Western Combined Heat and Power Technical Assistance Partnership (Final Technical Report)

Since 2018, the Western Combined Heat and Power Technical Assistance Partnership (CHP TAP) has been dedicated to advancing the adoption and implementation of Combined Heat and Power. The CHP TAP has diligently worked towards its mission of fostering end-user engagement, promoting technical solutions, and enhancing energy security within the region. As we reflect on our journey, we are proud to announce the completion of the required metrics set forth at the beginning of our endeavor. From the outset, our aim has been clear: to leverage CHP technology as a catalyst for bolstering American competitiveness, utilizing local fuels, and fortifying energy resilience. Through collaborative efforts with a diverse array of stakeholders, including manufacturing, commercial, institutional, and federal facilities, and campuses, we have strived to realize this vision. In this report, we outline the achievements, activities, and impact of the Western CHP TAP, highlighting the transformative journey undertaken since 2018. From providing technical assistance and guidance to conducting educational workshops and advocating for supportive policies, our initiatives have been guided by a commitment to excellence and innovation. As we celebrate the completion of our required metrics, we reaffirm our dedication to continuing our mission, building upon our accomplishments, and shaping a sustainable energy future for the Western region. Through ongoing collaboration and engagement, we are confident that the Western CHP TAP will continue to serve as a beacon of progress and a catalyst for positive change in the years to come.

SolSmart Technical Assistance Provider (Final Technical Report)

The SolSmart program was established in late 2015 to “establish a prominent national recognition and technical assistance program for local governments that will signal to installers and the public that a community is receptive to solar businesses and has established a supportive solar market environment. This, in turn, will reduce market barriers and lower soft costs, thus contributing to SunShot goals. The program will also assist communities who are just beginning to improve their solar markets.” By March 31, 2022 (the grant end date), the SolSmart Team designated 460 communities, more than 50% more than the initial program objective of 300 communities. The designated communities represent 42 states, the District of Columbia, the U.S. Virgin Islands, and Puerto Rico. The SolSmart team developed and revised criteria representing best practices for local governments; recruited, trained, evaluated, and mentored communities to incorporate these best practices; and disseminated resources about solar and solar-related technologies as well as the newest best practices on a regular basis. 98% of local government officials who participated in the program said that SolSmart increased their knowledge of solar energy. The SolSmart program had both real and perceived tangible impacts on barriers to solar adoption in designated communities. Significantly, the time to permit a solar installation decreased by 7.5 days on average. This reduced the soft costs for both the solar installer (and therefore the customer) and the local government. The result is that solar installations in SolSmart communities increased by 17% per month compared with similar non-SolSmart communities. Larger and wealthier communities were more likely to pursue SolSmart designation and earn more points within SolSmart. As a result, IREC/TSF developed strategies to reach underserved communities and created new resources to help them more easily achieve designation, as described below. In the last year of the Award, 44% of designated communities were underserved, compared with 31% in the earlier years of the program. DOE issued two awards for SolSmart: the SolSmart Technical Assistance Provider (TAP), led by The Solar Foundation (TSF) which has since merged with the Interstate Renewable Energy Council (IREC), and the Designation Program Administrator (DPA), led by the International City/County Management Association (ICMA). IREC was lead for the TAP project and, until the time of TSF/IREC merger, was a subrecipient on the DPA project. These two projects were interdependent; one could not exist without the other. While this report will focus on the work performed by the TAP, it will be impossible to speak of this without talking about the successes, impacts, and benefits of the overall SolSmart program.

Technical Assistance for Rural Alaska Tribal Energy Solutions (Final Technical Report)

The original intent of this project was to provide technical assistance (TA) to rural Tribal communities across all regions of Alaska with a focus on public infrastructure. The Alaska Native Tribal Health Consortium (ANTHC) met this goal by providing more than 48 instances of energy-related technical assistance to rural Alaska Native communities, many of which led to them securing funding and implementing new projects that contributed to reducing the high cost of energy. Additionally, the Department of Energy (DOE) Office of Indian Energy staff saw the benefits of the energy technical assistance services being provided by ANTHC and, recognizing the value of having a trusted tribal non-profit entity providing technical support to its membership, amended the project to include standardization of TA services, internal capacity building, and regional outreach. This amended scope allowed ANTHC to streamline and standardize its technical assistance process, provide outreach to rural Alaska Native communities about DOE and ANTHC’s technical assistance program, and improve the ability of staff to provide even higher quality technical deliverables in support of energy projects. Overall, this project was successful in using technical assistance to empower both rural Alaska Native communities and the Alaska Native Tribal Health Consortium to develop and deploy energy efficiency and renewable energy solutions that will reduce the extremely high energy cost burdens facing Tribal communities in Alaska.

ES4SE Technical Assistance Program Evaluation

Technical assistance (TA) programs can provide organizations and communities with the information, tools, and resources needed to support their development and resilience goals. The Energy Storage for Social Equity (ES4SE) TA program sought to empower undeserved communities through co-development of energy storage pathways and solutions to address community-defined challenges and needs. Evaluating the design, implementation, and outcomes of TA programs like ES4SE is critical to understanding whether program and participant goals were accomplished and how to adjust the TA approach to better meet participant needs. This evaluation explores the experiences and perceptions of community participants in the ES4SE TA program.

U.S. DOE Midwest Combined Heat and Power Technical Assistance Partnership (Midwest CHP TAP) (Final Technical Report)

The University of Illinois Chicago (UIC) was awarded the U.S. DOE Midwest Combined Heat and Power Technical Assistance Partnership (Midwest CHP TAP) program to provided technical and policy expertise to support local opportunities to promote CHP, waste heat to power, district energy, and microgrids in the Midwest and Central regions of the U.S. that included the states of Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, Ohio, and Wisconsin. During this contract period, UIC, through the Midwest CHP TAP activities, provided significant regional support to the U.S. strategic goals of: 1) Stimulating America’s Energy Revolution and Promoting Energy Independence; 2) Promoting Jobs and Manufacturing Competitiveness; 3) Supporting a Positive Trade Balance; 4) Enhancing Energy System Resiliency and Energy Security; and 5) Improving the Nation’s Infrastructure. UIC met the annual go/no-go metrics each year and either met and/or exceeded the milestones each year.

Defense Technical Assistance - Infographic 4/24/25

Defense Technical Assistance (TA) Infographic designed to inform potential pilot partnerships with military installation about the TA opportunities available. - Secure and reliable energy is crucial for the operational readiness and resilience of military installations. The Department of Energy’s Grid Deployment Office has funded a new initiative at Idaho National Laboratory to conduct technical, on-site assessments that aim to secure the power infrastructure of military bases reliant on civilian utilities for their operations, both CONUS and OCONUS. Including how the assessments work and INL capabilities, partnership model as well as outcomes.

Defense Resilience Technical Assistance Options - Initial Overview

The Defense Resilience Technical Assistance (TA) project, a collaboration between the DOE Grid Deployment Office and the DoD, aims to enhance energy infrastructure at military installations and utilities and the surrounding community. It focuses on improving energy system performance, addressing power infrastructure inadequacies, enhancing power quality, reducing cyber sabotage impacts, and strengthening digital supply chains. Energy Transitions Initiative Partnership Project: Bainbridge Island, Washington - Cohort 2 Technical Assistance: Pathways to 100% Renewable Energy

The City of Bainbridge Island (COBI) applied for and received technical assistance from the Energy Transitions Initiative Partnership Program (ETIPP) in part to achieve their goal of 100% renewable electricity generation by 2040, five years ahead of the Washington State goal, and to increase its energy resilience in the face of natural disasters. To help address these goals, the City of Bainbridge Island (COBI) applied for and received technical assistance from the Energy Transitions Initiative Partnership Program (ETIPP) during 2022-2024. Supported by the U.S. Department of Energy, ETIPP provides technical assistance to remote coastal and island communities interested in approaches to renewable and resilient energy transitions. Pacific Northwest National Laboratory (PNNL) completed the technical analysis aspects of the project, supported by the community partner Spark Northwest and the program administrator, the National Renewable Energy Laboratory (NREL). This report begins by describing the approach to technical assistance in the ETIPP project, followed by the development of future scenarios for electric demand based on current use. Potential pathways to 100% renewable energy are identified and analyzed by technology contributions from solar energy, anaerobic biodigestion, distributed wind, and marine energy. The combinations of these technologies and contributions to meet demand are discussed, along with potential policies and programs for implementation of the most relevant technologies moving forward. The report concludes with recommendations for next steps for COBI to meet the goal of 100% renewable energy generation by 2040 on- and off-island, and key caveats to consider.

Technical Assistance Opportunities for Tribes

The National Renewable Energy Laboratory (NREL) offers many forms of technical assistance for Tribes to support local clean energy priorities and challenges. With broad support from the U.S. Department of Energy (DOE) and local partners, NREL provides technical expertise to enable data-driven, informed clean energy decision making. Technical assistance may address energy strategy, project financing, policy design and development, data analysis, economic development, infrastructure planning, energy justice, climate change, resilience, or other energy priorities. NREL has a long history of partnering with Tribes and Tribal organizations, including in Alaska Native Villages where the extreme Arctic climate poses unique energy challenges. NREL works directly with Tribes to find solutions that address their self-defined energy priorities, challenges, and goals.

Southcentral/Upper-West Combined Heat and Power Technical Assistance Partnership

This Final Technical Report describes the successful completion of all project tasks under award DE-EE0008272, plus three additional deliverables, all completed within the original budget. Our objective was to position CHP as a key driver of American competitiveness, the strategic use of domestic energy resources, and enhanced energy resilience. This vision was pursued through sustained collaboration with a broad range of public and private stakeholders, including manufacturers, commercial and institutional facilities, state and federal agencies, and associations of end-users, among others.

Advanced Energy Manufacturing and Recycling Grant Readiness Technical Assistance Program [Slides]

The U.S. Department of Energy's Office of Manufacturing and Energy Supply Chains (MESC) has launched a new technical assistance program, administered by NREL, in support of prospective applicants to the Advanced Energy Manufacturing and Recycling Grant Program. The competitive technical assistance program will help small- and medium-sized manufacturers understand the requirements of the Advanced Energy Manufacturing and Recycling Grant Program and prepare for future applications. Such applications must propose a project to build, retrofit, or expand facilities in coal communities for producing or recycling goods used to support clean energy supply chains. This presentation is for an informational webinar on Wednesday, April 26, 2023.

Challenges to retail demand response program participation in ISO New England wholesale markets: Technical assistance provided to the New England Conference of Public Utilities Commissioners

Berkeley Lab provided technical assistance to the New England Conference of Public Utilities Commissioners on challenges that participants in retail demand response programs face to accessing ISO-NE wholesale markets. This report summarizes findings from the technical assistance and includes actions that New England regulators can take to address the challenges to wholesale market access.

Wai'anae Moku Resilience Hub Network ETIPP Deep-Dive Technical Assistance

In 2024, organizations representing communities in the Wai'anae moku, with support from the National Laboratory of the Rockies (NLR) and Hawai'i State Energy Office (HSEO) through an ETIPP Strategic Energy Planning engagement, developed the Wai'anae Moku Community Energy Plan, along with a companion report from NLR. The plan identified five priority focus areas and associated projects to support an energy vision of Wai'anae moku community representatives. The 2026 ETIPP Deep Dive Technical Assistance focuses explicitly on the project identified as highest priority in the plan: support for resilience hub network design and analysis. This fact sheet outlines the scope of technical assistance, benefits of participation the project, and roles and contact information for partners in the project.
