Technical Assistance for Rural Alaska Tribal Energy Solutions (Final Technical Report)

The original intent of this project was to provide technical assistance (TA) to rural Tribal communities across all regions of Alaska with a focus on public infrastructure. The Alaska Native Tribal Health Consortium (ANTHC) met this goal by providing more than 48 instances of energy-related technical assistance to rural Alaska Native communities, many of which led to them securing funding and implementing new projects that contributed to reducing the high cost of energy. Additionally, the Department of Energy (DOE) Office of Indian Energy staff saw the benefits of the energy technical assistance services being provided by ANTHC and, recognizing the value of having a trusted tribal non-profit entity providing technical support to its membership, amended the project to include standardization of TA services, internal capacity building, and regional outreach. This amended scope allowed ANTHC to streamline and standardize its technical assistance process, provide outreach to rural Alaska Native communities about DOE and ANTHC’s technical assistance program, and improve the ability of staff to provide even higher quality technical deliverables in support of energy projects. Overall, this project was successful in using technical assistance to empower both rural Alaska Native communities and the Alaska Native Tribal Health Consortium to develop and deploy energy efficiency and renewable energy solutions that will reduce the extremely high energy cost burdens facing Tribal communities in Alaska.

Shaktoolik Battery System Construction Project

Alaska Village Electric Cooperative, Inc. (AVEC) and Shaktoolik IRA Tribal Council (Tribe) have created a Tribal Energy Development Organization (TEDO), known as AVEC/Shaktoolik Renewable Energy Joint Venture TEDO (ASRA), for building a community-scale energy storage “grid bridging system” (GBS) for the existing power plant and wind turbines on Tribal Lands in Shaktoolik, Alaska.

High Penetration Solar and Battery Project in Noatak, Alaska

Through funding from the Department of Energy’s Office of Indian Energy, the Northwest Arctic Borough (NAB) and the Native Village of Noatak (NNV) formed a Tribal Energy Development Organization (TEDO) to implement the Noatak Solar and Battery Project to reduce reliance on costly imported diesel, stabilize energy costs, and strengthen local energy sovereignty.

New Community Center Integrated Energy Efficiency Measures (EEMs) and Solar Photovoltaic Generation System in the Forest County Potawatomi Community

The Forest County Potawatomi Community (“FCPC” or “the Tribe”), is a federally recognized Indian Tribe located in Wisconsin. With the support of the United States Department of Energy, Office of Indian Energy (DOE IE) grant funding, the Tribe implemented their New Community Center Integrated EEMs and Solar Photovoltaic System in the Forest County Potawatomi Community project (the “Project”). The Project was developed and executed with the goal of partially energizing the Community Center while concurrently pursuing Tribal energy sovereignty through cost effective energy efficiency and generation measure.

Estimating Return on Investment for Energy Technical Assistance Programs

The U.S. Department of Energy's Office of State and Community Energy Programs engaged the National Laboratory of the Rockies to assess the return on investment (ROI) of technical assistance (TA) programs that support state, local, and Tribal energy planning. Although TA delivers value through capacity building, stakeholder engagement, and knowledge transfer, these benefits are often intangible and challenging to monetize. This study reviews existing ROI frameworks and synthesizes the most relevant elements into a hybrid approach tailored to energy TA programs. The proposed framework integrates monetary and non-monetary outcomes through early logic model development, baseline data collection, and the use of proxies for intangible benefits. As a case study, this paper applies this approach to the Communities Local Energy Action Program (Communities LEAP), demonstrating how ROI can inform program design, data strategy, and performance assessment. Findings underscore that ROI should be applied selectively and planned from the outset to ensure data alignment and attribution accuracy. The framework offers TA practitioners a structured approach that can be leveraged for future programs to evaluate and communicate the multifaceted value of TA investments.

Makah Tribe Strategic Energy Plan

The U.S. Department of Energy’s (DOE) Energy Transitions Initiative Partnership Project (ETIPP) connects remote and island communities, regional partners, and the DOE national laboratories to support communities as they seek to build resilience in their energy systems. The Makah Tribe faces several energy challenges, including frequent power outages and the potential for an extended outage due to an earthquake or tsunami. The Tribe joined ETIPP in 2022 to address those challenges, seeking to build energy resilience and sovereignty in the community. The Makah Tribe, Spark Northwest, the Pacific Northwest National Laboratory (PNNL), and the National Renewable Energy Laboratory (NREL) collaborated to develop a strategic energy plan as part of the second cohort of ETIPP communities. The long-term energy vision of the Makah Tribe includes increasing energy efficiency in the community, improving energy management capacity, and developing the renewable energy generation and storage sufficient to independently power the Reservation for one year. Additionally, the ETIPP team worked with Makah leadership, staff, and community members to identify a set of community priorities, values, and goals to guide energy development as the Tribe takes the incremental steps toward their vision for energy sovereignty. Those energy values include ecosystem-based management, energy sovereignty and project ownership, workforce development and capacity, economic opportunity, community wellbeing and priorities, and emergency disaster resilience. To understand what would be needed for a year for energy independence, the PNNL team conducted an assessment to determine the current energy usage of the Tribe and also modeled several scenarios for future energy use. Using the energy usage values, the team estimated how two types of renewable energy technology, specifically locally deployed solar and small-scale wind, could contribute towards the energy independence goal. The energy baseline and resource assessment produced the following key findings:

Sicangu Village Solar Project

The Sicangu Village Solar Project, spearheaded by the Rosebud Sioux Tribe in partnership with GRID Alternatives, aimed to enhance energy sustainability within the community through the installation of a 149 kW community solar Photovoltaic (PV) array and 13 residential rooftop solar PV systems. Located in Todd County, South Dakota, the project addresses longstanding challenges of rising electricity costs and economic disparities faced by the Tribe. By leveraging solar energy production, the project not only reduces electricity expenses for the community, but also serves as a pivotal step towards achieving the Tribe's energy sovereignty goals. Despite encountering interconnection challenges and delays, particularly exacerbated by regulatory and infrastructure complexities, the project has successfully demonstrated the feasibility of solar energy deployment within the community.

Pueblo of Laguna Village Community Solar

The project was to install approximately 11.44 kilowatts (kW) rooftop solar photovoltaic (PV) system on the Mesita Village Community Center, an approximately 9.24 kW rooftop solar PV system on the Paguate Village Community Center, an approximately 21.56 kW rooftop solar PV system on the Paraje Village Community Center, and an approximately 11.00 kW rooftop solar PV system on the Seama Community Center, for a total of about 53.24 kW on four village community centers. The systems were expected to generate approximately 93,329 kWh annually. Installing solar PV systems on the four village community centers would have helped achieve the Pueblo of Laguna’s six energy objectives: community development (decreased utility bills, funds for other needs), economic development (training and participation in the renewable energy economy), energy reliability (future storage), community resilience (alternative sources), relationship to people and the natural world (reducing fossil fuel use), and energy sovereignty (Pueblo decision-making). Installing solar PV systems would have also met specific project goals to offset not less than 85% of each selected building’s annual electricity use, ranging from 87% to 103% of demand; save a minimum of 70% of the cost of utility bills per year for each building, ranging from 75% to 77% percent (including service charges); and would have had payback periods shorter than the estimated useful life of the project

Building Resiliency into Grand Canyon West Micro-Grid

The objective of the project was to improve the resilience of the non-regional-grid-connected electrical generation system at Grand Canyon West (GCW) to withstand short-term disruptions and rising energy costs by installing an 885-kW solar photovoltaic (PV) array and 750-kilowatts (kW)/2,145-kilowatt hour (kWh) battery energy storage system (BESS). The system is designed to provide 50% of the annual energy needed for the essential facilities at GCW, supplementing the existing diesel generators, saving approximately $\$$463,339 per year and an estimated $\$$11,583,475 over the 25-year life of the system. The project aligns with the Tribe’s conservation ethic and self-determination in the area of energy development.

Jijak Gises Project

The Match-E-Be-Nash-She-Wish Band of Pottawatomi Indians, d.b.a. Gun Lake Tribe (Gun Lake Tribe/Tribe), installed a grid connected 68.87 kW solar photovoltaic array at the Tribe’s Jijak Property located in Hopkins, MI. The array generated 95,070 kWh its first year of operation, 7,014 kWh more than projected. The Jijak Gises solar array saved $\$$12,214 during the first year of production including $\$$6,022 in generation credit and $\$$6,192 in offset electrical cost. The array will save the Tribe more than $\$$312,000 with increasing electric rates during the normal life of the system reducing Gun Lake Tribe’s reliance on other energy resources. Competitive pricing allowed the Tribe to install a second smaller array to power the Jijak Garden. The 4.85kW Jijak Garden Array produced 6,643.96 kWh during its first year of production, 475.95 kwh more than projected saving $\$$1,126 during year one of production including invoice credits and offset energy consumption. Over the first 20 years of the array, it is expected to produce 132,879 kWh of electrical energy, saving over $26,000 over the life of the system.

Tribal Engagement in Transmission Planning

The purpose of this white paper is to provide Tribes with information that (a) helps assess whether transmission access is important for their energy goals, and (b) provides guidance on how to engage in transmission planning, if and when doing so would help the Tribe achieve its energy goals. DOE's Office of Indian Energy notes that "Indian Country contains vast untapped energy resources" (OIE 2023). Individual tribes express a wide array of energy needs and goals, ranging from simple access to basic electricity service and energy efficiency tools, to the development of utility-scale generating plants. Access to transmission is a key part of this multifaceted tribal energy picture. About 2.3 percent of the nation's transmission miles are on tribal lands (OIE 2023). Even within that slice, however, circumstances vary widely. Much of that transmission is for local network delivery (138kV or less). There are some large-capacity 500kV lines, but in many cases the Tribe has limited access to them even when they run across the reservation. Some of the Tribes with the largest land area have little transmission, and some such as Navajo Nation and Hopi Tribe have many homes with no access to electricity. This white paper begins with a high-level summary of transmission issues that can affect a Tribe's energy goals. The discussion includes findings from major transmission-related studies, including the 2023 National Transmission Needs Study (GDO 2023). It then discusses strategies that could help a Tribe safeguard its interests when those interests intersect transmission infrastructure planning.

Akiachak Energy Efficiency Retrofit Project

The goal of the project is to reduce the overall energy use of the Akiachak Native Community (ANC) by implementing energy efficiency measures in five high-use Tribal buildings. This project will have the following outcomes: Projected annual energy savings of $17,369; projected annual reduction in fuel oil #1 of 1,200 gallons and electricity of 17,751 kWh; annual reduction in carbon dioxide emissions of approximately 60,340 pounds/year. ANC will install energy efficiency measures in the Laundry, Tribal Indian Reorganization Act (IRA) Office, Clinic, Daycare, and Police Station. ANC obtained energy audits on these buildings in 2018, and this project will implement high-payback recommendations such as replacing lighting with LEDs, installing setback thermostats and occupancy sensors, replacing furnaces with more efficient models, replacing the circulation pumps with variable speed ones, air tightening, and adding insulation. Buildings will see energy cost reductions from 15% to 40%. These retrofits will help build ANC’s long-term vision for sustainable energy usage and address the first goal of the Tribal IRA Council’s Energy Efficiency and Conservation Strategy, to “create and maintain functionally appropriate, sustainable, accessible, high quality tribal infrastructure and facilities.” ANC intends to replicate this project by using the resulting energy savings to address audit recommendations in other buildings as well as to demonstrate the value of energy efficiency to community members. Other outcomes will include an increase in community resiliency, reduced dependence on outside shipments of fuel oil, training for maintenance staff, and no-touch control of building appliances to reduce transmission of diseases such as COVID-19.
