Proposed evaluation framework for assessing operator performance with multisensor displays

Despite aggressive work on the development of sensor fusion algorithms and techniques, no formal evaluation procedures have been proposed. Based on existing integration models in the literature, an evaluation framework is developed to assess an operator's ability to use multisensor, or sensor fusion, displays. The proposed evaluation framework for evaluating the operator's ability to use such systems is a normative approach: The operator's performance with the sensor fusion display can be compared to the models' predictions based on the operator's performance when viewing the original sensor displays prior to fusion. This allows for the determination as to when a sensor fusion system leads to: 1) poorer performance than one of the original sensor displays (clearly an undesirable system in which the fused sensor system causes some distortion or interference); 2) better performance than with either single sensor system alone, but at a sub-optimal (compared to the model predictions) level; 3) optimal performance (compared to model predictions); or, 4) super-optimal performance, which may occur if the operator were able to use some highly diagnostic 'emergent features' in the sensor fusion display, which were unavailable in the original sensor displays. An experiment demonstrating the usefulness of the proposed evaluation framework is discussed.

A Proposed Evaluation Framework for New and Emerging Low Embodied-Carbon Concrete Technologies

New opportunities for carbon reductions in buildings create a strong need for a common framework and method for those who design, build and influence construction to evaluate lifecycle carbon reductions from design decisions and technology choices. These opportunities include a wide range of low-embodied-carbon concrete materials being rapidly developed and introduced to the market. How to evaluate these newer materials and technologies has become critical for both public- and private-sector actors seeking to decarbonize building constructions by leveraging the Infrastructure Investment and Jobs Act (IIJA) and Inflation Reduction Act (IRA) funds. We propose an evaluation framework to assess the lifecycle carbon reductions from adoption of these technologies, including a subset of key “must have” (1) technical criteria (embodied carbon level, technology development stage); (2) market criteria (market size, scalability); and (3) financial criteria (cost of technology implementation compared to businessas-usual) from a range of options. We discuss how to use the framework and illustrate it using a “heatmap,” rating score and short case study of a promising technology. We also propose a plan to implement this framework that includes (1) standardized measurement and validation methods for verifying emission reductions from these technologies, and (2) avenues to implement real world demonstrations. We conclude with recommendations for next steps on framework refinement and commercialization strategy development.

Multiscale modeling to evaluate proposed space-based Doppler lidar sampling strategies

A proposal has been made to place a pulsed Doppler lidar on a space platform (Huffaker, et al., 1980; Emmitt, 1982) in a low earth orbit (200 to 800 km) to measure the atmospheric winds with a spatial resolution commensurate with the current continental rawinsonde network density - i.e., 300 to 500 km resolution. In the case of the space-based doppler lidar, the full range of space scales applies. Single shot pulses with dimensions of 10 x 1000 meters are used to sample areas 100,000 x 100,000 meters to resolved mass flow structure with wavelength of 1 million meters. Simulation studies, therefore, require an equally broad range of atmospheric models. A general circulation model is appropriate to answer questions regarding the impact of a global wind measuring system upon synoptic forecasts. Since the nominal resolution of the spacebased system is expected to be a few 100's of kilometers, then a numerical model with mesoscale dynamics is required. The meaning of an average Doppler shift within a laser pulse volume must be evaluated with models of turbulent/convective scale motions and aerosol gradients. Examples of how models on all these scales have been applied in an ongoing simulation study are presented. In particular, the uncertainties in a mesoscale wind estimate are separated into those arising from pulse scale variances and those due to sample distribution within a prescribed resolution volume. Trade-offs between accuracy and representativeness are discussed in terms of the model results.

ADP correspondence system: Unsolicited proposal evaluation tracking application

A complete description of a correspondence control system, designed to be used by non-ADP clerical personnel is provided. In addition to operating instructions, sufficient design and conceptual information is provided to allow use or adaption of the system in related applications. A Management Information System Model for Program Management

The development of a model to simulate the information system of a program management type of organization is reported. The model statistically determines the following parameters: type of messages, destinations, delivery durations, type processing, processing durations, communication channels, outgoing messages, and priorites. The total management information system of the program management organization is considered, including formal and informal information flows and both facilities and equipment. The model is written in General Purpose System Simulation 2 computer programming language for use on the Univac 1108, Executive 8 computer. The model is simulated on a daily basis and collects queue and resource utilization statistics for each decision point. The statistics are then used by management to evaluate proposed resource allocations, to evaluate proposed changes to the system, and to identify potential problem areas. The model employs both empirical and theoretical distributions which are adjusted to simulate the information flow being studied.

Science Office for Mission Assessments Overview

The Science Office for Mission Assessments (SOMA) at NASA Langley Research Center (LaRC) supports the Science Mission Directorate (SMD) at NASA Headquarters in the acquisition of competed, Principal Investigator-led, Earth and space science missions and instruments. SOMA Acquisition Managers work with SMD Program Scientists to develop Announcement of Opportunity (AO) solicitations, and to lead the Technical, Management, and Cost (TMC) evaluations of proposals received in response to the AO solicitations and Phase A concept studies. The SOMA proposal evaluation process is described, along with examples of space science missions that SOMA personnel have worked on.

Analytical and experimental evaluation of proposed ride comfort criteria

An exploratory study was conducted to evaluate the effectiveness of indices proposed by different investigators to relate vehicle vibrations to passenger comfort. The indices considered included criteria for sinusoidal vibrations, unweighted and weighted amplitude exceedance counts, the integral of the unweighted and weighted power spectral density and absorbed power. These functions were initially examined analytically to determine the manner in which they each weighed vibration amplitude and frequency. Similarities among them are noted. Index values were then computed from measured vibrations and compared with the associated comfort ratings. The data for these comparisons were obtained from ride comfort evaluations of passenger trains.

Waveband evaluation of proposed thematic mapper in forest cover classification

This study involved the evaluation of the characteristics of multispectral scanner data relative to forest cover type mapping, using NASA's NS-001 multispectral scanner to simulate the proposed Thematic Mapper (TM). The objectives were to determine: (1) the optimum number of wavebands to utilize in computer classifications of TM data; (2) which channel combinations provide the highest expected classification accuracy; and (3) the relative merit of each channel in the context of the cover classes examined. Transformed divergence was used as a measure of statistical distance between spectral class densities associated with each of twelve cover classes. The maximum overall mean pair-wise transformed divergence was used as the basis for evaluating all possible waveband combinations available for use in computer-assisted forest cover classifications.

Evaluation of proposed Skylab and SSP soap products.

Four candidate cleansing agents evaluated in terms of potential hazards to crew members included two soaps (Neutrogena bar soap and Olive Leaf Liquid), one nonfoaming surfactant (Miranol JEM), and one laundry detergent (sodium dodecylbenzene sulfonate). None of the four exhibited adverse dermatological effects from skin patch tests or supported growth of potentially pathogenic microorganisms. Aqueous solutions of Neutrogena did support a mold species. Neutrogena and Miranol JEM were used in a simulated Skylab personal hygiene regimen with no adverse effects on skin or skin microflora. Based on our results, each of these agents appear to be a promising candidate material for the use intended.

Evaluation of Proposed Rocket Engines for Earth-to-Orbit Vehicles

The objective is to evaluate recently analyzed rocket engines for advanced Earth-to-orbit vehicles. The engines evaluated are full-flow staged combustion engines and split expander engines, both at mixture ratios at 6 and above with oxygen and hydrogen propellants. The vehicles considered are single-stage and two-stage fully reusable vehicles and the Space Shuttle with liquid rocket boosters. The results indicate that the split expander engine at a mixture ratio of about 7 is competitive with the full-flow staged combustion engine for all three vehicle concepts. A key factor in this result is the capability to increase the chamber pressure for the split expander as the mixture ratio is increased from 6 to 7.

CCRS proposal for evaluating LANDSAT-D MSS and TM data

Accomplishments in the evaluation of LANDSAT 4 data are reported. The objectives of the Canadian proposal are: (1) to quantify the LANDSAT-4 sensors and system performance for the purpose of updating the radiometric and geometric correction algorithms for MSS and for developing and evaluating new correction algorithms to be used for TM data processing; (2) to compare and access the degree to which LANDSAT-4 MSS data can be integrated with MSS imagery acquired from earlier LANDSAT missions; and (3) to apply image analysis and information extraction techniques for specific user applications such as forestry or agriculture.

Evaluation of proposed Skylab and SSP soap products

Three personal hygiene cleansing agents and one laundry detergent (sodium dodecyl benzene sulfonate), which are all candidates for use on long-duration space missions, were evaluated in terms of dermatological effects on human subjects and effects on microbiological species. None of the four materials exhibited adverse dermatological effects from either skin patch tests of two weeks duration or a simulated Skylab personal hygiene regimen of up to four weeks duration. No significant alterations in skin microflora during the use regimen were found. None of the four materials were found to serve as microbiological support media for the species tested, but a species of air-borne mold was observed to grow rapidly in a neutralized aqueous solution. None of the candidate agents was found to be strongly biocidal.

UL 1741SC Conformance Development, Evaluation, and Proposal [Slides]

V2G AC is a type of grid interconnection by mobile battery that transforms an EV into a DER with the potential to stabilize the grid and lower costs for electricity. UL 1741SC is a critical new standard to enable grid interconnection of V2G AC-capable vehicles, by defining requirements for V2G AC-intended EVSEs as a gatekeeper between the grid and the EV to support grid safety, such as through redundant voltage trip (namely oversight). EVSE manufacturers need a clear set of conformance test cases and criteria by which to evaluate their equipment and confirm the compliance with UL 1741SC, so that the EVSEs performs as intended for the grid safety. Hence, NLR identified necessary conformance tests and performed the tests identified to understand the maturity.

Proposal to evaluate the use of ERTS-A imagery in mapping and managing soil and range resources in the Sand Hills Region of Nebraska

The author has identified the following significant results. Visual examination of RB-57F color infrared imagery of range sites within Test Site 313 indicates that early season imagery will show significant differences in appearance of sub-irrigated sites as compared to dry valley sites. Differences appear to be significant also when comparing the previous two sites to sands sites. Comparison of existing soil map soils delineations with vegetative growth patterns shows reasonably good agreement between the two patterns over rather broad areas. Visual examination of ERTS-1 imagery has also shown that rangeland burned by prairie fire within the last six months can be distinguished. Three confirmed fire areas have been shown on the imagery. Since only broad estimates of burned acres are available, more accurate acreage measurements will be attempted. Known acreage of burned areas will be of value to those agencies responsible for deferred grazing payments to land owners. The relative speed with which this acreage information would become available to these agencies through ERTS-1 imagery would be of much benefit.

Proposal to evaluate the use of ERTS-A imagery in mapping and managing soil range resources in the Sand Hills Region of Nebraska

The author has identified the following significant results. Color composites generated from bands 4, 5, and 7 of MSS image 1061-16552 show that Aquic Haplustolls and Typic Haplaquolls can be separated from other subgroups present on Sand Hills rangeland. Since Aquic Haplustolls are suitable for establishment of center pivot irrigation systems, this provides one means of locating and assessing sites for the establishment of center pivot irrigation for irrigated pasture or other irrigated crops. This separation also provides for a rapid assessment of subirrigated land, much of which is used for harvest of hay. Subsequent estimates of hay production can then be made as ground truth establishes actual production levels.
