Strategies and Good Practices to Support Robust Stakeholder Engagement in Multi-Sector Energy Transition Planning

This document discusses strategies and good practices to facilitate diverse stakeholder engagement and inclusive decision-making within the context of complex energy system modernization studies and multi-sector energy transition planning, drawing upon the knowledge and expertise of numerous USAID, NREL, and other DOE laboratory practitioners with international and domestic energy planning experience. Examples of multi-sector energy transition analyses from the United States are included in this document to draw out relevant lessons learned and experience for the USAID-NREL Partnership - strategies and good practices will be updated over time as new insights emerge through collaboration with international partners and stakeholders. Considerations included within this document can also be used to support stakeholder engagement at the sector level (e.g., for power, transport, buildings), in addition to integrated approaches.

CARILEC Resilient Energy Community CoP for Cybersecurity Workshop Series: Cybersecurity Assessment Tools [Slides]

For the last several years and in collaboration with CARILEC, USAID and NREL have been working to support cyber resilience at power sector utilities in Latin America and the Caribbean. Direct technical assistance with regional utilities has been a key component of USAID-NREL Partnership activities, and technical assistance has typically included a foundational cybersecurity assessment using NREL's Distributed Energy Resource Cybersecurity Framework (DER-CF) tool. The DER-CF allows organizations to benchmark and evaluate their cybersecurity posture across the areas of Governance, Technical Management, and Physical Security. To complement the activities of the newly created CAREC IT/OT and Cybersecurity Team, this webinar on cybersecurity assessment tools includes an overview of the DER-CF tool and a discussion with regional stakeholders and NREL experts on the DER-CF assessment process and other resources for cybersecurity assessments.

EVI-Pro for Bogota Columbia [Slides]

The transportation sector is one of the largest producers of greenhouse gas emissions globally, with 37% of global CO 2 emissions in 2021 according to the International Energy Agency. Transitioning from internal combustion engine vehicles powered by fossil fuels to electrified transportation is a critical component in reducing those emissions significantly over the coming decades and avoiding the worst consequences of climate change. With governments and automakers increasingly announcing electrification targets and a progression away from the production and sale of internal combustion engine vehicles, a robust network of charging infrastructure must be built to enable the widespread use of electric vehicles (EVs). Some of the greatest hurdles to EV deployment are linked to the buildout of the required charging infrastructure including where it should be built, what types and how much charging would be optimal given high costs of installation, and the impact on the electrical grid. To this end, the National Renewable Energy Laboratory (NREL) conducts extensive research on EV deployment, including the development of the EVI-Pro model used to plan the future buildout of charging infrastructure given the travel patterns in a region. This document summarizes work done by NREL in the Bogotá, Colombia region to help Colombia plan for its EV deployment goals.

Adapting Agrivoltaics for Solar Mini-Grids in Haiti

With less than 2% of the rural population with access to electricity and almost half the population facing acute hunger, Haiti faces interconnected challenges of energy poverty and food insecurity. One solution to help address energy poverty in Haiti has been the development of distributed solar, particularly solar mini-grids. However, often the land best suited for deploying solar generation is also best suited for agriculture by smallholder farmers, thereby creating a potentially complicated tension between energy access and food security. To address this tension, solar developers, agricultural specialists, and researchers are jointly examining a novel solution called "agrivoltaics." Agrivoltaics is a shared land-use solution that is rapidly expanding in established solar markets like the United States, Europe, and Asia that pairs solar with agriculture, producing electricity and providing space for crops and animal grazing under and between panels. As part of the Energy Access Partnership for Haiti with the U.S. Agency for International Development (USAID), the National Renewable Energy Laboratory (NREL) performed an initial feasibility analysis and stakeholder engagement project to evaluate the potential for agrivoltaics in mini-grid contexts in Haiti. The analysis considered typical 100-kW and larger 1-MW mini-grids in towns across Haiti and developed two example agrivoltaic archetypes based on key local inputs, including solar irradiance, production data from the agricultural census, market prices, stakeholder interviews, and existing agrivoltaic research. International Applications for Floating Solar PV (FPV) [Slides]

Floating solar is a comparatively new concept. Floating solar is about to form a third pillar in the market for solar energy next to ground mounted and rooftop solar. The Asia-Pacific region already dominates the fast-emerging market in floating solar PV (FPV), and it looks set to build on that position as more nations get on board and costs fall. Asia-Pacific is set to increase its market share from 74% in 2020 to 87% in 2026 in terms of global installed FPV capacity. However, since floating solar systems are still a new application, there is a lack of information on its performance, cost, technical complexity, and operations and maintenance (O&M). This seminar series seeks to partially remedy that through presenting case studies that highlight the benefits, challenges, and applications of FPV in South and Southeast Asia.

Technical and Economic Screening for Potential of Distributed Energy Resource Integration at Chervonohrad Water Utility in Ukraine

In this report, the authors present a preliminary techno-economic screening for distributed renewable energy for Chervonohrad Vodokanal, the water utility in Chervonohrad, Ukraine. The screening estimates the technical potential and economics of integrating solar photovoltaics (PV) and battery energy storage systems (BESS) at Chervonohrad Vodokanal water pumping stations, Pravda, Bendiuha, and Mezhyrichchya. Building Capacity: Solar Photovoltaics Site Assessment and Feasibility Study

While Bhutan is abundant with clean energy hydropower, there are dry months in winter when solar energy could reduce expensive power inputs and bolster Bhutan's energy resilience and independence. As the country explores solar photovoltaic (PV) development as an option to achieve that goal, grid planners and renewable energy experts are partnering with the South Asia Group for Energy (SAGE) to determine the benefits and challenges of building solar energy systems in Bhutan.

Evolving Competitive Markets in SAPP: Leveraging Competitive Wholesale Electricity Markets to Drive Renewable Generation Capacity in the Southern African Power Pool (SAPP)

The SADC region has significant natural resource potential to increase renewable energy generation, improve electricity reliability, and support economic development. This research finds an apparent lack of confidence from electricity infrastructure investors in SAPP wholesale electricity markets, which increases risk perception and lowers the likelihood of capital deployment. With respect to free market fundamentals, competitive market obstacles and renewable energy development obstacles are characterized. Stakeholders identified the top obstacles to well-functioning competitive markets as insufficient transmission infrastructure for interconnection and regional movement of electricity, dominance of national single-buyer markets, and lack of or weak nation-state regulatory frameworks. Stakeholders prioritized the top three obstacles for renewable energy development as a lack of viable commercial arrangements for variable renewable energy (VRE) balancing, lack of functional and consistent nation-level regulations, and higher project costs related to reliance on imported equipment. With respect to potential solution options, stakeholders prioritized the development of new cost allocation and finance methods to facilitate new transmission expansion, training to educate new or potential new market entrants on SAPP processes, as well as modeling and analysis of regional SAPP participation benefits disaggregated to the nation-state level. From these perspectives, this research identified strategy options for consideration including transitioning SAPP to a regional transmission operator (RTO) for operation and planning of cross-border transmission facilities and market administration, shifting operations of SAPP member transmission systems to Independent System Operators (ISOs), establishing a regional regulatory authority and enhancing market data transparency. Implementing these reforms is expected to be challenging, but not insurmountable, given the domestic political, legal, and jurisdictional complexities of the SADC region.

Prefeasibility Assessment for Solar PV and Storage for Critical Community Facilities in Chernihiv, Ukraine [Slides]

A prefeasibility analysis is performed for integrating solar photovoltaics and battery energy storage at four critical facilities in Chernihiv, Ukraine. The facilities were identified by Chernihiv city officials and include Hospital No. 2, the Maternity Hospital, Secondary School No. 11, and Preschool No. 4. The analyses were performed using NREL's REopt decision-support software tool. The analysis identifies potential capacities for PV and battery energy storage to provide both economic and resilience benefits. The conceptual architecture and estimates of key summary financial and performance metrics are presented.

Guiding Sustainable Hydrogen Integration: A Capacity Building Approach

The Hydrogen Considerations Tree is designed to empower institutions to explore and consider the costs, benefits, and tradeoffs of hydrogen and its derivatives (e.g. e-fuels and green ammonia) and inform hydrogen strategy, policy and investment decisions within unique contexts around the world. Key topics are organized into a "Considerations Tree," enabling stakeholders to explore technical, regulatory, economic, environmental, social, and other analysis questions systematically and holistically.

South Asia Group for Energy-India

The South Asia Group for Energy (SAGE) is working with Grid India and the Central Electricity Authority (CEA) to determine the best methods to deploy more inverter-based resources (IBR) such as solar photovoltaic generators and utility-scale battery. To address grid strength and stability concerns, planners and operators are working with the National Renewable Energy Laboratory's (NREL) team, through SAGE, to identify potential solutions for strengthening the grid and fostering grid reliability.
