Quantifying the Effect of Economic Development Zones on Electrical Load Growth in Kentucky [Slides]

The Kentucky Energy and Environment Cabinet has recently undertaken a comprehensive effort to map and catalog potential economic development sites across the state. The purpose of this technical assistance is to quantify the potential impact of developing designated sites on Kentucky's electricity load growth, providing insights at both state and county level considering the next 10 years. This analysis should explicitly incorporate and address key project uncertainties by developing various load growth scenarios that account for development scale, site specificity, and sector variability. The need for a site-specific analysis comes from the understanding that conventional econometric (top-down) load forecasting models cannot sufficiently isolate or predict the discrete load increases resulting from the development of these unique and targeted economic sites.

Rising infrastructure inequalities accompany urbanization and economic development

Impending global urban population growth is expected to occur with considerable infrastructure expansion. However, our understanding of attendant infrastructure inequalities is limited, highlighting a critical knowledge gap in the sustainable development implications of urbanization. Using satellite data from 2000 to 2019, we examine country-level population-adjusted biases in infrastructure distribution within and between regions of varying urbanization levels and derive four key findings. First, we find long-run positive associations between infrastructure inequalities and both urbanization and economic development. Second, our estimates highlight increasing infrastructure inequalities across most of the countries examined. Third, we find greater future infrastructure inequality increases in the global south, where inequalities will rise more in countries with substantial urban primacy. Fourth, we find that infrastructure inequality may evolve differently than economic inequalities. Overall, advancing sustainable development vis-à-vis urbanization and economic development will require intentional infrastructure planning for spatial equity.

Can economic drivers enable an affordable, reliable, and resilient energy system in rural Alaska?

Price subsidies, such as the Alaska Power Cost Equalization (PCE) program, are intended to provide affordable energy. However, these economic drivers may be barriers to a clean energy transition and economic development, especially in rural Alaska. Reliable and affordable energy, a challenge in rural Alaska, is the foundation for individual and community security and economic development. Addressing the climate change crisis requires a sustainable transition to decarbonized energy systems that are more equitable, reliable, and affordable.

Development of a Western U.S. Fusion Energy Commercialization Hub

Fusion energy, if successfully commercialized and globally adopted, could substantially increase U.S. energy dominance and provide essentially unlimited baseload power for the national grid. It also stands to provide the U.S. with a strong source of economic growth through the 2030s and 2040s, giving the U.S. a new and highly internationally competitive industry for export. Fusion can also provide the increased electrical power generation capacity required to power current and future artificial intelligence (AI) activities. In October 2024, the CleanTech Alliance held a fusion energy commercialization regional hub workshop alongside its annual Seattle Fusion Week conference. The event brought together fusion companies, researchers, economic development experts, federal and state government representatives, and power utilities from the western states of Washington, California, Colorado and Nevada. Attendees discussed the potential of regionally focused commercialization of fusion energy in three pillars: technology, workforce, and economic development. Mel Clark, President & CEO, CleanTech Alliance, and Dr. Javier Garay, Associate Dean for Research and Professor of Mechanical and Aerospace Engineering, at the University of California San Diego (UCSD) and Founding Director of the UCSD Fusion Engineering institute, are co-PIs for this project. The project is sponsored by the U.S. Department of Energy’s Office of Fusion Energy Sciences (FES) through a Field Work Proposal to Pacific Northwest National Laboratory (PNNL) with Karl Mueller as point-of-contact. Chris Ajemian (Principal, Ajemian Consulting, LLC) and Dr. Christopher Keane (Professor of Physics and former Vice-President for Research, Washington State University) co-organized the workshop and were the editors for this report. This report details the current state of the work of the four western states to develop industry-led collaboration with national laboratories, universities, and government at all levels to hasten the commercialization of fusion energy. It provides a summary of fusion energy R&D needs, presents the ideas the attendees at the workshop identified for deepening regional collaboration, and makes findings and recommendations for next steps.

NREL Tools and Partnership Opportunities for Rural Electric Cooperatives in the United States

Rural electric cooperatives provide power to more than 42 million Americans, many of whom reside in rural and persistent poverty counties. As these co-ops invest in modernizing their energy infrastructure, they play a crucial role in ensuring affordable electricity, enhancing system resilience, and supporting economic development in their communities. To aid in this transition, NREL offers a suite of tools and partnership opportunities designed to help co-ops address evolving resource, affordability, and reliability needs. This factsheet covers already published content on select NREL tools and their most relevant applications for co-op decision-making and investment planning. Additionally, it features case studies demonstrating how rural co-ops can collaborate with NREL to advance both energy and economic development goals.

Global divergence in urban demographic change and migration patterns

Cities are central to economic development, climate adaptation and social stability, yet globally consistent evidence on how city populations are changing remains limited. Here we analyze annual age- and sex-structured population estimates for more than 10,000 cities worldwide from 2000 to 2020 and show that urban demographic change was highly uneven. Globally, the ratio of children and older adults to working-age adults declined from 0.87 to 0.59, but smaller cities remained consistently younger than larger cities, especially in Africa. We also find pronounced spatial variation in urban sex ratios, including strong male surpluses in parts of the Middle East and North Africa, consistent with patterns of labor migration. Finally, we estimate that 45% of urban population growth was attributable to net migration and 55% to natural increase. These results show that national averages can obscure substantial differences between cities, and highlight the value of globally consistent city-level demographic estimates for understanding regional demographic change and informing locally tailored urban planning.

Advancing Agrivoltaic Modeling With ADAM

Designing an agrivoltaic system presents a complex set of tradeoffs around PV system configuration, resulting performance, agricultural needs, and system economics. Developing tools for agrivoltaic analysis can assist system designers when making decisions related to these tradeoffs. We are developing the Agrivoltaics Design and Analysis Model (ADAM) as a free, publicly available web tool for agrivoltaics economics analysis. Features of ADAM include automated calculations for available agrivoltaic cropland, user-friendly configuration changes, inter-row irradiance calculations, and integrated economic modeling of energy and non-energy revenues. We will discuss the iterative process of agrivoltaic tool development including tradeoffs between accuracy and uncertainty, feature prioritization, and ease of use driven by our multi-disciplinary stakeholder design process. Finally, we will share modeling results from existing agrivoltaics systems as a preliminary case study.
