Clean Cities and Communities Partnership 2024 Activity Report

Clean Cities and Communities (CC&C) is a U.S. Department of Energy (DOE) partnership that fosters collaboration and innovation to advance transportation energy choices nationwide. More than 75 DOE-designated CC&C coalitions work in urban, suburban, and rural areas to deliver objective technical expertise based on a unique understanding of local markets. As partners with DOE's Transportation Technologies Office (TTO), coalitions build bridges between national priorities and local needs to create transportation energy systems that are affordable, reliable, and secure. Together, coalitions create compounding impacts nationwide that support locally driven energy choices and benefit regional economic development and job growth. This report summarizes the success and impact of partnership activities based on data and information provided in their annual reports.

Clean Cities and Communities Partnership 2023 Activity Report

This is the 2023 report for the Clean Cities and Communities (CC&C) partnership. It tracks the metrics that have been reported by individual coalitions and aggregated to the national level. It looks at the various outreach activities, grant activities, and implementation of clean transportation technologies. Such technologies include natural gas vehicles, electric vehicles, propane vehicles, hydrogen fuel cell vehicles, biodiesel, ethanol, idle reduction technologies, fuel economy improvement technologies, vehicle-miles-traveled reduction technologies, and off-road technologies. The CC&C partnership had an energy use impact of over 1 billion gallons in 2023 and reduced emissions by nine million tons. Outreach, engagement, and training activities increased 18% from last year.

2025 Continuing Incubator Final Report: Active Hybrid Mooring

This project advanced the development of an active hybrid mooring system integrating experimental testing with numerical simulation to capture complex mooring dynamics not feasible in existing wave basins, including deep-water and shared mooring interactions. Verification testing of the complete hybrid system yielded good agreement in mooring tension and platform translation responses, though discrepancies in platform pitch response indicate that further refinement may be needed in future work.

2024 Incubator Final Report: Active Hybrid Mooring

This Incubator project has defined and developed a representation of an active hybrid mooring (AHM) system in Simulink to assess whether the speed and accuracy of AHM is sufficient to warrant further investigation in a larger project. We first built a representative mooring system for the VolturnUS-S 15MW floating offshore wind turbine (FOWT) in 1,000-meter water depth to provide baseline loads and displacements needed in the AHM system, with the results showing off-the-shelf actuators would be practical. We then defined model configurations for the numerical and physical substructures, using standalone MoorDyn v2 with a novel input strategy and chained hydraulic actuators represented in Simulink Simscape, respectively. The remainder of the project has focused on verifying the existing models for speed and accuracy against OpenFAST simulations, increasing their complexity to enable six degree of freedom (6DOF) operation, and connecting the numerical and physical substructures into a single holistic model. The verification phase of the project has shown promising results, though further refinement is needed to resolve accuracy discrepancies and for robust performance across a wider range of metocean conditions. The numerical model we developed is computationally stable and operates faster than real time using a time step of 0.01 seconds or shorter, indicating the model is likely fast enough for our AHM design to operate successfully. Additionally, the Simscape model of a hydraulic actuator operates with less than 0.3% relative error when actuating mooring loads from an OpenFAST simulation of the VolturnUS-S 1,000-meter mooring system. The aforementined refinements will be performed in the next year as a Continuing Incubator, with key remaining tasks include programming the predictor-corrector loop to minimize movement error, testing against more complex nonlinear wave cases, and expanding to enable loads from connected shared mooring lines.

FY21 Report on Activities for EBS International

This report summarizes the FY21 Activities for EBS International Collaborations Work Package. The international collaborations work packages aim to leverage knowledge, expertise, and tools from the international nuclear waste community, as deemed relevant according to SFWST “roadmap” priorities. This report describes research and development (R&D) activities conducted during fiscal year 2021(FY21) specifically related to the Engineered Barrier System (EBS) R&D Work Package in the Spent Fuel and Waste Science and Technology (SFWST) Campaign supported by the United States (U.S.) Department of Energy (DOE). It fulfills the SFWST Campaign deliverable M4SF- 21SN010308062. The R&D activities described in this report focus on understanding EBS component evolution and interactions within the EBS, as well as interactions between the host media and the EBS. A primary goal is to advance the development of process models that can be implemented directly within the Generic Disposal System Analysis (GDSA) platform or that can contribute to the safety case in some manner such as building confidence, providing further insight into the processes being modeled, establishing better constraints on barrier performance, etc. Sandia National Laboratories is participating in THM modeling in the international projects EBS Task Force and DECOVALEX 2023. EBS Task Force, Task 11 is on modeling of laboratory-scale High Temperature Column Test conducted at Lawrence Berkeley National Laboratory. DECOVALEX 2023, Task C is on THM modeling of the full-scale emplacement experiment (FE experiment) at the Mont Terri Underground Rock Laboratory, Switzerland. This report summarizes Sandia’s progress in the modeling studies of DECOVALEX 2023, Task C. Modeling studies related to the High Temperature Column Test will be documented in future reports.

COMET/ZEUS Activation Foils Report for Irradiations IER-241 and IER-261

The goal of this work was to determine the internal neutron spectrum of the COMET/ZEUS assembly using activation foils. Similar measurements were performed on the COMET assembly when it was located at the Los Alamos Critical Experiments Facility (LACEF) at the Los Alamos National Laboratory (LANL). The present measurements were performed after the COMET assembly was moved to the National Criticality Experiments Research Center (NCERC) located in the Device Assembly Facility (DAF) at the Nevada National Security Site (NNSS). The December 2012 COMET/ZEUS irradiation was the first in a series of experiments, and the COMET/ZEUS assembly was selected because of operational readiness and authorization to run specific targets. The August 2013 irradiation was the second in the series and involved only small changes in the configuration. This report describes the unfolding of the activation foils to determine the internal neutron spectra.
