A Comprehensive Study of the Impact of Inverter-Based Resource (IBR) Modeling and Control on Protection Relay Elements

Inverter-based resources (IBRs) exhibit fault responses that differ significantly from those of synchronous generators, which can challenge the reliable operation of many commonly used power system protection elements. The fault response of IBRs is primarily influenced by their control algorithms and configurations, but the impact of these controls on protection relays is not yet fully understood. This presentation provides a comprehensive study of how IBR modeling and controls affect transmission line protection. Key modeling and control aspects include the DC source, inverter model, power level control, current control, and current limiting. The study reveals that certain aspects - such as the type of DC source (battery, PV, or hybrid), inverter model (average vs. switching), and power level control methods (PQ dispatch vs. Vdc-Vac control for grid-following IBRs, and droop vs. VSM for grid-forming IBRs) - do not significantly affect relay response. However, faster control loops, such as current control and current limiting, do influence the relay behavior. Additionally, the study explores the effects of other factors, including momentary cessation, operating points, fast/slow current responses, and grid strength on relay performance. Finally, the study offers recommendations for both IBR and protection engineers to improve IBR fault response and enhance the reliability of protection systems.

Adaptive Protection and Control for High Penetration PV and Grid Resilience (Final Technical Report)

The report summarizes the work and accomplishments of DOE SETO funded project 36533 “Adaptive Protection and Control for High Penetration PV and Grid Resilience”. In order to increase the amount of distributed solar power that can be integrated into the distribution system, new methods for optimal adaptive protection, artificial intelligence or machine learning based protection, and time domain traveling wave protection are developed and demonstrated in hardware-in-the-loop and a field demonstration.

Leveraging PMU for Protection and Control

This presentation discusses the application of synchronized measurement in transmission system protection. The proposed wide area system protection (WASP) scheme uses PMU data to perform zonal current differential protection for the whole transmission system with high IBR penetration. This novel protection concept uses synchronized measurement, which is one of the key tasks proposed in the award DE-EE0010655.

Design, Control, and Protection of a 13.2 kV, 1 MVA Solid State Transformer for Electric Vehicle Extreme Fast Charging Station

In this article, a medium-voltage (MV) ac-dc solid state transformer (SST) for electric vehicle (EV) extreme fast charging (XFC) station is proposed. The SST adopts a cascaded H-bridge (CHB)-based structure where the active front end (AFE) power stages are connected in input-series followed by dual active bridge (DAB) converters connected in an output-parallel configuration providing galvanic isolation through a high-frequency transformer (HFT). The SST is rated for 1 MVA and connects directly to a three-phase 13.2 kV MV ac grid through ac switchgear and outputs 750-V dc. At the dc bus, several dc/dc converters are connected, each of which can charge an EV based on its battery capacity. A novel decentralized control architecture of the SST is adopted in this work which simplifies the MV dc link voltage and module-level power balancing. In addition, the local and central protection designs of the SST are presented which identify and respond to the internal fault of the system. Finally, the experimental validations of the SST hardware prototype are presented up to the rated voltage. Furthermore, this article details the design and implementation of the MV SST addressing the challenges of an isolated MV class power converter for connecting directly to the MV ac grid with unique controller architecture, distributed protection framework, and SST constructional features.

Design and Development of a High Fidelity Cyber-Physical Testbed

In order to ensure that future critical infrastructure systems are resilient to various types of such advanced and persistent threats, it is important to develop and integrate tailored solutions that holistically address cyber-attack detection and mitigation in a timely manner such that adverse system impacts that impact a large population are avoided. Further, it is essential to create environments that allow control, protection and communication to exist within a realistic environment to analyze the effects of adverse conditions and system operating modes. This project aims to establish a high-fidelity testbed environment for modeling and simulating a single microgrid all the way up to a network of microgrids along with baseline controls, protection, and associated cyber communication. This is an important activity because accurately modeling and simulating the various power-electronics-based DERs and loads in a microgrid is critical to adequately capturing their behaviors over a wide range of off-normal conditions, as well as to evaluate the resilience of the system using the developed controls. The work presented in this report focuses on the process of building this high-fidelity testbed and the associated experimentation it enables. The model enables the creation of high-fidelity use cases and associated datasets that have been used extensively within the initiative to study resilience and support novel control development and prototyping. The work heavily leverages existing capability that is part of the high-fidelity cyber-physical system experimentation lab to create a power hardware-in-the-loop setup. The report also details the creation of an automated model building platform that can enable high-fidelity real-time models to be built without much effort allowing existing low-fidelity models to be analyzed in higher fidelity. Lastly, the report also discusses efforts center around scaling to large complex power system models to make the experimentation more effective.

Regulatory Protection and Control Standards Applicable to The Vietnam Grid Under High Inverter-Based Resource (IBR) Penetration: A Review of Standards Applicable for Vietnam Grid

This report provides a review of the current standards and practices followed by regulatory authorities for interconnection of inverter-based resources (IBR). With the increased penetration of IBRs into the transmission and distribution networks, the legacy protection methodologies are getting challenged. Due to the lack of regulations on IBR operations under a fault it is essential to have a thorough understanding of the present-day interconnection standards to ensure proper IBR operations. A focus is placed on the regulation and standards enforced by the North American Reliability Corporation (NERC), Federal Energy Regulatory Commission (FERC), Institute of Electrical and Electronics Engineer (IEEE), Underwriters Laboratories (UL) and other regulations proposed by the responsible commissions.

Estimating and Calibrating DER Model Parameters Using Levenberg–Marquardt Algorithm in Renewable Rich Power Grid

The proliferation of inverter-based distributed energy resources (IBDERs) has increased the number of control variables and dynamic interactions, leading to new grid control challenges. For stability analysis and designing appropriate protection controls, it is important that IBDER models are accurate. This paper focuses on the accurate estimation and parameter calibration of DER_A, a recently proposed aggregated IBDER model. In particular, we focus on the parameters of the reactive power–voltage regulation module. We formulate the problem of parameter tuning as a non-linear least square minimization problem and solve it using the Levenberg–Marquardt (LM) method. The LM method is primarily chosen due to its flexibility in adaptively selecting between the steepest descent and Gauss–Newton methods through a damping parameter. The LM approach is used to minimize the error between the actual measurements and the estimated response of the model. Further, the computational challenges posed by the numerical calculation of the Jacobian are tackled using a quasi-Newton root-finding approach. The proposed method is validated on a real feeder model in the northeastern part of the United States. The feeder is modeled in OpenDSS and the measurements thus obtained are fed to the DER_A model for calibration. The simulation results indicate that our approach is able to successfully calibrate the relevant model parameters quickly and with high accuracy, with a total sum of square error of 3.57 × 10 –7 .

Impact Analysis of High-Altitude Electromagnetic Pulse Coupling Effects on Power Grid Protection Relays

Protection relays are important equipment used for protection, control, and metering functions in the power grid. These relays are used to protect critical and difficult-to-replace equipment, like generators, transformers, and capacitor banks. Once the protection devices are disturbed or damaged, a high risk of power generation interruption occurs. Therefore, it is important and necessary to study the relay’s immunity to electromagnetic pulse (EMP) events. As a preliminary step toward empirical experimentation on actual equipment, this manuscript outlines an economical and efficient methodology for evaluating the impact of an EMP. An impedance measurement strategy was employed to model the equipment, setting the stage for subsequent immunity analyses. These analyses included the pulse current injection (PCI) method, which utilized an injecting probe to introduce the transient, and frequency domain electromagnetic (FEKO) simulation, which integrated electromagnetic coupling effects into the transient simulation. The impedance measurement and simulation results in this paper provide a reliable basis for gauging equipment performance in the face of HEMP threats. The results obtained using the PCI and FEKO simulations demonstrated the performance of different port responses under a high-altitude EMP, indicating the requirement for some protection to ensure the reliable operation of relays.

Fall Protection Introduction: Instructor Guide

The proper use of fall prevention and fall protection controls can reduce the risk of deaths and injuries caused by falls. This course, Fall Protection Introduction (#33462), is designed as an introduction to various types of recognized fall prevention and fall protection systems at Los Alamos National Laboratory (LANL), including guardrail systems, safety net systems, fall restraint systems, and fall arrest systems. Special emphasis is given to the components, inspection, care, and storage of personal fall arrest systems (PFAS). This course also presents controls for falling object hazards and emergency planning considerations for persons who have fallen.

Radioactive waste repository when contacted by water provides borates that absorb neutrons

A container holds radioactive material. A sub-criticality controller protects the radioactive material from reaching a criticality from contact with the water. The sub-criticality controller includes a metallic composition having at least one metal component and at least one borate component bonded to the at least one metal component. The metallic composition forms borates when the metallic composition contacts the water.

Electrical substation grid testbed for DLT applications of electrical fault detection, power quality monitoring, DERs use cases and cyber-events

Electrical utilities continue to deploy more intelligent electronic devices (IEDs) inside and outside electrical substation, and are associated with customer-owned distributed energy resources (DERs). The integrity and confidentiality of data from these IEDs, like power meters and protective relays, is crucial. Blockchain technology could improve the resilience of microgrids by improving the security of data sharing. The penetration of customer-owned DERs (renewable energy sources) and the increasing deployment of IEDs can lead to integrate power system applications with Distributed Ledger Technology (DLT). In this study, we implemented the electrical faulted phase detection and power quality monitoring algorithms with a Cyber Grid Guard (CGG) system using DLT. In addition, the DERs (wind turbine farms) use case and protective relay cyber-event tests were assessed, by using the CGG system with DLT. In the experimental model, the testbed was created by using a real-time simulator and CGG system with power meters/ protective relays in-the-loop. The data collected from the CGG system and IEDs were compared with the same time stamp source. These results had shown the successful assessment of protection, control and monitoring applications using a CGG system with DLT. In the future, the ESGT with DERs and the CGG system will be used in other power system applications, based on implementing smart contracts between electrical utilities with customer-owned DERs.

Automated Controller Hardware-In-The-Loop Testbed for EV Charger Resilience Analysis

This paper focuses on the development of a tool that includes an automated testbed with controls, protection, and communications integrated into a real-time system to provide a platform to generate data sets for failure modes and effects analysis. This tool establishes a value for automation of data generation for different scenarios and addresses the gap of nonexistent field data for different applications and use cases. The features of this tool can further be expanded to include multiple power electronics models, communication protocols, and scaled system architectures. This general framework was evaluated for a DC fast charger system use case to provide quantitative solution for resiliency.

Design and Integration of High Precision Superconducting Magnet Power Supply Systems

This paper reviews the design and integration approach being taken to power more than 400 superconducting magnets in Electron Ion Collider (EIC) by power supplies ranging from 20V to 400V and 100A to 18kA. A major challenge is to integrate existing legacy power supplies with new high current systems and maximize performance and reduce costs. Successful implementation requires coordinated integration of power convertors, current regulation, quench protection, energy extraction, machine protection, controls and existing accelerator infrastructure.

Electrical Fault and Power Quality Detection Algorithms and Customer-Owned DERs Monitoring with a Cyber Grid Guard System and DLT

In this study, the electrical fault and power quality detection algorithms and customer-owned DERs monitoring use cases were implemented, with a Cyber Grid Guard system and DLT. Electrical utilities continue to deploy more intelligent electronic devices (IEDs) inside and outside electrical substations, and are associated with customer-owned distributed energy resources (DERs). Data from these IEDs, such as power meters and protection relays, must be kept confidential and of high integrity. Blockchain technology has the potential to increase microgrid resilience by enhancing data sharing security. The growing use of IEDs and customer-owned renewable energy sources (DERs) may make it necessary to connect Distributed Ledger Technology (DLT) with power system applications. We implemented the electrical faulted phase detection and power quality monitoring algorithms with a Cyber Grid Guard (CGG) system using DLT. In addition, the DERs (wind turbine farms) use case and protective relay cyber-event tests were assessed, by using the CGG system with DLT.
