Understanding the Environmental Study Life Cycle in the United States Hydropower Licensing and Federal Authorization Process

We analyzed United States Federal Energy Regulatory Commission (FERC) documents prepared for 29 recently licensed hydropower projects and created two novel datasets to improve understanding of the environmental study life cycle, defined here as the process that begins with an environmental study being requested by a hydropower stakeholder or regulator, and ends with the study either being rejected or approved/conducted. Our two datasets consisted of summaries of information taken from (1), study determination letters prepared by FERC for 23 projects that were using the integrated licensing process, and (2), environmental study submittals and issuances tracked and attributed to seven projects using the FERC record. Our objective was to use the two resulting environmental life cycle datasets to understand which types of environmental studies are approved, rejected, and implemented during FERC licensing, and how consistently those types of studies are required across multiple hydropower projects. We matched the requested studies to a set of 61 river function indicators in eight categories and found that studies related to the category of biota and biodiversity were requested most often across all 29 projects. Within that category, studies related to river function indicators of presence, absence, detection of species and habitat/critical habitat were the most important to stakeholders, based on the relative number of studies requested. The study approval, rejection, and request rates were similar within each dataset, although the 23 projects with study determination letters had many rejected studies, whereas the dataset created from the seven projects had very few rejected studies.

Application of digital analysis of MSS data to agro-environmental studies

Progress in the application of digital analysis of multispectral scanner data to agro-environmental studies is described. Simulation of LANDSAT D thematic mapper (TM) observations from aircraft multispectral scanner data and field spectrometer data collected over a corn-soybean agricultural region in Webster County, Iowa during the 1979 growing season in support of the NASA/AgRISTARS program is described. The simulations were analyzed to evaluate the potential utility of the TM (1.55-1.75 micron) mid-infrared observations in corn-soybean discrimination. Current LANDSAT data was analyzed to study snow cover in northern New England and wetlands in Nebraska and Vermont. The application of satellite remote sensor data in additional environmental research areas is described.

MISSE-X: An ISS External Platform for Space Environmental Studies in the Post-Shuttle Era

Materials International Space Station Experiment-X (MISSE-X) is a proposed International Space Station (ISS) external platform for space environmental studies designed to advance the technology readiness of materials and devices critical for future space exploration. The MISSE-X platform will expand ISS utilization by providing experimenters with unprecedented low-cost space access and return on investment (ROI). As a follow-on to the highly successful MISSE series of ISS experiments, MISSE-X will provide advances over the original MISSE configurations including incorporation of plug-and-play experiments that will minimize return mass requirements in the post-Shuttle era, improved active sensing and monitoring of the ISS external environment for better characterization of environmental effects, and expansion of the MISSE-X user community through incorporation of new, customer-desired capabilities. MISSE-X will also foster interest in science, technology, engineering, and math (STEM) in primary and secondary schools through student collaboration and participation.1,2

Environmental Studies on Titanium Aluminide Alloys

Titanium aluminides are attractive alternatives to superalloys in moderate temperature applications (600 to 850 C) by virtue of their high strength-to-density ratio (high specific strength). These alloys are also more ductile than competing intermetallic systems. However, most Ti-based alloys tend to degrade through interstitial embrittlement and rapid oxidation during exposure to elevated temperatures. Therefore, their environmental behavior must be thoroughly investigated before they can be developed further. The goals of titanium aluminide environmental studies at the NASA Lewis Research Center are twofold: characterize the degradation mechanisms for advanced structural alloys and determine what means are available to minimize degradation. The studies to date have covered the alpha 2 (Ti3Al), orthorhombic (Ti2AlNb), and gamma (TiAl) classes of alloys.

Supersonic Technology Concept Aeroplanes for Environmental Studies

The International Civil Aviation Organization is considering new environmental standards for future supersonic civil aircraft. NASA is supporting this effort by analyzing several notional, near-term supersonic transports. NASA’s performance, noise, and exhaust emission predictions for these transports are being used to inform a larger study that will determine the global environmental and economic impact of adding supersonic aircraft to the fleet beginning this decade. A supersonic business jet with a maximum takeoff gross weight of 55 tonnes is the focus of this paper. A smaller business jet weighing 45 tonnes is also discussed. Both airplanes use supersonic engines derived from a common contemporary commercial subsonic turbofan core. Aircraft performance, airport-vicinity noise, and exhaust emissions are predicted using NASA tools. Also investigated are some of the anticipated behaviors and requirements of these aircraft in the commercial airspace. The sensitivity of noise to system uncertainties is presented and alternative engine studies are discussed.

Seismotectonic, structural, volcanologic, and geomorphic study of New Zealand; indigenous forest assessment in New Zealand; mapping, land use, and environmental studies in New Zealand, volume 1

The author has identified the following significant results. Results of the atmospheric extinction measurements show clearly the greater opacity of the atmosphere in MSS band 4 which is due to Rayleigh scattering. Atmospheric water vapor absorbs strongly in a wide region between 900 nm and 1000 nm, and this results in a consistently higher extinction coefficient than would otherwise be expected in MSS band 7. The short term fluctuations tend to be greater in band 7 than in the other bands, and this effect is probably due to variations of water vapor concentration in the instrument line of sight. These high extinction coefficients and short term fluctuations in band 7 were observed at Menindee which is in a semi-desert region in western New South Wales.

Seismotectonic, structural, volcanologic, and geomorphic study of New Zealand; indigenous forest assessment in New Zealand; mapping, land use, and environmental studies in New Zealand, volume 2

The author has identified the following significant results. Ship detection via LANDSAT MSS data was demonstrated. In addition, information on ship size, orientation, and movement was obtained. Band 7 was used for the initial detection followed by confirmation on other MSS bands. Under low turbidity, as experienced in open seas, the detection of ships 100 m long was verified and detection of ships down to 30 m length theorized. High turbidity and sea state inhibit ship detection by decreasing S/N ratios. The radiance effect from snow of local slope angles and orientation was also studied. Higher radiance values and even overloading in three bands were recorded for the sun-facing slope. Local hot spots from solar reflection appear at several locations along transect D-C in Six Mile Creek Basin during September 1976.

Development of remote sensing technology in New Zealand, part 1. Seismotectonic, structural, volcanologic and geomorphic study of New Zealand, part 2. Indigenous forest assessment, part 3. Mapping land use and environmental studies in New Zealand, part 4. New Zealand forest service LANDSAT projects, part 5. Vegetation map and landform map of Aupouri Peninsula, Northland, part 6. Geographical applications of LANDSAT mapping, part 7

The author has identified the following significant results. Inspection of pixels obtained from LANDSAT of New Zealand revealed that not only can ships and their wakes be detected, but that information on the size, state of motion, and direction of movement was inferred by calculating the total number of pixels occupied by the vessel and wake, the orientation of these pixels, and the sum of their radiance values above the background level. Computer enhanced images showing the Waimihia State Forest and much of Kaingaroa State Forest on 22 December 1975 were examined. Most major forest categories were distinguished on LANDSAT imagery. However, the LANDSAT imagery seemed to be most useful for updating and checking existing forest maps, rather than making new maps with many forest categories. Snow studies were performed using two basins: Six Mile Creek and Mt. Robert. The differences in radiance levels indicated that a greater areal snow cover in Six Mile Creek Basin with the effect of lower radiance values from vegetation/snow regions. A comparison of the two visible bands (MSS 4 and 5) demonstrate this difference for the two basins.

Environmental study of ERTS-1 imagery: Lake Champlain and Vermont

Environmental concerns of the State of Vermont currently being stressed include water quality in Lake Champlain and a state-wide land use and capability plan. Significant results obtained from ERTS-1 relate directly to the above concerns. Industrial water pollution and turbidity in Lake Champlain have been identified and mapped and the ERTS pollution data will be used in the developing court suit which Vermont has initiated against the polluters. ERTS imagery has also provided a foundation for updating and revising land use inventories. Major classes of land use have been identified and mapped, and substantial progress has been made toward the mapping of such land use divisions as crop and forest type, and wetlands.
