Power Grid Planning with Higher Renewable Share

Power grid planning with a higher renewable share got worldwide attention since the declining cost of renewable energy technologies and greenhouse gas reduction goals continue to drive a transition to a cleaner power grid. Energy professionals from developing countries working to achieve renewable power goals want to learn about NREL's state-of-the-art research efforts in renewable power and power grid planning. Supporting these efforts, the United States Energy Association, Female Leaders in Energy initiative facilitates mid-career female energy professionals from South East Asia to learn from energy professionals from the USA. This presentation gives an overview of NREL scientific research studies on power grid planning with a high renewable share to mid-career female energy professionals.

A Framework for Assessing Economic and Environmental Trade-offs of Internalized Emission Costs in ERCOT Grid Planning

The power grid is on the cusp of a massive transition driven by three major areas: 1) the growth in demand for electricity, 2) efforts to decarbonize the United States economy, and 3) a desire to mitigate social disparities from the impact of electricity generation on local populations. However, most studies of the electricity sector do not include equity impacts in their models. This study seeks to do so by developing a comprehensive and generalizable model tailored to the Electric Reliability Council of Texas (ERCOT) grid, designed to incorporate the equity impacts of electricity generation in a decarbonized and resilient framework. To integrate equity into our research, we incorporate environmental externalities into our capacity expansion model of ERCOT. Specifically, we factor in intermediate-level local marginal damages of precursor pollutants (NH3, NOx, primary PM2.5, SO2, and VOC) and global pollutant CO2 into the cost of generating electricity. We do this by taking into account county population, county ambient pollution concentration, and generator emission rates. Leveraging open-source modeling tools, such as PowerGenome, pyGRETA, and GenX we construct a county-level model to account for these costs. We integrate these marginal damages into the variable operations and maintenance costs of generators, for both existing and potential future builds. This study’s findings suggest that the value of a dynamic social cost of carbon (SSC) will cover criteria pollutant marginal damages within the ERCOT grid and solar and wind is expected to increase out to 2035. Key metrics evaluated within this research include fuel mix distribution across technologies, transmission and grid infrastructure costs, CO2 emissions, local pollutants marginal damages, and the variation in generation capacity built by the model. These results and framework can be used to support grid decisions that explicitly include distributional and procedural equity within a decarbonized and sustainable grid framework.

Enhanced Power Grid Maintenance Planning and Quantum-Inspired Combinatorial Prospects

Efficient and reliable scheduling of maintenance for power generation and transmission infrastructure is essential for minimizing operational costs and ensuring grid stability. This paper introduces an integrated optimization framework for coordinated maintenance scheduling of generators and transmission lines under resource and reliability constraints. The model minimizes a composite cost function including maintenance and generation costs, as well as penalties for delayed maintenance, while satisfying N−1 security constraints, operational limits, and crew availability. Case studies on the IEEE 300-bus test system demonstrate the effectiveness of the proposed approach in producing feasible and cost-effective maintenance schedules. To address scalability and combinatorial complexity, the model is mapped into a Quadratic Unconstrained Binary Optimization (QUBO) problem, enabling exploration of solution approaches based on Quantum Imaginary Time Evolution (QITE). While the QUBO reformulation provides a foundation for future quantum-inspired optimization, this study focuses primarily on the development and demonstration of the classical optimization framework and illustrates the potential applicability of QITE in large-scale maintenance scheduling.

An Overview of Renewable Energy Desk Activities for Power Grid Operations and Planning

This document summarizes how grid operators can address gaps in their planning and operations to maintain reliability as they pursue clean energy goals. When transitioning to higher renewable energy levels, many system operators configure a dedicated renewable energy desk to manage variable renewable energy resource operation. Establishing such a desk in the control room can be a key step in the modernization effort. A renewable energy desk in a control room is a specialized hub focused solely on monitoring, predicting, and managing the influx of energy from renewable sources.

SPAROW: Stochastic Programming and Related Optimization Workflows

SAND2026-16703O SPAROW: Stochastic Programming and Related Optimization Workflows is a Python library tool that facilitates the development and solution of stochastic programming problems. It provides a user-friendly class structure for defining stochastic programs through scenario-based representations of uncertainties. SPAROW incorporates multiple optimization strategies, including integer programming with all scenarios, progressive hedging, Benders decomposition, and Snoglode, a novel technique developed by Carnegie Mellon University. It also features interfaces to external solvers and functions that are commonly used in analysis workflows, making it applicable to a wide range of scientific and engineering design challenges, particularly in power grid planning. U.S. Department of Energy-National Lab Equity Summit: Grid Planning and Operations (Workshop Report)

This report summarizes the U.S. DOE and national laboratories equity summit that was held on February 5, 2024, and focused on grid planning and operations. The objectives of the summit were to connect DOE and lab researchers working on grid-related equity issues, share information on current and planned grid-related equity projects and initiatives, and inspire and educate participants by hearing from our panelists about solutions and challenges to integrating equity in grid planning and operations. The summit included two panels of industry leaders. The first was a state and community perspectives panel that included representatives from a state public utility commission (Oregon Public Utility Commission), a state energy office (Washington Department of Commerce), a state utility consumer advocate (Connecticut Consumer Counsel), and industry consultants (Elevated Engagement and ArkSpring Consulting). Panelists shared successes they have seen, critical challenges related to equity and grid planning and operations, and other considerations. The second panel addressed utility perspectives and included representatives from two utilities (Commonwealth Edison and Tacoma Power), the National Rural Electric Cooperative (NRECA), and a former utility employee and legal consultant. Panelists discussed the role of the utility concerning equity, the most significant technical and data modeling needs and opportunities, and the role the labs could help advance equity in grid planning and operations. There was also a session on partner organization presentations. Argonne National Laboratory made a short presentation on the Grid Modernization Laboratory Consortium (GMLC) project they are leading on equity-informed power system planning. NARUC, NASEO, and the Clean Energy States Alliance, as partners of the GMLC project also shared updates on relevant activities and resources. During the summit, there were two rounds of lightning presentations by national labs and DOE highlighting research that addresses equity and grid planning and operations (Tables 5 and 6 and slides in the Appendix). The goal of the lightning rounds was to share information between participants to encourage collaboration and leverage ongoing research at labs and DOE. The summit included two interactive exercises where summit participants shared their perspectives on relevant equity projects and initiatives (Table 2), key challenges regarding equity and grid planning and operations (Table 3), and promising innovations or progress (Table 4). At the end of the session, participants were asked to share essential insights from the event (Table 7) and an action they plan to take as a result of the event. Participants agreed that the event was useful in helping them share and learn from each other. The project team plans to use the information from the summit as a starting point to help inform future research and technical assistance. In 2026, another Equity Summit will be held (virtually or in person) as part of the same project to help raise awareness and disseminate research and resources completed during the project's duration.

CRADA Number NFE-24-10110 with Qubit Engineering Inc. (CRADA Final Report)

Over the past year, the Qubit Engineering team has pushed the frontiers of power‑grid optimization, working in close collaboration with Oak Ridge National Laboratory (ORNL) and the Tennessee Valley Authority (TVA). Their progress is reflected in three newly submitted conference papers, “Unified Relational GNN Architecture for AC Optimal Power Flow Calculations in Electric Grids,” “Graph‑Based Attention Mechanisms for Solving the AC Optimal Power Flow Problem in Electrical‑Power Networks,” and “Enhanced Power‑Grid Maintenance Planning and Quantum‑Inspired Combinatorial Prospects.” These publications showcase state‑of‑the‑art graph‑neural‑network methods for AC‑OPF and novel quantum‑inspired heuristics for maintenance scheduling. Beyond the academic results, the Qubit team has converted the research into two production‑grade tools built on TVA data: Neuro‑Grid, an AI‑driven power‑flow simulator that provides instant, interactive full‑grid load‑flow visualizations, and Quanta‑Grid, a quantum‑inspired maintenance‑scheduling engine to support logistics optimization for power utilities. Together, these advances demonstrate how Qubit’s partnership with ORNL and TVA is delivering practical, physics‑grounded analytics for next‑generation grid management.

Plan It Together: Optimizing Across Generation, Transmission, Distribution, and Distributed Energy Resources

Integrated planning holds the promise of unlocking lower total system cost solutions by connecting previously siloed planning processes. This article summarizes the state of bulk and local grid planning today and details multiple new analytical approaches that can enable more holistic planning methods to develop comprehensive solutions to generation, transmission, distribution, and distributed energy resource needs. These include both iterative approaches as well as cooptimization techniques. In addition to the benefits of these methods, the technical and institutional challenges and associated solutions are also discussed.
