Land-Based Wind Energy Siting: A Foundational and Technical Resource

This land-based wind energy siting resource was created by the U.S. Department of Energy Wind Energy Technologies Office’s WINDExchange initiative and presents foundational information about land-based utility-scale wind energy that local decision makers can use when making community decisions about wind energy development. Consolidated, accessible, and easy to understand, this information resource focuses on land-based wind energy from the community perspective and examines siting-related impacts and mitigation strategies. Other impacts and strategies exist, such as those related to economics, climate, health, water, emissions, and waste; however, they are not covered in this resource. For more information on economic considerations, see the “Land-Based Wind: Economic Development Guide” and “Advancing the Growth of the U.S. Wind Industry: Federal Incentives, Funding, and Partnership Opportunities.” The intended audience for this guide is county-level decision officials, as they are often responsible for approving both wind energy ordinances and applicable permits needed for wind energy development. This guide may also provide relevant information to decision makers from other government jurisdictions and interested community members.

Offshore Wind Energy and Communities: Perspectives on Local Impacts [Slides]

Community benefits can come in different forms, be developed through diverse processes, and have varying impacts on key outcomes in the wind industry like project success and equity. This webinar explores the nuances of community benefits from multiple angles and provides insights that are relevant to land-based wind energy, offshore wind energy, and other renewable energy technologies.

Winding Down: End of Service and Recycling for Wind Energy [Slides]

In this webinar hosted by the U.S. Department of Energy's WINDExchange initiative, experts from the National Renewable Energy Laboratory introduce attendees to key concepts in end-of-service processes for wind energy technologies and infrastructure, including decommissioning, repowering, and recycling. As wind energy projects across the United States become older, decisions about end-of-service options and component processing are of growing importance to project owners and operators, state and local decision-makers, and neighboring communities. There is also concern about the blade waste that must be processed, with a number of recycling solutions being developed to meet this need. This webinar introduces the processes and activities involved at the end of a wind energy project's lifespan; discusses the impacts these activities have on communities, landowners, the wind energy industry, and other stakeholders; explains different blade recycling methods; and discusses the future of recycling in the wind energy industry.

Driving Investment in Wind Energy: An Introduction to Incentives and the Inflation Reduction Act [Slides]

In a webinar hosted by the U.S. Department of Energy's WINDExchange initiative, experts from the North Carolina Clean Energy Technology Center and the National Renewable Energy Laboratory introduce attendees to the key incentives supporting investment in wind energy deployment and manufacturing in the United States, as well as the role that the Inflation Reduction Act (IRA) plays in shaping those investments. Over the past few decades, incentives like the production tax credit and investment tax credit have supported the growth of wind energy deployment, while manufacturing-related incentives have helped scale up domestic manufacturing of wind energy components. With its passage in 2022, the IRA ushered in a new wave of investment in wind energy and other renewable technologies, as well as introducing new workforce requirements and equity provisions. This presentation explores the history and impact of major incentives, unpacks some of the complex provisions of the IRA, and highlights the ways federal incentives and policies will continue to shape the wind energy industry.

The WINDExchange Offshore Wind Energy Guide is a foundational resource that introduces the major concepts and topics within offshore wind energy: project anatomy and component characteristics; the project development process; siting of turbines and other infrastructure; state and local involvement in offshore wind energy development; community impacts; public engagement in decision making and planning; Tribal considerations; economic impacts; supply chain, ports, and vessels, and workforce. This guide is intended to provide information and resources that can build a foundation of knowledge and understanding about offshore wind energy and create a launching point for readers to seek out additional information about the topics and issues of interest to them.
