Satellite applications to electric-utility communications needs

Significant changes in the Nation's electric power systems are expected to result from the integration of new technology, possible during the next decade. Digital communications for monitor and control, exclusive of protective relaying, are expected to double or triple current traffic. A nationwide estimate of 13 Mb/s traffic is projected. Of this total, 8 Mb/s is attributed to the bulk-power system as it is now being operated (4 Mb/s). This traffic could be accommodated by current communications satellites using 3- to 4.5-m-diameter ground terminals costing $35,000 to $70,000 each. The remaining 5-Mb/s traffic is attributed to new technology concepts integrated into the distribution system. Such traffic is not compatible with current satellite technology because it requires small, low-cost ground terminals. Therefore, a high effective isotropic radiated power satellite, such as the one being planned by NASA for the Land Mobile Satellite Service, is required.

Precise time and time interval applications to electric power systems

There are many applications of precise time and time interval (frequency) in operating modern electric power systems. Many generators and customer loads are operated in parallel. The reliable transfer of electrical power to the consumer partly depends on measuring power system frequency consistently in many locations. The internal oscillators in the widely dispersed frequency measuring units must be syntonized. Elaborate protection and control systems guard the high voltage equipment from short and open circuits. For the highest reliability of electric service, engineers need to study all control system operations. Precise timekeeping networks aid in the analysis of power system operations by synchronizing the clocks on recording instruments. Utility engineers want to reproduce events that caused loss of service to customers. Precise timekeeping networks can synchronize protective relay test-sets. For dependable electrical service, all generators and large motors must remain close to speed synchronism. The stable response of a power system to perturbations is critical to continuity of electrical service. Research shows that measurement of the power system state vector can aid in the monitoring and control of system stability. If power system operators know that a lightning storm is approaching a critical transmission line or transformer, they can modify operating strategies. Knowledge of the location of a short circuit fault can speed the re-energizing of a transmission line. One fault location technique requires clocks synchronized to one microsecond. Current research seeks to find out if one microsecond timekeeping can aid and improve power system control and operation.

Prediciting Solar Activity: Today, Tomorrow, Next Year

Fleets of satellites circle the Earth collecting science data, protecting astronauts, and relaying information. All of these satellites are sensitive at some level to space weather effects. Predictions of drag on LEO spacecraft are one of the most important. Launching a satellite with less fuel can mean a higher orbit, but unanticipated solar activity and increased drag can make that a Pyrrhic victory. Energetic events at the Sun can produce crippling radiation storms. Predicting those events that will affect our assets in space includes a solar prediction and how the radiation will propagate through the solar system. I will talk our need for solar activity predictions and anticipate how those predictions could be made more accurate in the future.

Solar Cycle Predictions

Solar cycle predictions are needed to plan long-term space missions; just like weather predictions are needed to plan the launch. Fleets of satellites circle the Earth collecting many types of science data, protecting astronauts, and relaying information. All of these satellites are sensitive at some level to solar cycle effects. Predictions of drag on LEO spacecraft are one of the most important. Launching a satellite with less propellant can mean a higher orbit, but unanticipated solar activity and increased drag can make that a Pyrrhic victory as you consume the reduced propellant load more rapidly. Energetic events at the Sun can produce crippling radiation storms that endanger all assets in space. Solar cycle predictions also anticipate the shortwave emissions that cause degradation of solar panels. Testing solar dynamo theories by quantitative predictions of what will happen in 5-20 years is the next arena for solar cycle predictions. A summary and analysis of 75 predictions of the amplitude of the upcoming Solar Cycle 24 is presented. The current state of solar cycle predictions and some anticipations how those predictions could be made more accurate in the future will be discussed.

Applying a Space-Based Security Recovery Scheme for Critical Homeland Security Cyberinfrastructure Utilizing the NASA Tracking and Data Relay (TDRS) Based Space Network

Protection of the national infrastructure is a high priority for cybersecurity of the homeland. Critical infrastructure such as the national power grid, commercial financial networks, and communications networks have been successfully invaded and re-invaded from foreign and domestic attackers. The ability to re-establish authentication and confidentiality of the network participants via secure channels that have not been compromised would be an important countermeasure to compromise of our critical network infrastructure. This paper describes a concept of operations by which the NASA Tracking and Data Relay (TDRS) constellation of spacecraft in conjunction with the White Sands Complex (WSC) Ground Station host a security recovery system for re-establishing secure network communications in the event of a national or regional cyberattack. Users would perform security and network restoral functions via a Broadcast Satellite Service (BSS) from the TDRS constellation. The BSS enrollment only requires that each network location have a receive antenna and satellite receiver. This would be no more complex than setting up a DIRECTTV-like receiver at each network location with separate network connectivity. A GEO BSS would allow a mass re-enrollment of network nodes (up to nationwide) simultaneously depending upon downlink characteristics. This paper details the spectrum requirements, link budget, notional assets and communications requirements for the scheme. It describes the architecture of such a system and the manner in which it leverages off of the existing secure infrastructure which is already in place and managed by the NASAGSFC Space Network Project.

Arcing on dc power systems

Unexpected and undesirable arcing on dc power systems can produce hazardous situations aboard space flights. The potential for fire and shock might exist in a situation where there is a broken conductor, a loose power connection, or a break in the insulation of the power cable. Such arcing has been found to be reproducible in a laboratory environment. Arcing tests show that the phenomena can last for several seconds and yet be undetectable by present protection schemes used in classical power relaying and remote power controller applications. This paper characterizes the arcing phenomena and suggests future research that is needed.

Precise synchronization of phasor measurements in electric power systems

Phasors representing positive sequence voltages and currents in a power network are in the most important parameters in several monitoring, control, and protection functions in interconnected electric power networks. Recent advances in computer relaying have led to very efficient and accurate phasor measurement systems. When the phasors to be measured are separated by hundreds of miles, it becomes necessary to synchronize the measurement processes, so that a consistent description of the state of the power system can be established. Global Positioning System (GPS) transmissions offer an ideal source for synchronization of phasor measurements. The concept and implementation of this technique are described. Several uses of synchronized phasor measurements are also described. Among these are improved state estimation algorithms, state estimator enhancements, dynamic state estimates, improved control techniques, and improved protection concepts.

Development of single cell protectors for sealed silver-zinc cells, phase 1

A single cell protector (SCP) assembly capable of protecting a single silver-zinc (Ag Zn) battery cell was designed, fabricated, and tested. The SCP provides cell-level protection against overcharge and overdischarge by a bypass circuit. The bypass circuit consists of a magnetic-latching relay that is controlled by the high and low-voltage limit comparators. Although designed specifically for secondary Ag-Zn cells, the SCP is flexible enough to be adapted to other rechargeable cells. Eighteen SCPs were used in life testing of an 18-cell battery. The cells were sealed Ag-Zn system with inorganic separators. For comparison, another 18-cell battery was subjected to identical life test conditions, but with battery-level protection rather than cell-level. An alternative approach to the SCP design in the form of a microprocessor-based system was conceptually designed. The comparison of SCP and microprocessor approaches is also presented and a preferred approach for Ag-Zn battery protection is discussed.

A Mars Micro-Meteorological Station Mission

The Mars Micro-Meteorological Station (Micro-Met) Mission is designed to provide the global surface pressure measurements required to help characterize the martian general circulation and climate system. Measurements of surface pressure distributed both spatially and temporally, coupled with simultaneous measurements from orbit, will enable the determination of the general circulation, structure and driving factors of the martian atmosphere as well as the seasonal CO2 cycle. The influence of these atmospheric factors will in turn provide insight into the overall martian climate system. With the science objective defined as the long term (at least one Mars year) globally distributed measurement of surface atmospheric pressure, a straightforward, near term and low cost network mission has been designed. The Micro-Met mission utilizes a unique silicon micro-machined pressure sensor coupled with a robust and lightweight surface station to deliver to Mars 16 Micro-Met stations via a Med-Lite launch vehicle. The battery powered Micro-Met surface stations are designed to autonomously measure, record and transmit the science data via a UHF relay satellite. Entry, descent and landing is provided by an aeroshell with a new lightweight ceramic thermal protection system, a parachute and an impact absorbing structure. The robust lander is capable of surviving the landing loads imposed by the high altitude landing sites required in a global network. By trading the ability to make many measurements at a single site for the ability to make a single measurement at several sites, the Micro-Met mission design satisfies the requirement for truly global meteorological science.
