Packetized Energy Management: Coordinating Transmission and Distribution (Final Report)

The project Packetized Energy Management (PEM): Coordinating Transmission and Distribution was part of the ARPA-E NODES program from 2015 to 2023. The high-level goal of the project was to develop and demonstrate novel, scalable, and impactful technologies related to the coordination of networked distributed energy resources (DERs). By demonstrating responsive means by which fleets of DERs could be coordinated to enhance grid operation and reliability, the U.S. could accelerate renewable integration and electrification efforts and meet decarbonization goals.

An Integrated Paradigm for the Management of Delivery Risk in Electricity Markets: From Batteries to Insurance and Beyond

If power systems transition to integrate higher amounts of variable renewable energy sources, storage technologies, and distributed energy resources (DERs), new risk management frameworks are necessary to ensure cost-effective and reliable power system operations. Projects funded by the Advanced Research Projects Agency-Energy (ARPA-E) Performance-based Energy Resource Feedback, Optimization, and Risk Management (PERFORM) program aim to contribute new risk management frameworks by developing methods to quantify and manage risk at grid asset and system levels. The National Renewable Energy Laboratory (NREL) led a PERFORM project in collaboration with the Johns Hopkins University, the Electric Power Research Institute (EPRI), kWh Analytics, Packetized Energy, and Imperial Consultants (ICON). The project addressed two challenges related to risk management in electricity markets: managing net load imbalances and flexibility from DERs. This final technical report presents a list of project accomplishments, activities, and outputs.

Evaluation of Communication Issues in Primal-Dual-Based Distributed Energy Resource Management Systems (DERMS)

With the increasing adoption of distributed energy resources (DERs) in distribution networks, DERMS is becoming an attractive option to coordinate the control of DERs, especially primal-dual-based DERMS which is a well-developed class of them. In order to help lower the uncertainty in commercializing them, we evaluate and find the upper limits of severity for some common issues that can occur within the communication systems on which a primal-dual-based DERMS relies on; these include packet losses, link failures, and delays. This information can help a DERMS operator decide on the specifications for the communication infrastructure it will invest in for the DERMS. Our evaluation is based on numerical simulations of a real-world feeder with around 2,000 nodes and a DERMS that controls 163 PV generators and 140 energy storage batteries. In general, we found that the DERMS becomes less resistant to communication issues as the information flows closer to the DERs implementing the controllable power injections.

Distributed Inertia Management Under Communication Constraints

This paper presents a framework for distributed inertia management based on consensus algorithm. We propose a methodology to achieve optimal operation of inertia sources such as distributed energy resources (DERs) and synchronous generators in real time. Additionally, we analyze the algorithm under communication constraints and evaluate its robustness under scenarios involving communication time delays and packet losses. The proposed approach is validated via simulations on a 4-node system test feeder, demonstrating its effectiveness and resilience.

Cybersecurity for the Operational Technology Environment (CyOTE) (Final Technical Report)

Electric grids have historically been susceptible to both physical attacks and environmental hazards but the implementation of smart grids, remote management, and self-healing networks, has now made the grid vulnerable to cyber attacks. To address risks introduced by routable connectivity, utilities must establish dynamic solutions to identify, protect, detect, respond to, and recover from cyber security threats and vulnerabilities. In response to the evolving threat landscape U.S. Department of Energy-Office of Cybersecurity, Energy Security, and Emergency Response (DOE CESER) initiated the Cybersecurity for the OT Environment (CyOTE) pilot program, a U.S. Department of Energy (DOE) effort designed to leverage U.S. intelligence capabilities to prevent, detect, or mitigate a cyber attack on utility operational technology (OT) networks. As part of the CyOTE pilot, The Southern Company (Southern Company or Southern) researched, evaluated and deployed emerging Commercial off the Shelf (COTS) technologies and cyber security monitoring architectures to provide previously unrealized network visibility and situational awareness through deep packet inspection and data analytics. This Final Scientific/Technical Report documents the objectives, methodology, lessons learned, and results of Southern Company’s participation in the CyOTE pilot from December 2018 to September 2023.

Power Electronics Module with Integrated Ceramic Heat Exchanger

NREL, in partnership with Synteris and Packet Digital, has developed a 3D-printable ceramic package for power electronic modules to improve their thermal management, power density, performance, and lifetime. Existing power modules contain flat ceramic substrates that serve as both the electrically insulating component and thermal conductor that transfer the large heat outputs of these devices. The team has developed an additive manufacturing process that replaces the traditional insulating metalized substrate, substrate attach, and baseplate/heat exchanger with an additively-manufactured ceramic packaging that acts as both an electrical insulator and heat exchanger for better thermal management. The design, manufacturability, and function of this power module will be discussed.

ESnet/JLab FPGA Accelerated Transport

To increase the science rate for high data rates/volumes, Thomas Jefferson National Accelerator Facility (JLab) has partnered with Energy Sciences Network (ESnet) to define an edge to data center traffic shaping / steering transport capability featuring data event aware network shaping and forwarding. The keystone of this ESnet+JLab FPGA Accelerated Transport (EJFAT) is the joint development of an AI/ML directed dynamic compute work Load Balancer (LB) of UDP streamed data. The LB is a suite consisting of a Field Programmable Gate Array (FPGA) executing the dynamically configurable, low fixed latency LB data plane featuring real-time packet redirection and high throughput, and a control plane running on the FPGA host computer that monitors network and compute farm telemetry in order to make dynamic AI/ML guided decisions for destination compute host redirection/load balancing and destination resource provisioning. The LB provides for three-tier horizontal scaling across LB suites, core compute hosts, and CPUs within a host. The LB effectively provides seamless integration of edge/core computing to support direct experimental data processing for immediate use by JLab science programs and others such as the EIC as well as data centers of the future requiring high throughput and low latency for both hot and cooled data for both running experiment data acquisition systems and data center use cases.
