Cyber Resilient Design and Controls for Energy Systems

As the grid of today is evolving into a highly distributed and autonomous cyber-physical system with higher penetration of Distributed Energy Resources (DERs) and autonomous controls that are dependent on the cyber infrastructure, there are novel and increasing challenges to cyber-resilient operation of the grid. While the traditional mechanisms take a "bolt on" approach to cybersecurity and resiliency, this talk presents two novel technologies developed at NREL that "bake in" security and resilience into the design and control of the grid. An Adaptive Resilience Metrics framework is a novel mechanism for system owners and operators to understand the impact of cyber and physical system design and topology on the resilient operation, while also helping determine optimal policies in response to adverse cyber events. Along with that a zero-knowledge proof-based technique helps incorporate security into the controls layer by focusing on computational integrity rather than data integrity. By leveraging design and control properties unique to Operational Technology systems these technologies will not only help enhance cyber-resilience for the grid of today, but a highly distributed and autonomous grid of tomorrow.

Virtualizing Industrial Control Networks for Cyber Resilience Experiments

Industrial control systems (ICS) networks are undergoing constant shifts to accommodate new security measures. It is challenging to test varying network configurations and security tools with physical systems as they typically include large, expensive equipment. Not only this, but researchers often do not have access to this type of equipment for development of new security tools and techniques. As a solution to these issues, this work presents a set of tools for utilizing GNS3 and Docker as a virtual ICS network. Additionally, the virtual network can be attached to physical devices including network switches, hardware simulations, and intelligent electronic devices (IEDs). Two case studies showcase a relatively complex automatically generated network and an attack on a simple ICS network with an example mitigation.

Cyber-Resilient Frequency Control of Power Grids with Energy Storage Systems

The integration of synchronous generators and energy storage systems operated through communication networks introduces new challenges and vulnerabilities to the electric grid, where cyber attacks can corrupt sensor measurements or control inputs and interrupt functions such as frequency regulation. This paper proposes a defense methodology for the design of resilient operating constraints imposed on each generation and storage unit in order to prevent any attack sequence from driving the system's frequency to unsafe conditions. The resilient operating constraints are found by using ellipsoidal approximations of the reachable set of the power system, leading to a convex optimization problem with linear matrix inequalities. Numerical results in a single-area power system with synchronous generation and energy storage demonstrate how the resilient constraints provide security guarantees against any type of attack affecting frequency measurements or controller setpoints.

A critical review of cyber-physical security for building automation systems

Modern Building Automation Systems (BASs), as the brain that enable the smartness of a smart building, often require increased connectivity both among system components as well as with outside entities, such as the cloud, to enable low-cost remote management, optimized automation via outsourced cloud analytics, and increased building-grid integrations. As smart buildings move towards open communication technologies, providing access to BASs through the building's intranet, or even remotely through the Internet, has become a common practice. However, increased connectivity and accessibility come with increased cyber security threats. BASs were historically developed as closed environments with limited cyber-security considerations. As a result, BASs in many buildings are vulnerable to cyber-attacks that may cause adverse consequences, such as occupant discomfort, excessive energy usage, and unexpected equipment downtime. Therefore, there is a strong need to advance the state-of-the-art in cyber-physical security for BASs and provide practical solutions for attack mitigation in buildings. However, an inclusive and systematic review of BAS vulnerabilities, potential cyber-attacks with impact assessment, detection & defense approaches, and cyber resilient control strategies is currently lacking in the literature. This review paper fills the gap by providing a comprehensive up-to-date review of cyber-physical security for BASs at three levels in commercial buildings: management level, automation level, and field level. The general BASs vulnerabilities and protocol-specific vulnerabilities for the four dominant BAS protocols (i.e., BACnet, KNX, LonWorks, and Modbus) are reviewed, followed by a discussion on four attack targets and seven potential attack scenarios. Furthermore, the impact of cyber-attacks on BASs is summarized as signal corruption, signal delaying, and signal blocking. The typical cyber-attack detection and defense approaches are identified at the three levels. Cyber resilient control strategies for BASs under attack are categorized into passive and active resilient control schemes. Open challenges and future opportunities are finally discussed.

A Hybrid Optimization and Deep Learning Algorithm for Cyber-Resilient DER Control

With the proliferation of distributed energy resources (DERs) in the distribution grid, it is a challenge to effectively control a large number of DERs resilient to the communication and security disruptions, as well as to provide the online grid services, such as voltage regulation and virtual power plant (VPP) dispatch. To this end, a hybrid feedback-based optimization algorithm along with deep learning forecasting technique is proposed to specifically address the cyber-related issues. The online decentralized feedback-based DER optimization control requires timely, accurate voltage measurement from the grid. However, in practice such information may not be received by the control center or even be corrupted. Therefore, the long short-term memory (LSTM) deep learning algorithm is employed to forecast delayed/missed/attacked messages with high accuracy. The IEEE 37-node feeder with high penetration of PV systems is used to validate the efficiency of the proposed hybrid algorithm. The results show that 1) the LSTM-forecasted lost voltage can effectively improve the performance of the DER control algorithm in the practical cyber-physical architecture; and 2) the LSTM forecasting strategy outperforms other strategies of using previous message and skipping dual parameter update.

Securing Grid-interactive Efficient Buildings (GEB) through Cyber Defense and Resilient System (CYDRES)

The DOE CYDRES project is driven by the urgent need to address critical research gaps in the domain of cyber-physical security of smart buildings, including Grid-interactive Efficient Buildings (GEBs). CYDRES, a real-time advanced building resilient platform, aims to enhance the cyber-attack-immune capabilities of buildings through multi-layered prevention, detection, and adaptation mechanisms. CYDRES consists of five key modules: a multi-layer network analyzer, an Automatic Fault Detection, Diagnosis, and Prognosis (AFDDP) framework, an intelligent mode selector, a cyber-resilient control framework, and a situation awareness platform. The Network Analyzer employs a data-driven framework that includes a protocol state learning tool and a CRF (Conditional Random Field) command validator. In Hardware-In-the-Loop (HIL) testbeds, it achieved 100% detection accuracy with a false alarm rate of 3%, validating its efficacy in identifying selected cyber-attacks. The AFDDP framework leverages pattern matching, PCA (Principal Component Analysis)-based strategies, and a DBN (Dynamic Bayesian Network)-based fault diagnosis approach to pinpoint the causes of physical system abnormalities using Building Automation System (BAS) data. In HIL experiments, the AFDDP module attained a detection accuracy of over 95% with a false alarm rate below 7%. Additionally, the fault detector utilized machine learning (Random Forest) and deep learning (Multi-Layer Perceptron) methods with acoustic sensor data to achieve a 100% fault detection accuracy in Heating, Ventilation, and Air-Conditioning (HVAC) equipment. The Mode Selector offered real-time impact analysis, allowing immediate actions to protect BASs in the face of emerging threats. The cyber-resilient control framework included an adaptive Model Predictive Control (MPC) and a measurement compensator, reducing temperature violations by up to 94% and improving the total demand flexibility by up to 70% in HIL experiments. Such HIL experiments covered a cyber-attack case and a physical fault case, showcasing CYDRES’ efficiency in maintaining operational continuity during threats. The situation awareness platform in Grafana enhanced real-time threat detection and response visualization, augmenting the operational awareness for building operators. CYDRES demonstrated high technical effectiveness in various test scenarios, particularly in HIL environments. The project's phased development approach ensured efficient use of resources, highlighting its practical feasibility and readiness for commercialization. By enhancing the security and resilience of building operations, CYDRES represents a significant advance in mitigating risks associated with cyber-physical systems, thereby enhancing public confidence in the safety of modern building infrastructure. Future directions for the project include expanding testing protocols, refining AFDDP methodologies, exploring more comprehensive resilient control strategies, and testing in real commercial buildings.

Our power and energy systems are becoming more and more integrated and interconnected. The increasing integration of edge devices and dependence on cyber infrastructure provides both the potential for benefits and risks. The integration enables more dynamic and flexible control paradigms while at the same time increasing the cyberattack surface and uncertainty of behavior. Control methodology in this new world must be designed for resilience and must have the ability to withstand, react, and respond to both physical faults and cyber-induced threats. Finally, understanding system resilience under adverse conditions requires studying control performance and how cyber infrastructure can integrate with and support the overall resilience of the system.

Cyber-Resilient Automatic Generation Control for Systems of AC Microgrids

In this paper we propose a co-design of the secondary frequency regulation in systems of AC microgrids and its cyber security solutions. We term the secondary frequency regulator a Micro-Automatic Generation Control (μ AGC) for highlighting its same functionality as the AGC in bulk power systems. We identify sensory challenges and cyber threats facing the μ AGC. To address the sensory challenges, we introduce a new microgrid model by exploiting the rank-one deficiency property of microgrid dynamics. This model is used to pose an optimal μ AGC control problem that is easily implemented, because it does not require fast frequency measurements. An end-to-end cyber security solution to the False Data Injection (FDI) attack detection and mitigation is developed for the proposed μ AGC. The front-end barrier of applying off-the-shelf algorithms for cyber attack detection is removed by introducing a data-driven modeling approach. Finally, we propose an observer-based corrective control for an islanded microgrid and a collaborative mitigation scheme in systems of AC microgrids. We demonstrate a collaborative role of systems of microgrids during cyber attacks. Furthermore, the performance of the proposed cyber-resilient μ AGC is tested in a system of two networked microgrids.

Cyber‐Resilient Distributed Energy Resource Control Algorithms for Smart Distribution Grids

ABSTRACT This paper focuses on the development of cyber‐resilient gradient‐based optimisation algorithms and theoretical proof for grid‐interactive distributed energy resource (DER) control to enable two grid services of virtual power plants (VPPs) dispatch and grid voltage regulation, considering the communication and security impacts. Firstly, the combined DER dispatch and voltage regulation as a real‐time gradient‐based optimisation problem is recapped. Thereafter, we consider a probabilistic traffic model to characterise packet delays and loss in a communication network, and study how the delays enter the process of information exchange among the grid measurement units, local DER controllers and the grid control centre that execute this control algorithm in a coordinated manner. Then, a strategy combining delay thresholds and message update rules is proposed to immunity the asynchrony resulting from the communications traffic and it avoids possible numerical instabilities and sensitivities of the power tracking and voltage regulation capabilities, resulting as cyber‐resilient DER control algorithms. Additionally, their convergence is theoretically proved. Effectiveness of proposed cyber‐resilient algorithms has been validated on the IEEE 37‐bus system in terms of convergence, VPP tracking and voltage regulation performance for smart distribution systems with high penetration of DERs.

Cyber-Resilient Distributed Autonomous Energy Grid

The aim of Cyber-Resilient Distributed Autonomous Grid research initiative is to advance fundamental science and engineering approaches for cyber-resilient design, control, and operation of a distributed, highly interconnected, and autonomous energy grid of the future. From increasing penetration of DERs, smart homes and building with highly controllable loads at the distribution layer, to the interconnection of bulk renewables at the transmission layer the fundamental nature of the energy grid is changing, and these changes are enabled by rapid increase in dependence on the communication infrastructure and independent third parties for control and operation of the grid. NREL's Integrated Energy Pathways critical objective correctly identifies that there are fundamental cyber-resilience challenges inherent in the grid's evolution, and this effort is establishing strong and novel integrated cyber-resilience framework and approaches to address these new and fundamental challenges.

A Computational Framework for Control Co-Design of Resilient Cyber–Physical Systems With Applications to Microgrids

Critical infrastructure networks, such as power and transportation networks, can be modelled as cyber-physical systems. As the complexity of such systems grow, there is need for developing metrics and design tools that will co-optimize the physical components of the system and the control policies to guarantee resilience against cyber and natural threats. To that end, we develop a simulation-based control co-design computational framework that will concurrently determine the system and control parameters of a cyber-physical system to meet pre-specified resilience, operational and economic objectives. Here, the capabilities of the developed co-design engine is demonstrated by designing the physical components and control parameters of a microgrid system that will meet its resiliency objectives when subjected to various cyber and physical threats.
