Environmental Performance Report 2025: Annual Site Environmental Report per the U.S. Department of Energy Order 231.1B Chg 1

The National Laboratory of the Rockies (NLR) Environmental Performance Report provides a description of the laboratory's environmental management activities in calendar year 2025, including information on environmental performance, environmental compliance activities and status, and environmental protection programs, highlights, and successes. The purpose of this report is to ensure that the U.S. Department of Energy (DOE) and the public receive timely, accurate information about events that have positively affected or could adversely affect the health and safety of the public or workers, the environment, or the operations of DOE facilities. This report meets the DOE requirements of the Annual Site Environmental Report (ASER) and has been prepared in accordance with DOE Order 231.1B Chg 1, Environment, Safety and Health Reporting.

A Technical Evaluation of Self-Protection Dose Rates in U.S. Domestic Nuclear Security Policy

U.S. nuclear security policy uses radiation self-protection as a basis for reducing material attractiveness, but existing dose-rate criteria may not reflect the time scales of theft or sabotage. This report evaluates whether the commonly cited 1 Gy/h at 1 m criterion can plausibly cause adversary task failure during short-duration malicious acts.

Justification that the Thermo-Fisher Scientific 241 Am Residues Were Generated by Atomic Energy Defense Activities

The Waste Isolation Pilot Plant (WIPP) Land Withdrawal Act (LWA) as amended by the National Defense Authorization Act for Fiscal Year 1997 (1) requires that for Transuranic (TRU) waste to be eligible for disposal at WIPP, it must have been generated by atomic energy defense activities. The definition of “atomic energy defense activity” is defined in the Nuclear Waste Policy Act of 1982 (NWPA) (2).

Wyoming Trails Carbon Hub (WyoTCH)

The Wyoming Trails Carbon Hub (WyoTCH) project completed a front-end engineering and design (FEED) study for a commercial-scale, open-access carbon dioxide (CO 2 ) transport pipeline in Wyoming under U.S. Department of Energy (DOE) Award DEFE0032347, funded through the Bipartisan Infrastructure Law Carbon Capture Technology Program and administered by the National Energy Technology Laboratory. The project’s approach of designing a multi-source, multi-destination pipeline, rather than a dedicated line serving a single project, would lower the barrier to entry for individual CO 2 projects. The projects would leverage Wyoming's concentrated industrial and power generation CO 2 sources, its existing CO 2 pipeline infrastructure, and its extensive CO 2 storage and utilization capacity. This is the project's final technical report.

Hamiltonian switching control of noisy bipartite qubit systems

Abstract We develop a Hamiltonian switching ansatz for bipartite control that is inspired by the quantum approximate optimization algorithm, to mitigate environmental noise on qubits. We demonstrate the control for a central spin coupled to bath spins via isotropic Heisenberg interactions, and then make physical applications to the protection of quantum gates performed on superconducting transmon qubits coupling to environmental two-level-systems (TLSs) through dipole-dipole interactions, as well as on such qubits coupled to both TLSs and a Lindblad bath. The control field is classical and acts only on the system qubits. We use reinforcement learning with policy gradient to optimize the Hamiltonian switching control protocols, using a fidelity objective for specific target quantum gates. We use this approach to demonstrate effective suppression of both coherent and dissipative noise, with numerical studies achieving target gate implementations with fidelities over 0.9999 (four nines) in the majority of our test cases and showing improvement beyond this to values of 0.999 999 999 (nine nines) upon a subsequent optimization by GRadient Ascent Pulse Engineering (GRAPE). We analyze how the control depth, total evolution time, number of environmental TLS, and choice of optimization method affect the fidelity achieved by the optimal protocols and reveal some critical behaviors of bipartite control of quantum gates.

Feedstock Choices for Advancing the Bioeconomy in the US and Policy Implications

Biomass feedstocks will be critical for scaling up the bioeconomy in the United States to meet multiple demands for biofuels, sustainable aviation fuel, bioproducts, and biochemicals. There is a wide range of choices of feedstocks, including a variety of dedicated energy crops and crop residues. There are substantial differences in the yields, costs of production, and carbon intensity of these feedstocks and for each feedstock across locations. These feedstocks also differ in the trade-offs they offer among multiple environmental impacts. We discuss the economic factors that will influence the production of these feedstocks and the implications of alternative biofuel and low-carbon policies for the mix of feedstocks that will be incentivized.

Coordinated Natural Gas and Electric Planning: Case Studies of Current Approaches and Practices

This paper examines how natural gas and electric utilities across eight U.S. states and two Canadian provinces are beginning to coordinate historically separate planning processes in response to growing system interdependencies, policy mandates, aging infrastructure, and changing customer energy choices. Electricity planning has long relied on robust integrated resource planning frameworks that weigh numerous objectives, risks, and costs. Natural gas planning, on the other hand, is typically less transparent and more narrowly focused on safety and system integrity. As economic, reliability, and policy drivers place new and shared demands on both systems, jurisdictions and utilities are experimenting with approaches such as coordinated forecasting, non pipeline alternatives, and combined planning pilots. A few have issued regulatory or statutory directives for greater data sharing and methodological alignment. Case studies from British Columbia, California, Colorado, Illinois, Massachusetts, Minnesota, New York, Québec, Rhode Island, and Washington illustrate a wide range of approaches to rethinking siloed planning. The paper identifies several common themes across the jurisdictions examined. It provides observations on the methods, processes, and organizational steps that may be needed in the future to address the challenges being faced by states and utilities. Lastly, it identifies some initial steps that states and utilities can consider if they would like to pursue more integrated, cost-effective, policy-aligned energy system planning.

Probabilistic Resource Adequacy Suite (PRAS) v0.8 Model Documentation

The Probabilistic Resource Adequacy Suite, or PRAS, is a software package for studying power system resource adequacy. It allows the user to simulate power system operations under a wide range of operating conditions, in order to study the system's risk of failing to meet demand due to a resource shortfall, and identify the time periods and regions in which that risk occurs. This reports documents version 0.8 of the tool.

Considerations for Maritime Nuclear Technologies, Economic Viability and Public Acceptance

The Maritime Nuclear Application Group (MNAG) is a working group convened by the National Reactor Innovation Center at Idaho National Laboratory (INL), the American Bureau of Shipping, and Morgan, Lewis, and Bockius LLP. This report documents an MNAG examination of considerations relevant to implementing nuclear technology in commercial maritime applications. In general, two types of use case are examined: maritime nuclear power plants and nuclear reactors used on board shipping vessels for propulsion and other ship needs. The report finds that there may be economic benefits related to maritime nuclear technologies, including the flexible deployment of maritime nuclear reactors, which would allow them to complement land-based nuclear projects, and operational differences for nuclear cargo ships that may lead to an overall increase in revenue. High-level analyses in this report show that, based on general small modular reactor and microreactor cost estimates developed by INL, maritime nuclear reactors may be economically competitive for electricity production in remote regions and for use in the propulsion of large cargo ships. Besides economic viability, public acceptance will be key to implementing maritime nuclear technologies. The report discusses the public’s current perception of nuclear technologies. Engaging with the public will be important to improving this perception. The report discusses some key benefits and risks associated with maritime nuclear technologies. Benefits include the creation of jobs, the production of reliable energy, and the potential to improve air quality. Risks that concern the public are the potential for radioactive releases during operation and decommissioning, as well as those related to waste management. Communicating the benefits and the risks of maritime nuclear technologies will be essential to improving public perception.

Users also have access to model details and the ability to embed SAM's core models in their own applications. This webinar, hosted by National Laboratory of the Rockies researchers Janine Keith and Matt Prilliman, highlights how this widely used modeling tool supports data-driven decision-making for energy systems.

Commercial and Industrial Energy Procurement in Nigeria: A Consumer's Guidebook

Across Africa, countries have incorporated a variety of new energy sources into their energy mix to account for increasing demand. In Nigeria, electricity consumption per capita has grown nearly 50% in the past 20 years. To address rising demand for energy in Nigeria, the country has passed several recent policies and regulations aimed at increasing energy generation across the country, improving the country's transmission infrastructure, and ensuring that electricity reliably reaches end users, including commercial and industrial (C&I) customers. This guidebook is designed for C&I customers in Nigeria to use in the consideration of procuring such onsite, captive energy systems to supplement their energy needs. Each section of this guidebook touches on a step of the procurement process and details the relevant stakeholders, processes, and data needed to make decisions during that step.

Phase 1 Engagement Summary: Rural Alabama

An Alabama community coalition received technical assistance through the U.S. Department of Energy's Communities Local Energy Action Program (LEAP) to expand awareness of alternative transportation fuels through stakeholder engagement efforts. Phase 1 of the project centered on outreach, relationship-building, and the identification of community priorities. Through two workshops held in October and December 2024, the coalition engaged over 120 stakeholders - including county commissioners, school district representatives, and public and private fleet operators. These sessions included presentations from technical experts and industry partners, as well as a vehicle showcase and structured discussions to assess stakeholder needs and concerns. This report summarizes these efforts and identifies three key priority areas for Phase 2 of the project.

The Energy to Communities (E2C) peer-learning cohort program provides technical assistance to groups of 15 community entities around a common energy topic over the course of 6 months. Every month, participants join a virtual meeting where they hear from experts and exchange strategies and best practices with their peers. This cohort, "Successful Energy Project Implementation" will explore common challenges in implementing energy projects and learn strategies to turn project plans into reality. Each participant will focus on a local energy project or priority as a cornerstone for their learning throughout the series.This presentation overviews the basics of developing electric mobility projects with emphasis on leveraging the right tools to advance technical scoping and program design.

UL 1741SC Conformance Development, Evaluation, and Proposal [Slides]

V2G AC is a type of grid interconnection by mobile battery that transforms an EV into a DER with the potential to stabilize the grid and lower costs for electricity. UL 1741SC is a critical new standard to enable grid interconnection of V2G AC-capable vehicles, by defining requirements for V2G AC-intended EVSEs as a gatekeeper between the grid and the EV to support grid safety, such as through redundant voltage trip (namely oversight). EVSE manufacturers need a clear set of conformance test cases and criteria by which to evaluate their equipment and confirm the compliance with UL 1741SC, so that the EVSEs performs as intended for the grid safety. Hence, NLR identified necessary conformance tests and performed the tests identified to understand the maturity.
