The political and legal aspects of space applications

The political and legal repercussions of space programs both domestic and foreign are explored. Emphasis are placed on earth resources exploration (exploration based on information rights), jurisdictional problems, problems of sharing space benefits with other countries, criminal launch and use of satellites, intrusion into territorial sovereignty, and problems of establishing data ownership.

Legal aspects of satellite teleconferencing

The application of satellite communications for teleconferencing purposes is discussed. The legal framework within which such a system or series of systems could be developed is considered. The analysis is based on: (1) satellite teleconferencing regulation, (2) the options available for such a system, (3) regulatory alternatives, and (4) ownership and management aspects. The system is designed to provide a capability for professional education, remote medical diagnosis, business conferences, and computer techniques.

The present development of time service in Brazil, with the application of the TV line-10 method for coordination and synchronization of atomic clocks

Various methods presently used for the dissemination of time at several levels of precision are described along with future projects in the field. Different aspects of time coordination are reviewed and a list of future laboratories participating in a National Time Scale will be presented. A Brazilian Atomic Time Scale will be obtained from as many of these laboratories as possible. The problem of intercomparison between the Brazilian National Time Scale and the International one will be presented and probable solutions will be discussed. Needs related to the TV Line-10 method will be explained and comments will be made on the legal aspects of time dissemination throughout the country.

Use of remote sensing in shoreline and near shore management

The legal aspects of resources management to regulate near-shore and shoreline area activities in the Chesapeake Bay are discussed. The need for information and acquisition in order to define the resources prior to developing legislation on resources management is explained. The steps which are followed in devising the regulatory legislation and enforcing its provisions are outlined.

A hydrogen energy carrier. Volume 1: Summary

The production, technology, transportation, and implementation of hydrogen into the energy system are discussed along with the fossil fuel cycle, hydrogen fuel cycle, and the demands for energy. The cost of hydrogen production by coal gasification; electrolysis by nuclear energy, and solar energy are presented. The legal aspects of a hydrogen economy are also discussed.

Thermal area effectiveness for future aircraft

Problem areas in airport planning, design, and operations identified by a decision matrix developed to display various airport functions interfaced with facilities and an extensive literature survey were investigated. Areas considered include: site selection and growth potential; emissions and noise control/containment for airports; financial and legal aspects of airport planning, contruction, and operation; intra-airport transportation and other passenger flow facilitators; simulation and modeling for airports; guidelines for airport multimodal access planning. Results are summarized and a bibliography is included.

International Conference on Environmental Sensing and Assessment, Las Vegas, Nev., September 14-19, 1975, Proceedings. Volumes 1 & 2

The papers deal with the detection of hazardous environmental pollutants, the development of emission control plans, and the design of compliance monitoring systems. Topics include remote sensing techniques in environmental pollution monitoring, monitoring of atmospheric particulate matter, air pollution due to sulfur dioxide and other inorganic compounds, marine pollution, atmospheric aerosols, industrial pollution, and legal aspects of pollution monitoring. Other papers examine the toxic effects of heavy metals and halogenated hydrocarbons, pollution associated with waste-disposal processes, pesticide residues in soil and groundwater, evaluations of groundwater quality, and monitoring of nuclear wastes. The interaction of climate and pollution is also discussed along with global pollutant transport, environmental modeling, ambient environmental air quality, aircraft and ground-vehicle emissions, and pollution associated with energy extraction and utilization processes. Individual items are announced in this issue.

Spacelab to Space Station; Proceedings of the International Symposium on Spacelab 1 - Results, Implications and Perspectives, Naples and Capri, Italy, June 11-16, 1984

Consideration is given to the scientific objectives of the Spacelab program, a review of data obtained during the STS-9/Spacelab 1 mission on board the Shuttle, and the coordination of future Spacelab research among participating European nations. Among the specific fields of study covered by Spacelab 1 were space plasma physics, materials and fluid sciences and technology, astronomy and solar physics, and atmospheric physics and earth observations. Consideration is also given to the legal aspects of space manufacturing activities, the role of private industry in space-based manufacturing ventures, plant production and breeding in space, and the development of remote sensing systems for use in a microgravity environment.

Management of information in a research and development agency

The NASA program for managing scientific and technical information (STI) is examined, noting the technological, managerial, educational, and legal aspects of transferring and disseminating information. A definition of STI is introduced and NASA's STI-related management programs are outlined. Consideration is given to the role of STI management in NASA mission programs, research efforts supporting the management and use of STI, STI program interfaces, and the Automated Information Management Program to eliminate redundant automation efforts in common administrative functions. The infrastructure needed to manage the broad base of NASA information and the interfaces between NASA's STI management and external organizations are described.

Space resources. Volume 4: Social concerns

Space resources must be used to support life on the Moon and exploration of Mars. This volume, Social Concerns, covers some of the most important issues which must be addressed in any major program for the human exploration of space. The volume begins with a consideration of the economics and management of large scale space activities. Then the legal aspects of these activities are discussed, particularly the interpretation of treaty law with respect to the Moon and asteroids. The social and cultural issues of moving people into space are considered in detail, and the eventual emergence of a space culture different from the existing culture is envisioned. The environmental issues raised by the development of space settlements are faced. Some innovative approaches are proposed to space communities and habitats and self-sufficiency is considered along with human safety at a lunar base or outpost.
