Solar Pathways in Federal Energy Assistance Programs: Expanding the Low-Income Home Energy Assistance Program (LIHEAP) and the Weatherization Assistance Program (WAP)

The U.S. Department of Health and Human Services Low-Income Home Energy Assistance Program (LIHEAP) and U.S. Department of Energy Weatherization Assistance Program (WAP) are federal programs to help low-income households reduce their energy costs. LIHEAP provides direct assistance to help households cover energy costs and stay connected to utility services, as well as weatherization and minor energy-related repairs, and WAP provides no-cost energy efficiency measures to reduce energy use and energy bills while also improving home comfort for income-qualified households. Across the U.S., states are implementing or considering solar energy as an eligible measure for LIHEAP and/or WAP funding, but the successful implementation pathways remain largely undocumented. This report fills that gap by analyzing states' LIHEAP and WAP annual plans, surveying administrators from LIHEAP grant recipients and WAP grantees about their challenges implementing solar or barriers to doing so, and conducting interviews and workshops with program administrators.

Solar Pathways in Federal Energy Assistance Programs: Expanding Low Income Home Energy Assistance Program (LIHEAP) and Weatherization Assistance Program (WAP)

How can solar best fit within your LIHEAP or WAP activities? Come join NREL and learn about the various pathways and new resources available to help implement solar in low-income programs. Panelists will share results from a multi-year research project, including survey results on LIHEAP and WAP solar adoption across the United States. This session will highlight case studies from early implementers, key lessons learned and resources developed based on stakeholder feedback for interested organizations. Attendees can expect gain a better understanding of the perceived barriers and opportunities to solar implementation, including the importance of partner coordination and complementary funding sources, and the next steps for how to get started. Additionally, attendees will hear from a local implementer of solar in WAP about their program and process.

Key Takeaways from Weatherization Assistance Program (WAP) Wage Study & Analysis

In early 2021, the National Association for State Community Services Programs (NASCSP) and its Workforce Development Working Group provided turnkey survey tools to the Weatherization Assistance Program (WAP) network on compensation rates for six core WAP positions. From February to April 2021 wage surveys were voluntarily conducted by 27 states, with 286 Subgrantees self-reporting hourly wage data. For context, a $1/hour increase in wages = $2,080/year increase in salary.

WAP Workforce Needs Analysis

As identified through stakeholder dialogue, Weatherization Assistance Program (WAP) Grantees and Subgrantees face challenges in hiring and retaining field staff in the following positions: Retrofit Installers/Technicians (RITs), Crew Leaders (CLs), Energy Auditors (EAs), and Quality Control Inspectors (QCIs). To gain a baseline understanding of workforce needs, NREL collected voluntary workforce data from May 4-June 30, 2022. This presentation includes a qualitative analysis of this data, key takeaways, and an introduction to new tools supporting WAP workforce development.

Chemical Characterization Results for Tank 40 Sludge Batch 10 Waste Acceptance Product Specifications (WAPS) Sample

A 3-L sample (HTF-40-23-24) obtained from Tank 40 following transfer of Tank 51 to achieve the final Sludge Batch 10 processing composition was received by Savannah River National Laboratory (SRNL). SRNL was tasked with characterization of the sample in accordance with requirements for reporting the Waste Acceptance Product Specifications. A representative subsample, approximately 500 mL, was prepared by continuously agitating the 3-L sample via a mixing blade inserted into the bottle. This subsample was then used for the chemical and physical characterization reported here. This characterization includes the following: (1) Supernate and slurry density; (2) Weight percent solids; (3) Mercury Analysis (supernate and slurry); (4) Anions; (5) Total Organic/Inorganic Carbon; (6) Free Hydroxide; (7) Other Base; (8) Elementals; (9) Volatile Organic Analysis and Semi-volatile Organic Analysis; and (10) Fissile Radionuclides and Uranium Enrichment. The results of this physical and chemical characterization of the sample are documented in this report.

LMI Solar Context for WAP

Low-to-moderate income (LMI) households represent 43% of the U.S. population and spend disproportionately more of their income on energy. Solar has been disproportionately adopted by high-income households. Increasing interest in policy interventions to include LMI households and create more equitable solar access.
