A representative of the Air Weather Service, USAF addressed the workshop and gave an assessment of the present state of aviation meteorology and a prognosis of the future. Three categories of meteorological support to aviation systems are considered and discussed; (1) terminal weather; (2) the winds for flight planning; and (3) en route flight hazards.
The dynamic and rapid growth of technology in the area of aviation meteorology research and development are described with emphasis on the measurement of hazardous weather phenomena. Aspects of both onboard instrumentation and ground based facilities are evaluated in terms of their effectiveness of in avoiding hazards due to atmospheric electricity and lightning. Methods of alleviating terminal are hazards such as fog, low visibility and ceilings are also described.
Future program efforts in Automation of Field Operations and Services (AFOS) are presented. The AFOS concept involves extensive use of minicomputers, video display, and rapid communication to aid field personnel in their daily activities. Some of the predominant characteristics of AFOS are: (1) communications will be consolidated and streamlined, (2) the system is modular in structure, (3) it is not subject to catastrophic failure, (4) it can be implemented in phases adaptable to changing conditions and requirements. Aviation forecast products now available and future products are discussed.
Reports on aviation meteorology, most of them informal, are presented by representatives of the National Weather Service, the Bracknell (England) Meteorological Office, the NOAA Wave Propagation Lab., the Fleet Numerical Oceanography Center, and the Aircraft Owners and Pilots Association. Additional presentations are included on aircraft/lidar turbulence comparison, lightning detection and locating systems, objective detection and forecasting of clear air turbulence, comparative verification between the Generalized Exponential Markov (GEM) Model and official aviation terminal forecasts, the evaluation of the Prototype Regional Observation and Forecast System (PROFS) mesoscale weather products, and the FAA/MIT Lincoln Lab. Doppler Weather Radar Program.
Various aspects of aviation meteorology are discussed with respect to their relative effects on aircraft terminal operations. Existing data on turbulence and wind shear from aircraft and towers are summarized. The significance of obtaining more real time wind and temperature information is emphasized. The application and testing of various radiometer devices are also described. Airborne methods to indicate wind differences at flight altitude and at touchdown are reported.
Current and ongoing research programs related to various areas of aviation meteorology are presented. Literature searches of major abstract publications, were conducted. Research project managers of various government agencies involved in aviation meteorology research provided a list of current research project titles and managers, supporting organizations, performing organizations, the principal investigators, and the objectives. These are tabulated under the headings of advanced meteorological instruments, forecasting, icing, lightning and atmospheric electricity; fog, visibility, and ceilings; low level wind shear, storm hazards/severe storms, turbulence, winds, and ozone and other meteorological parameters. This information was reviewed and assembled into a bibliography providing a current readily useable source of information in the area of aviation meteorology.
Communication of weather theory and information about weather service products to pilots in an accurate and comprehensible manner is essential to flying safety in general. Probably no one needs weather knowledge more than the people who fly through it. The specific subject of this overview is General Aviation's Meteorological Requirements.
The areas covering the meteorological hazards program are: severe storms and the hazards to flight generated by severe storms; clear air turbulence; icing; warm fog dissipation; and landing systems. Remote sensing of ozone by satellites, and the use of satellites as data relays is also discussed.
The meteorological education of general aviation pilots is discussed in terms of the definitions and concepts of learning and good educational procedures. The effectiveness of the metoeorological program in the training of general aviations pilots is questioned. It is suggested that flight instructors provide real experience during low ceilings and visibilities, and that every pilot receiving an instrument rating should experience real instrument flight.
The work performed in support of the EPA/DOE MADS (Mesoscale Acid Deposition) Project included the development of meteorological data bases for the initialization of chemistry models, the testing and implementation of new planetary boundary layer parameterization schemes in the MASS model, the simulation of transport and precipitation for MADS case studies employing the MASS model, and the use of the TASS model in the simulation of cloud statistics and the complex transport of conservative tracers within simulated cumuloform clouds. The work performed in support of the NASA/FAA Wind Shear Program included the use of the TASS model in the simulation of the dynamical processes within convective cloud systems, the analyses of the sensitivity of microburst intensity and general characteristics as a function of the atmospheric environment within which they are formed, comparisons of TASS model microburst simulation results to observed data sets, and the generation of simulated wind shear data bases for use by the aviation meteorological community in the evaluation of flight hazards caused by microbursts.
This bibliography of 326 readily usable references of basic and applied research programs related to the various areas of aviation meteorology was assembled. A literature search was conducted which surveyed the major abstract publications such as the International Aerospace Abstracts, the Meteorological and Geoastrophysical Abstracts, and the Scientific and Technical Aerospace Reports. In addition, NASA and DOT computer literature searches were run; and NASA, NOAA, and FAA research project managers were requested to provide writeups on their ongoing research.
In order to forecast turbulence, one needs to have an understanding of the cause of turbulence. Therefore, an attempt is made to show the atmospheric structure that often results when aircraft encounter moderate or greater turbulence. The analysis is based on thousands of hours of observations of flights over the past 39 years of aviation meteorology.
The proceedings of the 1991 International Aerospace and Ground Conference on Lightning and Static Electricity are reported. Some of the topics covered include: lightning, lightning suppression, aerospace vehicles, aircraft safety, flight safety, aviation meteorology, thunderstorms, atmospheric electricity, warning systems, weather forecasting, electromagnetic coupling, electrical measurement, electrostatics, aircraft hazards, flight hazards, meteorological parameters, cloud (meteorology), ground effect, electric currents, lightning equipment, electric fields, measuring instruments, electrical grounding, and aircraft instruments.
NASA involvement in the development, implementation, and experimental use of advanced aeronautical sensors and measurement technologies is presently discussed within the framework of specific NASA research centers' activities. The technology thrusts are in the fields of high temperature strain gages and microphones, laser light-sheet flow visualization, LTA, LDV, and LDA, tunable laser-based aviation meteorology, and fiber-optic CARS measurements. IR thermography and close-range photogrammetry are undergoing substantial updating and application. It is expected that 'smart' sensors will be increasingly widely used, especially in conjunction with smart structures in aircraft and spacecraft.
The need for ready access to satellite data and associated physical parameters such as cloud properties has been steadily growing. Air traffic management, weather forecasters, energy producers, and weather and climate researchers among others can utilize more satellite information than in the past. Thus, it is essential that such data are made available in near real-time and as archival products in an easy-access and user friendly environment. A host of Internet web sites currently provide a variety of satellite products for various applications. Each site has a unique contribution with appeal to a particular segment of the public and scientific community. This is no less true for the NASA Langley's Clouds and Radiation (NLCR) website (http://www-pm.larc.nasa.gov) that has been evolving over the past 10 years to support a variety of research projects This website was originally developed to display cloud products derived from the Geostationary Operational Environmental Satellite (GOES) over the Southern Great Plains for the Atmospheric Radiation Measurement (ARM) Program. It has evolved into a site providing a comprehensive database of near real-time and historical satellite products used for meteorological, aviation, and climate studies. To encourage the user community to take advantage of the site, this paper summarizes the various products and projects supported by the website and discusses future options for new datasets.
Abstract Turbulent entrainment‐mixing processes profoundly influence the relationship between radar reflectivity factor and liquid water content ( Z ‐LWC) of cloud droplets. However, quantification of the entrainment‐mixing mechanisms based on the Z ‐LWC relationship is still lacking. To address this gap, 12,218 entrainment‐mixing cases are simulated using the Explicit Mixing Parcel Model. We examine the variations of the parameters in the power‐law relationship Z = a LWC b , and the relationship between parameter b and homogeneous mixing degree ( ψ ), a measure quantifying entrainment‐mixing processes. The results indicate that parameter b distributes within the range of 1–2, with a positive correlation between parameter b and ψ . The b ‐ ψ relationship is fitted, which connects the Z ‐LWC relationship for various entrainment‐mixing types. The results suggest the potential for employing a remote sensing approach to investigate the entrainment‐mixing mechanisms of non‐precipitating small cumulus/stratocumulus clouds, thereby overcoming the limitations of traditional observational studies that rely solely on aircraft observations.
A study was conducted to determine the important meteorological needs of the aviation community and to recommend research in those areas judged most beneficial. The study was valuable in that it provided a comprehensive list of suspected meteorological deficiencies and ideas for research programs relative to these deficiencies. The list and ideas were generated from contacts with various pilots, air traffic controllers, and meteorologists.
The connection between fuel consumption and weather data is discussed. Fuel efficient flights creating adequate near real time weather information are examined. The lack of highly resolved real time and near real time wind and temperature data at flight altitudes is investigated. The existing systems, which is based on twice a day balloon observations, supplemented by pilot reports or other occasional data, is not adequate for optimum flight planning. The impacts of upper winds and temperatures on fuel efficiency and flight planning are not widely appreciated and developing new weather products are considered.
