Corrective Action Decision Document/Corrective Action Plan for Corrective Action Units 101 and 102: Central and Western Pahute Mesa Nevada National Security Site, Nevada, Revision 2

This revision was prepared to document changes to the data-collection activities. Specifically, the drilling and completion of the wells have been revised, and enhancements to the surface geophysics measurements have been included. Corrective action is needed because underground radioactive contamination exists in these areas resulting from historic underground nuclear testing. The PM CAUs are located in the northwestern portion of the Nevada National Security Site and comprise 82 corrective action sites. A total of 85 underground nuclear detonations took place within the area covered by the PM CAUs between 1965 and 1992 and resulted in the release of radionuclides in the subsurface in the vicinity of the test cavities.

Municipal Fleet Action Plan Guide

This action plan template and guide have been designed to support light-duty or medium-duty municipal fleet managers as they plan to adopt electric vehicles. The resource is an adaptation of content created by the National Laboratory of the Rockies (NLR), with support from World Resources Institute (WRI), for participants in the U.S. Department of Energy's Energy to Communities peer-learning cohort, Charting a Path to Municipal Fleet Electrification. Fifteen participating municipalities joined monthly cohort workshops from July through December 2024 to learn and plan for their own fleet electrification. Clean Cities and Communities coalitions supported participating municipalities throughout the cohort series by conducting fleet analysis and planning activities on their behalf. This template is an adapted version of cohort activities.

An Action Plan for Maritime Energy and Emissions Innovation

The Action Plan for Maritime Energy and Emissions Innovation (the action plan) lays out a strategy to reduce and eliminate nearly all greenhouse gas (GHG) emissions in the U.S. maritime sector by 2050, in line with the U.S. economy-wide goal of net-zero GHG emissions by 2050. To reach this goal, the action plan outlines actions, objectives, targets, and activities to scale low- and net-zero emissions fuels, energies, and technologies; strengthen the maritime workforce; bolster shipbuilding capacity; and expand complementary landside infrastructure. The action plan supports industry, mariners, communities, civil society, sub-national governments, and other interested parties that will decarbonize the maritime sector alongside the U.S. government.

The United States' (DOE) Action Plan for Power Sector Decarbonization

A collaborative report from the Clean Energy Ministerial (CEM) on Lessons Learned for Rapid Decarbonization of Power Sectors was delivered to energy ministers and presented at the 13th CEM (CEM13) in the United States in September 2022. In light of these lessons learned and discussed at CEM13, several jurisdictions signaled intent to develop Action Plans for power sector decarbonization. The first cohort of Action Plans was released at CEM14 in India in July 2023. The U.S. Department of Energy (DOE) is pleased to release this Action Plan as a contribution to the second cohort of Action Plans released at CEM15 in Brazil in October 2024. The Action Plans, supported by the 21st Century Power Partnership, and other CEM workstreams via direct technical assistance and capacity building, are intended to focus on select implementation actions, given each country's existing power sector goals and activities, and are an opportunity for countries to display leadership in power sector decarbonization. The Action Plans are organized in a framework for Planning, Building and Operating, as well as Stakeholder Engagement where appropriate based on country priorities. These Action Plans are voluntary, developed by each country individually, not comprehensive of all activities within the jurisdiction, and are living documents that are subject to change. This Action Plan, developed by DOE, is focused on federal actions for power sector decarbonization primarily led by DOE. There are many other actions being led by other U.S. government agencies, or at the state and local level, that are not featured in this Action Plan.

Uruguay's Action Plan and Experience for Power Sector Decarbonization

A collaborative report from the Clean Energy Ministerial (CEM), Lessons Learned for Rapid Decarbonization of Power Sectors, was delivered to energy ministers and presented at the 13th CEM (CEM13) in the United States in September 2022. In light of these lessons learned and discussed at CEM13, several jurisdictions signaled intent to develop Action Plans for power sector decarbonization. The first cohort of Action Plans was released at CEM14 in India in July 2023. The Uruguay Ministry of Industry, Energy and Mining is pleased to release this Action Plan as a contribution to the second cohort of Action Plans released at CEM15 in Brazil in October 2024. The Action Plans, supported by the 21st Century Power Partnership, and other CEM workstreams via direct technical assistance and capacity building, are intended to focus on select implementation actions given each country's existing power sector goals and activities, and are an opportunity for countries to display leadership in power sector decarbonization. The Action Plans are organized in a framework for planning, building, and operating, as well as stakeholder engagement where appropriate based on country priorities. They complement, but are differentiated from, other international power sector initiatives such as the Breakthrough Agenda (whose broad purpose is to raise collective ambition) and the Global Power System Transformation Consortium (whose goals are to convene power system operators to accelerate research innovations and foster peer learning). These Action Plans are voluntary, developed by each country individually, not comprehensive of all activities within the jurisdiction, and are living documents that are subject to change.

An Action Plan for Rail Energy and Emissions Innovation

The Action Plan for Rail Energy and Emissions Innovation proposes actions to reduce and nearly eliminate emissions in the U.S. rail sector, in line with the U.S. economy-wide goal of net-zero greenhouse gas (GHG) emissions by 2050. It also proposes actions to leverage the rail system to reduce emissions from other modes. The national goal of achieving a zero-emission freight system by 2050 draws our attention to the fact that freight transport cannot be addressed simply mode by mode, but it should instead be treated as an interdependent system. This is especially true when pursuing decarbonization. This action plan presents how both rail transport and decarbonization intersect with our national transportation decarbonization blueprint, the decarbonization of the freight system, and national transmission goals. The intended audience of this report is the stakeholders who will advance rail decarbonization in a just and economical way by propelling the suite of actions listed here. This includes government at all levels, rail companies, locomotive manufacturers, labor unions, Amtrak, and more.

City Climate Action Plans Through the Lens of The Food-Energy-Water Nexus

Interdependent resource management concepts originated in the mid-20th century, and the recent use of the term “nexus” highlights interconnected relationships among resources like food, energy, and water. United States and European science foundations have shown a growing interest in the food-energy-water (FEW) nexus, leading to increased research on their joint management. However, one major criticism of the FEW nexus is the limited translation of the research into practical policies and implementation, such as climate action plans. To assess the incorporation of FEW nexus principles into climate planning, we systematically evaluate 100 climate action plans from large U.S. cities. Our findings show that the most discussed FEW links involve energy, particularly the water-for-energy and food-for-energy connections, found in over half of the documents (56%). Our analysis promotes the integration of the FEW nexus into climate action plans while addressing the barriers to its effective implementation.

Advanced Transmission Technologies –GETs and HPCs Session 3: HPCs and Building Actions Plans to Digital Assurance Risks

The third session of the Idaho National Laboratory’s (INL) Technical Assistance for Digital Assurance (TADA) program, held on November 11, 2025, centered on High Performance Conductors (HPCs) and the formulation of action plans to address digital assurance risks associated with Grid-Enhancing Technologies (GETs). This session convened experts from utilities, vendors, and government agencies to examine the technical, operational, and cybersecurity aspects of HPC deployment. Discussions highlighted the benefits of HPCs, such as their ability to rapidly increase transmission capacity using existing corridors, improve grid resilience, reduce system losses, and align with FERC Orders 2023 and 1920. Participants evaluated supply chain and digital assurance risks, including reliance on imported materials, limited domestic manufacturing capacity, workforce shortages, and traceability issues. The session also emphasized the importance of digital trust, integration-layer cybersecurity, and unified risk frameworks, introducing tools like intrusion detection systems, encryption, zero trust networking, and firmware integrity. Recaps of earlier workshops on Dynamic Line Ratings (DLRs), Advanced Power Flow Control (APFC), and Transmission Topology Optimization (TTO) underscored institutional barriers and integration challenges. Action plans were proposed to mitigate issues such as inconsistent cybersecurity practices, SBOM usage, supply chain visibility, operator trust, and misaligned incentives. Additionally, INL presented its supply chain risk management tools and Cyber-Informed Engineering (CIE) principles to support secure procurement and system design. The session concluded with a commitment to share key takeaways, incorporate cohort feedback into future policy development, and continue collaborative engagement through upcoming pilot activities. Five Year Wildfire Risk Reduction Action Plan for the Electric Power Industry

The U.S. DOE and the Electric Power Research Institute convened a wildfire advisory group to bring together knowledge of ignition risks, electric utility needs, the applicability of available technology, and existing technology gaps. The outcome is a five-year action plan, containing recommendations on RD&D projects, that if completed by the year 2030, may accelerate the power industry’s ability to substantially reduce wildfire ignition risks. When reviewing this document please consider it is a snapshot in time for the years 2023 and 2024, could be obsolete by the end of the decade. The Guide for Creating a Building-Level Action Plan to Manage Refrigerants in Buildings has been developed in response to stakeholder feedback and interest received during the Better Buildings Managing Refrigerants Working Group. This guide includes best practices and a step-by-step guide to create a plan to manage their organization's refrigerants. Stakeholders were interested in guidance for refrigerant management to help reduce costs and protect efficiency of equipment, to mitigate risk related to increased maintenance and operational budgets, and to manage costs of using legacy refrigerants.

Soil Gas Survey Results Supporting Groundwater Correction Action Plan (GCAP) Development for the Moab Site

A soil gas survey was performed at the Moab Uranium Mill Tailings Remedial Action (UMTRA) Project Site during the week of November 6, 2023. Soil gas surveys are used to characterize residual subsurface sources of volatile contaminants, such as volatile organic compounds, as well as contaminants that generate a surrogate indicator gas or otherwise influence soil gas composition. The primary objective of the Moab soil gas survey was to confirm, identify, quantify, and refine secondary contaminant source area locations for uranium and ammonium/ammonia (NH 4 + /NH 3 ) in the vadose zone and shallow groundwater. The overarching goal was to provide information to assist in developing the technical basis for the Groundwater Compliance Action Plan (GCAP). Specifically, the soil gas data will support the deployment of source control technologies; e.g., where supplementary capping, removal actions, or amendments might be beneficial.

Data Center Cybersecurity, Supply Chain Risk Management, and Emerging Regulation Cohort Summary: Takeaways and Action Plans

This report summarizes the outcomes of the Data Center Cohort under the Department of Energy’s Technical Assistance for Digital Assurance (TADA) initiative, aimed at enhancing grid resilience through cybersecurity, supply chain risk management (SCRM), and Cyber-Informed Engineering (CIE). The cohort engaged 17 organizations across utilities, data center operators, vendors, and technology providers in three sessions combining presentations, discussions, and exercises. Key topics included AI-driven load behavior, cybersecurity vulnerabilities in UPS/BESS and cooling systems, governance gaps at utility–data center boundaries, and supply chain integrity. Five cross-cutting themes emerged: interconnection architecture vulnerabilities, fragmented governance, AI-driven stability risks, lack of regulatory frameworks, and long-term supply chain concerns. Actionable recommendations were developed, including implementing DMZ segmentation, formalizing vendor access agreements, designing AI workload limits, and advancing standards through NERC and state-level programs. These strategies aim to strengthen resilience, clarify responsibilities, and ensure secure integration of data centers into the grid.

Hanford Site Revegetation Monitoring Report for Fiscal Year 2025

Revegetation of remediated and disturbed areas on the Hanford Site is performed to support U.S. Department of Energy, Hanford Field Office’s goal of meeting cleanup and revegetation requirements mandated in the Comprehensive Environmental Response, Compensation, and Liability Act of 1980. Revegetation and monitoring activities are conducted in accordance with DOE/RL-2011-116, Hanford Site Revegetation Manual , area-specific revegetation plans, mitigation action plans, and memorandums of agreement.
