Securing Digital Energy Infrastructure: Procurement, Contracting, and Supply Chain Risk Management Guidance

Recognizing the scale of this industry challenge, the United States (U.S.) Department of Energy (DOE) Grid Deployment Office (GDO) and Cybersecurity Energy Security & Emergency Response office have launched a multi-year BESS supply chain security initiative to identify consequence-driven approaches to addressing BESS supply chain security and provide resources to support prioritization of supply chain security efforts associated with the procurement of BESS equipment and services. This guide is one element of the supporting resources to be provided and sets forth a framework and guidance for procurement bidding, selection, risk analysis, and agreements stakeholders can implement to mitigate cybersecurity risks across the entirety of battery system component ecosystem, including the interconnected software and hardware required for control and monitoring BESSs.

Commercial and Industrial Energy Procurement in Nigeria: A Consumer's Guidebook

Across Africa, countries have incorporated a variety of new energy sources into their energy mix to account for increasing demand. In Nigeria, electricity consumption per capita has grown nearly 50% in the past 20 years. To address rising demand for energy in Nigeria, the country has passed several recent policies and regulations aimed at increasing energy generation across the country, improving the country's transmission infrastructure, and ensuring that electricity reliably reaches end users, including commercial and industrial (C&I) customers. This guidebook is designed for C&I customers in Nigeria to use in the consideration of procuring such onsite, captive energy systems to supplement their energy needs. Each section of this guidebook touches on a step of the procurement process and details the relevant stakeholders, processes, and data needed to make decisions during that step.

Idaho National Laboratory (INL) is developing a microreactor to produce electrical power utilizing a small nuclear core under the Microreactor Application Research Validation and Evaluation (MARVEL) program. Key to this design are neutron reflector components constructed of Beryllium Metal (S-65) which is a structural grade of hot-pressed beryllium block. MARVEL will be located at the Transient Reactor Test (TREAT) facility. Any conflict between this specification and referenced Codes and Standards, or any supplementary specifications in the procurement documents requires written clarification from the Contractor prior to proceeding with any work. Any deviation from the procurement documents requires approval by the Contractor with the change request process.

Flexible Ramping Product Procurement in Day-Ahead Markets

Flexible ramping products (FRPs) emerge as a promising instrument for addressing steep and uncertain ramping needs through market mechanisms. Initial implementations of FRPs in North American electricity markets, however, revealed several shortcomings in existing FRP designs. Here, in many instances, FRP prices failed to signal the true value of ramping capacity, most notably evident in zero FRP prices observed in a myriad of periods during which the system was in acute need for rampable capacity. These periods were marked by scheduled but undeliverable FRPs, often calling for operator out-of-market actions. On top of that, the methods used for procuring FRPs have been primarily rule-based, lacking explicit economic underpinnings. In this paper, we put forth an alternative framework for FRP procurement, which seeks to set FRP requirements and schedule FRP awards such that the expected system operation cost is minimized. Using real-world data from U.S. ISOs, we showcase the relative merits of the framework in (i) reducing the total system operation cost, (ii) improving price formation, (iii) enhancing the the deliverability of FRP awards, and (iv) reducing the need for out-of-market actions.

Reconstitution of Sandia's Melt Laboratory: A Strategic Approach to Address Alloy Procurement and Quality Challenges - Part 1

In recent years, the procurement of essential materials such as Stainless Steels, Ni-Alloys, and Kovar has become increasingly challenging. Lead times for these materials have extended to over 24 months, placing significant stress on the reliability of attaining these alloys. This situation is exacerbated by the supplier’s minimum purchase requirement of excessively large quantities to meet unique purchase order (PO) requirements which is usually above the maximum requirements of Sandia National Laboratories (SNL). Additionally, the reluctance of foundries to engage in small lot development for SNL specific needs further complicates the procurement process. This white paper explores the reconstitution of SNL’ Melt Laboratory as a strategic solution to mitigate these challenges.

A novel methodology for gamma-ray spectra dataset procurement over varying standoff distances and source activities

The adoption of machine learning approaches for gamma-ray spectroscopy has received considerable attention in the literature. Many studies have investigated the deployment of various algorithm architectures to a specific task. However, little attention has been afforded to the development of the datasets leveraged to train the models. Such training datasets typically span a set of environmental or detector parameters to encompass a problem space of interest to a user. Variations in these measurement parameters will also induce fluctuations in the detector response, including expected pile-up and ground scatter effects. Fundamental to this work is the understanding that 1) the underlying spectral shape varies as the measurement parameters change and 2) the statistical uncertainties associated with two spectra impact their level of similarity. While previous studies attribute some arbitrary discretization to the measurement parameters for the generation of their synthetic training data, this work introduces a principled methodology for efficient spectral-based discretization of a problem space. A signal-to-noise ratio (SNR) respective spectral comparison measure and a Gaussian Process Regression (GPR) model are used to predict the spectral similarity across a range of measurement parameters. This innovative approach effectively showcased its capability by dividing a problem space, ranging from 5 cm to 100 cm standoff distances and 5 μCi–100 μCi of 137 Cs, into three unique combinations of measurement parameters. The findings from this work will aid in creating more robust datasets, which incorporate many possible measurement scenarios, reduce the number of required experimental test set measurements, and possibly enable experimental training data collection for gamma-ray spectroscopy.

Based upon records examined, the surveillance team has determined that all supplier evaluation/oversight requirements are being met, and no Findings or Opportunities for Improvement are noted.

MARVEL Lessons Learned – 2026 Edition Fabrication, Fuel Procurement, Quality Assurance, and Safety Basis

The Microreactor Applications Research Validation and Evaluation (MARVEL) project is intended to be among the first U.S. advanced reactor demonstrations in four decades. By virtue of being sponsored directly by the U.S. Department of Energy (DOE), the reactor is expected to benefit the broader nuclear community by exercising design processes, safety reviews, and supply chains. This project is committed to publicly documenting key lessons learned along the way toward demonstration. Building on a 2025 report that focused on lessons learned from guard vessel fabrication and Primary Coolant Apparatus Test (PCAT) testing (Abou-Jaoude et al. 2025), this 2026 edition captures findings spanning structural fabrication, quality assurance (QA), reactivity control system (RCS) assembly, fuel fabrication and shipment, safety basis development, balance-of-plant design, and overall reactor design.

E2C Cohorts: Overview of Project Procurement, Performance Monitoring, and O&M [Slides]

The Energy to Communities (E2C) peer-learning cohort program provides technical assistance to groups of 15 community entities around a common energy topic over the course of 6 months. Every month, participants join a virtual meeting where they hear from experts and exchange strategies and best practices with their peers. This cohort, "Successful Energy Project Implementation" will explore common challenges in implementing energy projects and learn strategies to turn project plans into reality. Each participant will focus on a local energy project or priority as a cornerstone for their learning throughout the series. This presentation is focused on project performance, monitoring, and O&M. This workshop is on May 27.

Status and Trends in the U.S. Voluntary Power Market: 2023 Data

Voluntary green power, for this report, refers to renewable energy procurement by retail electricity customers above what is otherwise provided by load-serving entities. This report is part of an annual series of reports synthesizing trends in the U.S. voluntary green power market. In 2023, about 9.7 million retail electricity customers procured about 319 million megawatt-hours (MWh) of voluntary green power (Figure ES-1), representing a 17% increase over sales in 2022. Estimated voluntary green power market sales represented about 44% of non-hydropower renewable energy sales and about 8% of all U.S. retail electricity sales in 2023. Most of the remainder of U.S. renewable energy sales reflects renewable energy procured by load-serving entities to comply with state renewable energy mandates, also known as compliance-based procurement. The U.S. voluntary green power market is undergoing a clear shift toward long-term contracts, driven primarily by increasingly ambitious corporate renewable energy procurement targets.
