Defense Technical Assistance - Infographic 4/24/25

Defense Technical Assistance (TA) Infographic designed to inform potential pilot partnerships with military installation about the TA opportunities available. - Secure and reliable energy is crucial for the operational readiness and resilience of military installations. The Department of Energy’s Grid Deployment Office has funded a new initiative at Idaho National Laboratory to conduct technical, on-site assessments that aim to secure the power infrastructure of military bases reliant on civilian utilities for their operations, both CONUS and OCONUS. Including how the assessments work and INL capabilities, partnership model as well as outcomes.

Defense Resilience Technical Assistance Options - Initial Overview

The Defense Resilience Technical Assistance (TA) project, a collaboration between the DOE Grid Deployment Office and the DoD, aims to enhance energy infrastructure at military installations and utilities and the surrounding community. Southcentral/Upper-West Combined Heat and Power Technical Assistance Partnership

This Final Technical Report describes the successful completion of all project tasks under award DE-EE0008272, plus three additional deliverables, all completed within the original budget. Our objective was to position CHP as a key driver of American competitiveness, the strategic use of domestic energy resources, and enhanced energy resilience. This vision was pursued through sustained collaboration with a broad range of public and private stakeholders, including manufacturers, commercial and institutional facilities, state and federal agencies, and associations of end-users, among others.

Challenges to retail demand response program participation in ISO New England wholesale markets: Technical assistance provided to the New England Conference of Public Utilities Commissioners

Berkeley Lab provided technical assistance to the New England Conference of Public Utilities Commissioners on challenges that participants in retail demand response programs face to accessing ISO-NE wholesale markets. This report summarizes findings from the technical assistance and includes actions that New England regulators can take to address the challenges to wholesale market access.

Wai'anae Moku Resilience Hub Network ETIPP Deep-Dive Technical Assistance

In 2024, organizations representing communities in the Wai'anae moku, with support from the National Laboratory of the Rockies (NLR) and Hawai'i State Energy Office (HSEO) through an ETIPP Strategic Energy Planning engagement, developed the Wai'anae Moku Community Energy Plan, along with a companion report from NLR. The plan identified five priority focus areas and associated projects to support an energy vision of Wai'anae moku community representatives. The 2026 ETIPP Deep Dive Technical Assistance focuses explicitly on the project identified as highest priority in the plan: support for resilience hub network design and analysis. This fact sheet outlines the scope of technical assistance, benefits of participation the project, and roles and contact information for partners in the project.

Evaluation Toolkit for Technical Assistance Programs

Across the United States, every home, business, industry, and government depends on abundant, reliable, and affordable electricity. Energy stakeholders have many options to improve how energy is generated, distributed, and used, but choosing the right path can be complex and challenging. To support more informed decision-making about local electricity systems, the U.S. Department of Energy (DOE) and its national laboratories provide customized technical assistance (TA) through several different programs. These TA programs are designed to support a wide range of stakeholders with a variety of needs. Technical assistance may include brief consultations with subject-matter experts, in-depth technical modeling and analysis, stakeholder engagement, and peer-to-peer exchange. Delivering effective TA is an iterative process that requires evaluation and adaptation. A comprehensive and robust evaluation framework provides the structure needed to ensure that TA programs and practitioners remain effective, responsive to industry trends, and aligned with local needs. This toolkit provides a framework—including a clear, structured process—that TA program staff can adapt to their program's goals to evaluate success.

Technical Assistance for Digital Assurance: DistribuTECH Workshop

Idaho National Laboratory, the Department of Energy’s Grid Deployment Office, and other national laboratories are collaborating to ensure the U.S. energy infrastructure is reliable, resilient, and secure. This involves strategically leveraging digital technologies to modernize the grid, enhance its resilience against all hazards and disruptions, and fortify national energy security across a diverse energy portfolio. In this workshop you will learn about Idaho National Lab’s Technical Assistance programs, where organizations will be matched with a national laboratory subject matter expert to focus on their key topical area. The technical assistance offered through this track is designed to be responsive to a rapidly changing regulatory landscape and cutting-edge technologies that enhance grid reliability and efficiency. Users will be guided through a tailored analysis and mitigation program to determine their current security posture and given assistance in evaluating supply chain and protection choices against potential consequences.

Lahaina Energy Partnership: Community Priorities and Technical Assistance Scope of Work [Slides]

The Lahaina Energy Partnership (LEP) is an initiative funded by the U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) to support energy planning and rebuilding efforts in Hawaii's historic town of Lahaina on Maui as the community recovers from a devastating fire on August 8, 2023, with technical assistance provided by NREL. To inform the scope of technical assistance, NREL has partnered with Hawaii-based community engagement and sustainability-focused organizations to connect with Lahaina residents, business owners to understand the community's energy priorities and vision for the future. This presentation presents a summary of the community's energy priorities and NREL's scope of work for the project, to be completed in early 2027.

Estimating Return on Investment for Energy Technical Assistance Programs

The U.S. Department of Energy's Office of State and Community Energy Programs engaged the National Laboratory of the Rockies to assess the return on investment (ROI) of technical assistance (TA) programs that support state, local, and Tribal energy planning. Although TA delivers value through capacity building, stakeholder engagement, and knowledge transfer, these benefits are often intangible and challenging to monetize. This study reviews existing ROI frameworks and synthesizes the most relevant elements into a hybrid approach tailored to energy TA programs. The proposed framework integrates monetary and non-monetary outcomes through early logic model development, baseline data collection, and the use of proxies for intangible benefits. As a case study, this paper applies this approach to the Communities Local Energy Action Program (Communities LEAP), demonstrating how ROI can inform program design, data strategy, and performance assessment. Findings underscore that ROI should be applied selectively and planned from the outset to ensure data alignment and attribution accuracy. The framework offers TA practitioners a structured approach that can be leveraged for future programs to evaluate and communicate the multifaceted value of TA investments.
