NREL Tools and Partnership Opportunities for Rural Electric Cooperatives in the United States

Rural electric cooperatives provide power to more than 42 million Americans, many of whom reside in rural and persistent poverty counties. As these co-ops invest in modernizing their energy infrastructure, they play a crucial role in ensuring affordable electricity, enhancing system resilience, and supporting economic development in their communities. To aid in this transition, NREL offers a suite of tools and partnership opportunities designed to help co-ops address evolving resource, affordability, and reliability needs. This factsheet covers already published content on select NREL tools and their most relevant applications for co-op decision-making and investment planning. Additionally, it features case studies demonstrating how rural co-ops can collaborate with NREL to advance both energy and economic development goals.

Risk-informed Hierarchical Control of Behind-the-Meter DERs with AMI Data Integration (Final Technical Report)

This project addresses several key barriers to implement the next generation demand response applications and provides a clear understanding of implementing hierarchical and standalone control using AMI data. Through this program, Eaton has developed and tested a meter-as-a-controller prototype with the help of other partners--- National Renewable Energy Laboratory (NREL), Electric Power Research Institute (EPRI), Pecan St Inc. (PSI), and Delaware Electric Cooperative (DEC). The controller can utilize residential controllable loads such as heating, ventilation, and air conditioner (HVAC), electric water heater and distributed energy resources like solar PV and battery energy storage systems for off-setting the demand that is required from the grid, thus providing reliable grid-services for demand reduction or peak shaving. The controller is also capable of coordinating the resources of the premises for better management and energy efficiency while meeting the comfort bound of the premises owner as quality-of-service. The development has been demonstrated in a three virtual-home setup at system performance lab of NREL with real appliances (HVAC, electric water heater, solar PV, and battery). The technology has also been proved through laboratory and field demonstration with successful interconnectivity (e.g., end-to-end communication and data exchange) between the residential appliances and utility through the RF network at Delaware Electric Co-op (DEC) in Delaware.

Electric Grid and Markets 101 [Slides]

This presentation covers aspects of operating the bulk power system with a focus on the regulatory levels of the US grid at a pretty introductory level. It was meant ot help inform a request from USDA for a "101" presentation that spoke to how electricity markets, contracting and regulation interact with the engineering and physics of operating the bulk power system. They are presently moving to being able to more directly fund PPAs or other non-co-op owned assets for member co-ops, is my understanding.

Planning for Equitable Solar Deployment with Electric Cooperatives

The goal of the study was to understand how electric cooperatives can design equitable solar photovoltaic (PV) projects consistent with the goals of their organizations. To understand the possibilities for equitable solar deployment, the project team carefully defined cross-subsidy by delving into the multi-level structure of electric cooperatives. Understanding that utilities and analysts apply different cost-categorization perspectives was key to developing a transparent analytic model that traces the economic value flows of new solar PV projects across the tiers of a cooperative system.
