Integrating Resilience Planning in Distribution System Planning

Electric utilities, regulators, and stakeholders face increasing risks of severe storms, freezes, floods, and heat waves damaging grid infrastructure and causing power outages—and increasing risks of utility equipment igniting wildfires. At the same time, customer electricity rates have risen substantially in recent years, due in part to replacing aging infrastructure and improving resilience to natural hazards and physical threats. To address these challenges, utilities are beginning to move beyond traditional, siloed planning processes to balance resilience with other fundamental grid objectives such as affordability, reliability, safety, and serving new loads. This study presents a framework for states and utilities that want to advance integration of resilience and distribution planning processes to improve planning efficiency, better prioritize cost-effective grid expenditures, and balance planning objectives. The framework includes 7 key integration points between these planning processes: -Strategy process -Data -Threat assessments -Solution identification and prioritization -Optimization opportunities -Consideration of other grid needs -Metrics Lawrence Berkeley National Laboratory reviewed utility distribution system plans and interviewed subject matter experts to identify emerging practices for each of the 7 integration points. This report presents these practices, which can be used as a guide toward more holistic planning and cohesive investment strategies. It also includes 3 case studies to provide practical examples of how utilities apply such integrated planning processes: two pole hardening programs and one microgrid planning effort. The report concludes by identifying opportunities for future research.

Comparison of chain sampling plans with single and double sampling plans

The efficiency of chain sampling is examined through matching of operating characteristics (OC) curves of chain sampling plans (ChSP) with single and double sampling plans. In particular, the operating characteristics of some ChSP-0, 3 and 1, 3 as well as ChSP-0, 4 and 1, 4 are presented, where the number pairs represent the first and the second cumulative acceptance numbers. The fact that the ChSP procedure uses cumulative results from two or more samples and that the parameters can be varied to produce a wide variety of operating characteristics raises the question whether it may be possible for such plans to provide a given protection with less inspection than with single or double sampling plans. The operating ratio values reported illustrate the possibilities of matching single and double sampling plans with ChSP. It is shown that chain sampling plans provide improved efficiency over single and double sampling plans having substantially the same operating characteristics.

Formulation of consumables management models: Test plan for the mission planning processor working model

The test plan and test procedures to be used in the verification and validation of the software being implemented in the mission planning processor working model program are documented. The mission planning processor is a user oriented tool for consumables management and is part of the total consumables subsystem management concept. An overview of the working model is presented. Execution of the test plan will comprehensively exercise the working model software. An overview of the test plan, including a testing schedule, is presented along with the test plan for the unit, module, and system levels. The criteria used to validate the working model results for each consumables subsystem is discussed.

The National Transmission Planning Study: Chapter 2: Long-Term U.S. Transmission Planning Scenarios

The National Transmission Planning Study (NTP Study) was led by the U.S. Department of Energy's Grid Deployment Office, in partnership with the National Renewable Energy Laboratory and Pacific Northwest National Laboratory. The study sought to develop new national grid-scale planning tools and methods that can be used by industry, especially when planning for interregional transmission capacity needs; identify potential transmission solutions that will provide broad-scale benefits to electric customers under a wide range of potential futures; inform planning processes for regional and interregional transmission; and identify interregional and national strategies to maintain grid reliability as the grid transitions, including to a reliance on low- and zero-carbon energy resources. The NTP Study is presented as a collection of six chapters.

Launch vehicle test and checkout plan. - Volume 2: Saturn 1B launch vehicle Skylab R (rescue) and AS-208 flow plan and listings

The launch operations test and checkout plan is a planning document that establishes all launch site checkout activity, including the individual tests and sequence of testing required to fulfill the development center and KSC test and checkout requirements. This volume contains the launch vehicle test and checkout plan encompassing S-1B, S-4B, IU stage, and ground support equipment tests. The plan is based upon AS-208 flow utilizing a manned spacecraft, LUT 1, and launch pad 39B facilities.

Integrated payload and mission planning, phase 3. Volume 1: Integrated payload and mission planning process evaluation

The integrated payload and mission planning process for STS payloads was defined, and discrete tasks which evaluate performance and support initial implementation of this process were conducted. The scope of activity was limited to NASA and NASA-related payload missions only. The integrated payload and mission planning process was defined in detail, including all related interfaces and scheduling requirements. Related to the payload mission planning process, a methodology for assessing early Spacelab mission manager assignment schedules was defined.

Phase C/D program development plan. Volume 1: Program plan

The Phase C/D definition of the Modular Space Station has been developed. The modular approach selected during the option period was evaluated, requirements were defined, and program definition and preliminary design were accomplished. The Space Station Project is covered in depth, the research applications module is limited to a project-level definition, and the shuttle operations are included for interface requirements identification, scheduling, and costing. Discussed in detail are: (1) baseline program and project descriptions; (2) phase project planning; (3) modular space station program schedule; (4) program management plan; (5) operations; (6) facilities; (7) logistics; and (8) manpower.

Plan energético estratégico: Playa de Ponce, Ponce, Puerto Rico [Strategic Energy Plan: Playa de Ponce, Ponce, Puerto Rico]

Un Nuevo Amanecer Inc. (UNA), a community-based NGO (501C(3)), sought technical assistance through the U.S. Department of Energy's (DOE's) Energy Technology Innovation Partnership Project (ETIPP) to develop a strategic energy plan (SEP) for the community of Playa de Ponce on the south coast of Puerto Rico. A SEP helps communities identify energy goals and priority projects, and outline strategies and actions to build a shared path toward their energy vision.

Mission planning and analysis division development plan for STS-2 through STS-4

The baseline products, schedules, and resource requirements for the Mission Planning and Analysis Division's support of Space Transportation System flights 2, 3, and 4 are presented. Major functions addressed are: orbiter software, Mission Control Center software, flight design, flight operations support, simulation tools, and postflight analysis.
