Advanced Capabilities for Emergency Response Operations (ACERO)

The Advanced Capabilities for Emergency Response Operations (ACERO) project is expected to develop, integrate, demonstrate, and transition to operations, evolving aviation technologies from NASA and industry to identify, monitor, and suppress wildland fires as a means to enhance safety, improve operational efficiency, and prevent economic loss. Some of the concepts ACERO explores are: wildfire airspace mangement to improve safety and resource utilization during a disaster, applying new aviation technologies to improve safety and demonstrate new mission-support capabilities, second-shift operations to enable progress towards 24/7 aerial response, and the integration of capabilities across NASA's Aeronautics Research, Science, and Space Technology mission directorates to enable expanded and scalable operations. Realizing this vision is expected to bring positive impact to such areas as: consistency of technology adoption through a unified concept of operations, airspace coordination and deconfliction that integrates portable solutions and enables diverse operations, remote sensing and data fusion for modeling and predictions that support in-time decision making, aircraft technologies for hazard avoidance and state management, and increased response capabilities through persistent communications and surveillance. ACERO continues the research begun under the Scalable Traffic Management for Emergency Response Operations (STEReO) activity, which brings together several technologies in Unmanned Aircraft Systems (UAS) Traffic Management (UTM), Autonomy, Communications, Human Factors, and Domain Expertise & Tools, aimed at providing scalability and flexibility, as well as operational resiliency to dynamic changes during a disaster event. Some of the concepts STEReO explores are: collaborative tools to ingest remote sensing information and distribute a common mission operating picture, apply ad-hoc communication networks to facilitate timely information sharing and communication of changes, vehicle-to-vehicle and onboard autonomy technologies ensure the safety and resiliency of operations, and apply NASA’s UAS traffic management system (UTM) as a public safety UAS Service Supplier (USS) to access and coordinate use of the airspace by both manned and unmanned operations. The potential benefits of STEReO include: standardized, cross-platform communication means increased interoperability and ease of cooperation/collaboration, increased situation awareness and common operating picture allow for earlier detection and decision making, and scalable to size and complexity of environment, operations, and mission objectives. Scalable Traffic Management for Emergency Response Operations (STEReO)

The Scalable Traffic Management for Emergency Response Operations (STEReO) project aims to apply various NASA technologies, such as Unmanned Aircraft System (UAS) Traffic Management (UTM) services, onboard-vehicle autonomy, novel approaches to communications and connectivity, and remote/virtual collaboration interfaces to current-day emergency response efforts to natural disasters. Today's emergency response efforts are based on long-standing procedures that are manaul in nature, and could benefit from modernization. In particular, the use of UAS vehicles is limited, primarily due to concerns surrounding dangerous interactions between manned/unmanned operations. STEReO hopes to introduce data exchanges that improve shared situation awareness, reduce manual coordination procedures, enable scalable and high-density air operations, collectivley bringing a positive impact to the incident response. When successful, STEReO technologies will improve efficiency and timeliness of the response and recovery phases of a disaster, resulting in substantial reductions to community harm, and will also accelerate NASA’s development of high-density resilient operations, benefitting other projects relying on increasing levels of autonomy and connectivity. The prepared material provides an overview of the STEReO project, for presentation at the 2019 Convergent Aeronautics Solution (CAS) Showcase event. The CAS showcase brings together all of the current CAS execution activities, highlighting NASA's high-risk investments in aeronautics research.

Advanced Capabilities for Emergency Response Operations (ACERO)

The use of unmanned aircraft systems (UAS) to support disaster management is becoming more widespread. Uninhibited by many of the operational constraints imposed on crewed aircraft, UAS have the potential to augment the aerial response in a number of ways, including supporting situation awareness, thereby accelerating disaster management efforts. The intent of the Scalable Traffic management for Emergency Response Operations (STEReO) activity is to build an ecosystem that will allow small UAS (sUAS) operations to fly safely in the airspace during disaster management events. The first step toward this goal was to develop a small, single-user tool (the UASP-kit) that will enhance an sUAS pilot’s situation awareness of the airspace. In a subsequent project (Advanced Capabilities for Emergency Response Operations (ACERO)) the UASP-kit will be expanded and built upon to develop and airspace management tool.

Initial Exploration of STEReO (Scalable Traffic management for Emergency Response Operations) system user requirements for safe integration of small UAS

Environment-based disasters, such as wildfire, can cause substantial loss of life and loss of property and are costing billions of dollars annually. Existing disaster response operations are complex, with many challenges. The aim of the Scalable Traffic management for Emergency Response Operations (STEReO) system is to demonstrate the application of technologies that will enable small, low-altitude Unmanned Aerial System operations to safely take place in the airspace above a disaster event, increasing the effectiveness of the response. As a first step, the project aims to build a small prototype to demonstrate and test the core functions of this system based on user needs and requirements that were gathered from experts in the field during discussions and walkthroughs.

Aircraft Classification Using Radar from Small Unmanned Aerial Systems for Scalable Traffic Management Emergency Response Operations

This work investigates two machine learning techniques: Support Vector Machine (SVM) and Autoencoders (AE)with SVM layer for classification of radar trajectories as General Aviation (GA), fixed-wing small Unmanned Aerial System (sUAS), or not-an-aircraft using radar data recorded from sUAS. Onboard identification of intruder aircraft type is useful for planning avoidance maneuvers and is necessary to provide autonomous systems to meet or exceed the avoidance capability of a human pilot. Aircraft classification can identify intruder aircraft that are not part of the team and may be violating a Temporary Flight Restriction. Aircraft classification is needed in monitoring an airspace where multiple aircraft are teaming on a shared task. Scalable Traffic Management for Emergency Response Operations (STEReO) is a NASA project aimed at improving disaster response by enabling large scale aircraft operations through the teaming of manned aircraft with sUAS to maximize emergency response resources. To this end, this work uses trajectories and radar derived features to classify aircraft from a multirotor sUAS. The AE + SVM generated the strongest classification overall accuracy of 93.5% using the first 4 seconds of radar track data for tracks that activated the avoidance system. Subsampling the available track data increased the available training data with the maximum aircraft recall of 0.94 achieved using the SVM with 1 second track data.
