Formulation of an effective safety design review for the Skylab Program.

The Skylab Program is presenting a unique set of requirements by extending the capabilities of both men and equipment to withstand extended periods of time in space. The progression of space programs which preceded Skylab have provided a set of building blocks of knowledge and experience coupled with an extensive ground test program which makes it possible to plan its flight program without earlier, unmanned test flights. This approach, however, makes it mandatory that to the maximum extent possible, we factor into the design review process all the 'lessons learned' which are applicable. It is this conscious review of the Skylab design, based on checklists prepared from design criteria, gleaned from a variety of sources and experiences, which is the subject of this paper. A brief description of the Skylab Program, its objectives, and the missions planned for it are presented briefly to better understand the degree of extrapolation of hardware development from previous programs.

Preparing Solar Photovoltaic Systems Against Storms. Pre-Storm Solar PV Checklist: Distributed Ground-Mounted Systems

Through funding provided by the U.S. Department of Energy, the National Renewable Energy Laboratory (NREL) has used subject matter experts to compile a set of checklists to help Puerto Rico and other communities prepare for storms. Renewable energy and distributed energy systems have the potential to provide power to neighborhoods, vulnerable residents, and certain facilities within a community, if those systems are designed to provide power during a grid disruption. The storm-hardening checklists provide storm preparation actions that can increase the chances that solar photovoltaic (PV) systems are available when communities need them most.

Connectivity Troubleshooting Guide for Advanced Electricity Meters

This guide is designed to walk users through a troubleshooting process for disconnected advanced electricity meters. The guide centers on two connectivity troubleshooting decision trees related to power issues and network connectivity issues, respectively. Additionally, it contains additional background information such as definitions, diagrams, and checklists that can help a user prepare to troubleshoot meter connectivity issues.

Demonstrating Assurance of Model-Based Fault Diagnosis Systems on an Operational Mission

Developers of robotic scientific and commercial spacecraft are trending towards use of onboard autonomous capabilities for responding quickly to dynamic environments and rapidly changing situations. These capabilities need to know the state of the spacecraft’s health. Model-based fault diagnosis (MBFD) is an approach to estimating health by continuously verifying accurate behavior and diagnosing off-nominal behavior. Proper functioning of MBFD depends on 1) the quality of the diagnostic system model that is analyzed and compared to commands and onboard measurements to estimate a system’s health state, and 2) the correct functionality of the diagnosis engine interrogating the model and comparing its analyses to observed system behavior. Our goal is to develop Verification and Validation (V&V) techniques for MBFD to provide future missions sufficient confidence in its functionality and performance to deploy it on the systems they develop. Our work has been focused on infusing the techniques we developed earlier to an operational mission. First, we are constructing diagnostic models of a spacecraft attitude control system and updating our diagnostic engine so they can be demonstrated aboard the Arcsecond Space Telescope Enabling Research in Astrophysics (ASTERIA) mission, an operational spacecraft for which experiments in autonomy are being planned and executed, using the V&V techniques we have previously developed to assure they are both correct and complete. Since it is nearing the end of its life, ASTERIA provides a unique opportunity to demonstrate MBFD since the monitored components are expected to fail. Our demonstration will give system developers additional confidence to make timely, informed MBFD deployment decisions. Second, we will be completing performance assessments of the diagnostic engine/diagnostic model ensemble both on the flight system and ground-based testbeds to gain confidence in MBFD’s ability to run successfully in a spacecraft’s resource-constrained environment without adversely affecting other on-board activities. Finally, we are capturing our experience in preparing this demonstration in a set of checklists and guidance documents. Current practice includes high-level institutional guidance documents and standards, but at a high level of abstraction that does not necessarily address specific MBFD concerns. The purpose of the new checklists is to provide future mission developers clear, unambiguous, procedure-oriented guidance on assuring MBFD. This paper describes our work in these areas. For the first area, we describe the diagnostic models and updated diagnostic engine that will be used for the on-board demonstration. We describe how the V&V techniques we developed earlier are used to assure model and engine correctness and completeness. For the second area, we identify the performance measurement and assessment techniques used to characterize the diagnostic engine and diagnostic models, and discuss the effect of measured performance on overall mission operation. Finally, we present the checklist and guidance documents and describe how they meet the goals of providing system developers with clear, unambiguous, procedure-oriented guidance on MBFD assurance. We show how the techniques we have developed map into those artifacts.

European/U.S. cooperative flight testing - Some food for thought

Increasing numbers of flight test teams are participating in cooperative European/U.S. flight test programs due to the growth in international aircraft R&D. Preparing for and participating in these overseas assignments can be complicated by such factors as language barriers, unfamiliar flight test procedures, lack of adequate flight experience and unexpected weather trends. A visiting test pilot's checklist is presented which outlines the tasks of the various phases (i.e., concept, planning, preparation, execution, analysis, and data presentation).

Development and validation of methods for man-made machine interface evaluation

The alternate methods of conducting a man-machine interface evaluation are classified as static and dynamic, and are evaluated. A dynamic evaluation tool is presented to provide for a determination of the effectiveness of the man-machine interface in terms of the sequence of operations (task and task sequences) and in terms of the physical characteristics of the interface. This dynamic checklist approach is recommended for shuttle and shuttle payload man-machine interface evaluations based on reduced preparation time, reduced data, and increased sensitivity of critical problems.

System safety checklist Skylab program report

Design criteria statement applicable to a wide variety of flight systems, experiments and other payloads, associated ground support equipment and facility support systems are presented. The document reflects a composite of experience gained throughout the aerospace industry prior to Skylab and additional experience gained during the Skylab Program. It has been prepared to provide current and future program organizations with a broad source of safety-related design criteria and to suggest methods for systematic and progressive application of the criteria beginning with preliminary development of design requirements and specifications. Recognizing the users obligation to shape the checklist to his particular needs, a summary of the historical background, rationale, objectives, development and implementation approach, and benefits based on Skylab experience has been included.

Importance of Sample Handling and Preparation for Surface Analysis: A Summary of ISO Standard 20579 Part 1, Documenting and Reporting the Handling of Specimens Prior to Analysis

Reliable and reproducible analysis of surfaces is critically dependent on how samples have been collected, handled, and prepared before analysis. Although there are important, well-established general guidelines to minimize unintended alteration of the surfaces to be analyzed, specific handling steps depend on the nature of the samples and information desired. Assessments of the validity and reliability of the results require adequate information about sampling, handling, and processing. ISO standard 20579 part 1 describes the information to be recorded and reported for samples that are prepared or submitted for surface analysis. This paper summarizes elements of the standard, which includes annexes that justify and inform the sample handling processes. Also included is a checklist of information that needs to be recorded and reported and an appendix containing an example of a form that might be used to report the information.

Automated crew procedure maintenance

The preparation of 30 controlled documents for each flight of the Space Shuttle involves 90 people in processing 200 or 300 changes to existing checklists, and building new procedures. A prototype system is discussed which stores and displays those precise sets of instructions, which include rationale and change history, by using readily available hardware. It provides a simple method of structuring the data in a form for easy undertanding and maintenance.
