Net Zero World Initiative: Net Zero World COP28 Program Highlights

The Net Zero World initiative, a U.S. flagship program launched at COP26, is designed to support countries in accelerating transitions to clean energy systems. Combining expertise from 10 U.S. Department of Energy laboratories and 9 U.S. government agencies, Net Zero World collaborates with governments in Argentina, Chile, Egypt, Indonesia, Nigeria, Singapore, Thailand, and Ukraine to fortify net-zero pathways, advance implementation of priority actions, and mobilize significant investment in clean energy projects and infrastructure, targeting $10 billion by 2025. Net Zero World 2024 Achievements

Net Zero World, launched at COP26, aims to expedite the transition to clean energy systems worldwide. This report details Net Zero World's achievements in 2024. Leveraging expertise from ten U.S. Department of Energy national laboratories and nine federal agencies, Net Zero World has provided specialized technical support and energy modeling to eight partner countries: Argentina, Chile, Egypt, Indonesia, Nigeria, Singapore, Thailand, and Ukraine.

Net Zero World COP28 Outcomes Report – Indonesia

This report describes Net Zero World Initiative activities initiated with Indonesia in 2023. The Net Zero World Initiative is a collaborative effort of eight countries, nine U.S. government agencies, 10 U.S. Department of Energy (DOE) national laboratories, and partnering philanthropies and nongovernmental organizations. Its goal is to elevate and enact climate ambition pledges and accelerate the transition to net-zero, resilient, and inclusive energy systems globally. The Net Zero World team, the Government of Indonesia’s Ministry of Energy and Mineral Resources (MEMR), and other stakeholders jointly identified and are advancing action in the four priority focus areas -- Energy Infrastructure Analysis, Island Energy Transition, Building Decarbonization, and Sustainable Transport.

Updating Nuclear Energy Cost Estimates for Net Zero World Initiative

Energy modeling of decarbonized scenarios in integrated energy systems requires nuclear energy parameters that are critical for forecasting, modeling and cost structure analysis. Using updated real-world data has always been a challenge to estimate current nuclear reactors costs and deployment scenarios. Given this, an updated set of parameters for overnight capital costs and operation and maintenance costs are estimated for the Net Zero World initiative using recent reports that provided a vast set of open sources data inputs. This paper follows the methodology developed in the Net Zero World report and applies the new ranges estimated in the Gateway for Accelerated Innovation in Nuclear report that address many of the current challenges in obtaining accurate cost data for advanced nuclear concepts. The final goal is to provide new estimates of the overnight capital costs and operational costs for different countries. The present paper improves the earlier capital cost estimations, building on recent literature that aims to obtain accurate data for modeling and simulation to enhance energy system evaluations and support decision-making in areas like de-carbonization and capacity expansion. Finally, the paper compares the new cost estimates with the old cost results.

Nuclear Energy Cost Estimates for Net Zero World Initiative

This report provides recommended parameters for incorporating nuclear energy systems into decarbonization modeling scenarios. The values are primarily intended for the Net Zero World (NZW) Initiative but are expected to prove useful to other related efforts. Both costs and operational metrics are provided in the study. Several cost factors, namely overnight capital costs (OCC) and operational costs are taken to be country specific. OCC is defined as the value of building the reactor in one night considering all costs prior to the start of operations including fuel for the initial core load. The value assumes the build is neither a first nor a ‘Nth’ of a kind, but somewhere in between. All costs are escalated to 2022 USD values.

Assessment of Regional Interconnections to Meet Southeast Asia's Renewable Energy Targets: Phase I of the Singapore – U.S. Collaboration

This report summarizes the results of a study of long-distance subsea electrical interconnections in Southeast Asia, conducted under the first phase of the Singapore-U.S. collaboration under the Net Zero World Initiative. In Phase 1, the Net Zero World team evaluated the current state of the renewable energy landscape in Southeast Asia; developed an open-source capacity expansion model using GridPath and evaluated several future scenarios including changes in interregional transmission; explored the technical feasibility of regional subsea interconnectors; and estimated socio-economic benefits of expanded regional transmission.

COP28 Outcomes Report: Executive Summary

Net Zero World, launched at COP26, is a flagship U.S. effort to partner with countries in accelerating transitions to clean energy systems. This initiative brings together world-class experts and resources from 10 U.S. Department of Energy national laboratories and nine U.S. government agencies. Collaboratively, they work with technical and government representatives from Argentina, Chile, Egypt, Indonesia, Nigeria, Singapore, Thailand, and Ukraine to advance decarbonization in these economies.

Clean Energy for the Battery-to-EV Supply Chain: A Roadmap for Indonesia - Summary Brief

Indonesia has a unique opportunity to support the clean energy transition, enhance energy security, and spur economic growth with local battery manufacturing, bridging from the material supply all the way to pack designs and, ultimately, the manufacturing of electric cars. Following the elevation of United States and Indonesia relations to a Comprehensive Strategic Partnership, leaders of both countries highlighted the importance of Net Zero World support for Indonesia's energy transition, including collaboration on low-carbon battery supply chains. In support of this agreement, Net Zero World has partnered with Indonesia's Ministry of Energy and Mineral Resources and other Indonesian partners to chart actionable steps for establishing a clean, resilient battery supply chain and circular economy. This partnership aims to position Indonesia as a regional leader in clean energy and can help attract investment in the domestic battery and electric vehicle (EV) sectors.

Fossil Fuel Transitions Framework: Case studies of the decision-making process for energy and economic development pathways

The Net Zero World Initiative leverages expertise across U.S. government agencies and the U.S. Department of Energy’s (DOE) national laboratories, in partnership with other governments and philanthropies, to accelerate the decarbonization of global energy systems. This whole-of-government approach supports countries committed to raising their climate ambitions by co-creating and implementing highly tailored, actionable technical and investment strategies that put just and sustainable net-zero solutions within reach. The Net Zero World Initiative enables country partners to harness the convening power and technical expertise of U.S. and international industry, think tanks, and technical institutions.

Cost-Benefit Analysis For Indonesia Building Sector: Whole-Building Cooling Solutions

The Net Zero World (NZW) Initiative Collaborative Work Program with the Government of Indonesia (GoI) includes technical assistance and investment mobilization facilitation to accelerate deployment of energy efficiency technologies and solutions for the building sector. A February 2023 U.S.–Indonesia Joint Workshop on Decarbonizing the Building Sector yielded a NZW Indonesia Building Decarbonization Working Group (NZW IBDWG) with four sub-working groups (SWG): SWG-A National Center, SWG-B Capacity Building, SWG-C Investment and Financing, and SWG-D Pilot Projects. Technical analysis of whole-building cooling solutions for tropical climates of Indonesia was conducted by SWG-A to quantify energy savings, carbon dioxide reductions, and comfort improvements offered by 12 passive or low-energy cooling strategies: ceiling fans with and without thermostat setbacks; cool roofs; cool walls; exterior awnings; exterior shades; interior shades; insulated roofs; insulated walls; low-e windows; solar window films; and natural ventilation. Leveraging the results from SWG-A, cost-benefit analysis (CBA) was conducted by SWG-C to assess the consumer and national costs and impacts associated with these 12 cooling solutions. The evaluation involved estimating life-cycle costs (LCC), payback period (PBP), net present values (NPV), annual electricity burden change for low-income households, and reduced national annual power-sector generation demand by 2030, 2040, 2050, and 2060. This evaluation can help guide Indonesia’s Just Energy Transition Partnership (JETP) investments in policies and programs to advance research, development, deployment, and commercial adoption (RDDCA) of efficient residential building sector cooling technologies and solutions in Indonesia. Four key energy conservation measures (ECM) have been identified to reduce air-conditioning (AC) energy demand in single-family housing in Indonesia: ceiling fan with temperature setback (to 28.1 °Celcius from 25 °C); insulated walls; insulated roof; and cool roof. This study found that low-income households with AC installations in Indonesia currently face a high energy cost burden of approximately 10%. However, by implementing a ceiling fan with temperature setback, this burden could decrease to 2.5% today and further reduce to 1.3% by the year 2060. The PBP for a ceiling fan with temperature setback is one year, indicating one of the lowest LCC and best NPV. In the planned upcoming phase of CBA, a series of building cooling improvement scenarios can be further defined, incorporating more than one ECM in combination with socio-economic factors evaluated in the initial CBA phase. Additionally, the analysis of ECM effects in multifamily housing can be expanded. This broader national analysis aims to encompass a holistic and comprehensive system-level perspective, including factors such as avoided power sector infrastructure investments, domestic job creation, domestic manufacturing job creation, and gross domestic product (GDP) growth.

Tierra del Fuego Case Study Capacity Expansion Analysis

This case study, developed by Net Zero World Initiative and the Government of Argentina, examines least-cost decarbonization pathways for Tierra del Fuego, Argentina, utilizing renewable energy, energy storage, hydrogen, and other decarbonization technologies. Being the second largest natural gas producing province in Argentina, Tierra del Fuego has historically relied on natural gas for their energy sector needs. As they look at possible decarbonization pathways, they face challenges due to extreme weather conditions, isolation from the mainland, and low population density. The study utilizes the Engage web application for capacity expansion modeling, addressing both business-as-usual (BAU) and accelerated decarbonization scenarios, with varying degrees of electrification and carbon emission constraints. Key findings reveal that an interconnection with the mainland, high contribution of wind energy development on Tierra del Fuego, energy storage, and hydrogen, coupled with energy-efficient electrification technologies (such as heat pumps and electric vehicles), emerge as the most cost-effective solutions to decarbonize, significantly reducing carbon emissions and total system energy costs. The study explores self-generation and interconnection alternatives, demonstrating the economic advantage of an interconnection of Tierra del Fuego with the mainland, as an alternative to 100% local generation. Sensitivity analyses on wind data sources and temporal resolutions, as well as projected natural gas prices, highlight the influence of external factors on the feasibility of decarbonization pathways. Challenges identified include the practicality of phasing out natural gas, economic uncertainty, cost implications of long-term storage technologies as wind energy increases, and geographical limitations for wind generation. The case study concludes that while substantial emissions reductions can be achieved by 2050, and be competitive with conventional pathways, achieving a full 100% decarbonization by 2050 would entail higher costs, particularly due to the significant reliance on storage solutions with higher contribution of wind energy. The analysis offers valuable insights for policymakers and stakeholders in Argentina's energy sector, emphasizing the importance of strategic planning, investment in renewable energy and storage technologies, and careful consideration of local conditions in the transition towards Net Zero targets.

Leadership and Community Engagement in Chile: Deploying Net-Zero Technologies and Solutions

The report presents the 2023 Net Zero World Chile program results from activities of the the four program workstreams: 1) energy-system wide modeling LEAP modeling and analysis results including accelerated Net Zero scenarios with aggressive energy efficiency improvements, fuel switching, and electrification across demand sector; 2) district energy chapter provides thermal district energy systems modeling results of the Recoleta-Independencia pilot project and comparative analysis of district energy systems' potential versus competing technologies in Chile; 3) just transition action steps for the creation of a sister city relationship between Tocopilla and a US counterpart city; and 4) power decarbonization capacity building activities focused on the selection and adoption of grid-enhancing technologies.

Innovative Pathways to Net Zero Emissions: Subnational Strategies for Distributed Solar Deployment to Improve Grid Quality and Reduce Energy Costs in Argentina

Through Net Zero World, the National Renewable Energy Laboratory (NREL), the National Energy Secretariat of Argentina, La Pampa's Energy and Mining Secretariat, Pampetrol, and the Administracion Provincial de Energia de La Pampa (APELP) conducted an integrated analysis of the power system of the La Pampa province in Argentina. The study assessed the impact that solar and battery energy storage systems could have on the region grid's reliability and electricity costs, providing insights into long-term decarbonization strategies across Argentina. The analysis demonstrated that these systems are expected not only to help with decarbonization efforts but also to bolster grid resiliency, reduce line losses, and improve voltage regulation while lowering electricity costs. The paper offers a replicable framework for similar studies across other Argentine provinces, which could inform a national grid reliability plan and promote regional coordination. Such coordination will play a key role in supporting a nationwide clean energy transition as Argentina increases its share of renewable energy. By coordinating subnational energy plans with national strategies, Argentina can secure a resilient clean energy future, leveraging the substantial renewable resources available across its provinces.

Clean Energy Roadmap: From Reconstruction to Decarbonization in Ukraine

The Net Zero World Initiative, committed to accelerating decarbonization and fostering more inclusive, equitable, and resilient energy systems, is pleased to support the Government of Ukraine in developing decarbonization pathways for its energy sector. In a collaborative effort to promote the resilience and sustainability of the energy system as part of the country’s reconstruction, the leading US Department of Energy’s national laboratories and distinguished Ukrainian research institutes and think tanks worked on this study. Together, we have developed scenarios for achieving net zero emissions in the energy sector, which are in line with the goals set out in the Energy Strategy of Ukraine through 2050. The Ministry of Energy of Ukraine report will present this report at the Conference of the Parties (COP28).
