control of perpendicular magnetic anisotropy (PMA) vdW magnets at room temperatures, essential for building compact and thermally stable spintronic devices, is still missing. Here, we report a solution for the field-free, deterministic, and nonvolatile switching of a PMA vdW ferromagnet, Fe 3 GaTe 2 , above room temperature (up to 320 K). We use the unconventional out-of-plane anti-damping torque from an adjacent WTe 2 layer to enable such switching with a low current density of 2.23 × 10 6 A cm –2 . This study exemplifies the efficacy of low-symmetry vdW materials for spin-orbit torque control of vdW ferromagnets and provides an all-vdW solution for the next generation of scalable and energy-efficient spintronic devices.

In situ electric-field control of ferromagnetic resonance in the low-loss organic-based ferrimagnet V[TCNE] x ∼2

We demonstrate indirect electric-field control of ferromagnetic resonance (FMR) in devices that integrate the low-loss, molecule-based, room-temperature ferrimagnet vanadium tetracyanoethylene (V[TCNE]x∼2) mechanically coupled to PMN-PT piezoelectric transducers. Upon straining the V[TCNE]x films, the FMR frequency is tuned by more than 6 times the resonant linewidth with no change in Gilbert damping for samples with α = 6.5 × 10−5. We show this tuning effect is due to a strain-dependent magnetic anisotropy in the films and find the magnetoelastic coefficient |λs| ∼ (1–4.4) ppm, backed by theoretical predictions from density-functional theory calculations and magnetoelastic theory. Noting the rapidly expanding application space for strain-tuned FMR, we define a new metric for magnetostrictive materials, magnetostrictive agility, given by the ratio of the magnetoelastic coefficient to the FMR linewidth. This agility allows for a direct comparison between magnetostrictive materials in terms of their comparative efficacy for magnetoelectric applications requiring ultra-low loss magnetic resonance modulated by strain. With this metric, we show V[TCNE]x is competitive with other magnetostrictive materials, including YIG and Terfenol-D. This combination of ultra-narrow linewidth and magnetostriction, in a system that can be directly integrated into functional devices without requiring heterogeneous integration in a thin film geometry, promises unprecedented functionality for electric-field tuned microwave devices ranging from low-power, compact filters and circulators to emerging applications in quantum information science and technology.
