A computer software system for integration and analysis of grid-based remote sensing data with other natural resource data. Remote Sensing Project

A computer-based information system is described designed to assist in the integration of commonly available spatial data for regional planning and resource analysis. The Resource Analysis Program (RAP) provides a variety of analytical and mapping phases for single factor or multi-factor analyses. The unique analytical and graphic capabilities of RAP are demonstrated with a study conducted in Windsor Township, Eaton County, Michigan. Soil, land cover/use, topographic and geological maps were used as a data base to develope an eleven map portfolio. The major themes of the portfolio are land cover/use, non-point water pollution, waste disposal, and ground water recharge.

On the access to an earth resources data processing system

The Purdue/LARS earth resources data processing system is briefly described. The considerations to which an organization would want to give attention before obtaining a remote terminal to this system are discussed. The support of such a terminal which Purdue/LARS is willing to propose is described.

The Earth Resources Data Project

The Council of State Planning Agencies, in consultation with the National Governor's Association and NASA, initiated the Earth Resources Data Project to encourage the appropriate application of cost-effective science and technology to state natural resources issues and problems. This project was established to provide a focal point for identifying those issues associated with state use of remote sensing and related technology. One project goal is to elevate to the consciousness of state policy and program officials new technologies, such as LANDSAT, by association with major issues to which policy officials are attuned. The project assists the coordination between the states and NASA and promotes communication on those issues. A related project objective is to encourage technical assistance opportunities for states that will promote better use of remote sensing and natural resources data in state programs.

EnviroNET - A space environment data resource

This paper reviews the features of EnviroNET that make it a valuable space data resource. This computerized data base provides rapid access to the latest information on space debris and other space environments and spacecraft interactions of importance to the space community. Although originally conceived as an information resource for Space Shuttle users, EnviroNET has expanded into other areas including space debris and the near-earth environments of potential interest to the conference attendees.

Earth resources data analysis system

The Earth Resources Laboratory Data Analysis System provides a valuable research tool in the evaluation of multispectral, radiometric, photographic, and passive microwave imagery data. The system has been in operational use for several months and has performed quite well. Emphasis on versatility of both the hardware and software design facilitates system expansion to many specialized data analysis tasks. The many independent software handlers provide building blocks for major processing programs.

Water survey of Canada: Application for use of ERTS-A for retransmission of water resources data

The author has identified the following significant results. Water resources data were retransmitted from nine data collection platforms (DCP) located in remote regions of Canada. The DCPs located in the Arctic operated in temperatures lower than -40 C and the DCP antennas have survived wind speeds of greater than 80 kph and snow loads of a depth of one metre. Ice-out indicators were installed at a few DCP sites. The purpose of these indicators was to enable the detection of the movement of ice out of river channel during spring break-up. The suitability of satellite retransmission as a means of obtaining data from remote areas of Canada continues to be demonstrated. A modest expansion of the DCP network is planned.

Water survey of Canada: Application for use of ERTS-A for retransmission of water resources data

The author has identified the following significant results. Water resources data including water level, water velocity, precipitation, air temperature, ice condition, DCP battery voltage, and water stage recorder clock operation have been transmitted from remote areas in Canada using the ERTS Data Collection System. The Data Collection Platforms have met all requirements. The suitability of satellite retransmission as a means of obtaining data from remote areas has been demonstrated. The present network of 9 Data Collection Platforms will be expanded to 28 to develop a quasi-operational network.

Satellite on-board processing for earth resources data

The feasibility was investigated of an on-board earth resources data processor launched during the 1980-1990 time frame. Projected user applications were studied to define the data formats and the information extraction algorithms that the processor must execute. Based on these constraints, and the constraints imposed by the available technology, on-board processor systems were designed and their feasibility evaluated. Conclusions and recommendations are given.

Earth resources data analysis program, phase 2

The efforts and findings of the Earth Resources Data Analysis Program are summarized. Results of a detailed study of the needs of EOD with respect to an applications development system (ADS) for the analysis of remotely sensed data, including an evaluation of four existing systems with respect to these needs are described. Recommendations as to possible courses for EOD to follow to obtain a viable ADS are presented. Algorithmic development comprised of several subtasks is discussed. These subtasks include the following: (1) two algorithms for multivariate density estimation; (2) a data smoothing algorithm; (3) a method for optimally estimating prior probabilities of unclassified data; and (4) further applications of the modified Cholesky decomposition in various calculations. Little effort was expended on task 3, however, two reports were reviewed.

Near real time water resources data for river basin management

The author has identified the following significant results. Twenty Data Collection Platforms (DCP) are being field installed on USGS water resources stations in the Delaware River Basin. DCP's have been successfully installed and are operating well on five stream gaging stations, three observation wells, and one water quality monitor in the basin. DCP's have been installed at nine additional water quality monitors, and work is progressing on interfacing the platforms to the monitors. ERTS-related water resources data from the platforms are being provided in near real time, by the Goddard Space Flight Center to the Pennsylvania district, Water Resources Division, U.S. Geological Survey. On a daily basis, the data are computer processed by the Survey and provided to the Delaware River Basin Commission. Each daily summary contains data that were relayed during 4 or 5 of the 15 orbits made by ERTS-1 during the previous day. Water resources parameters relays by the platforms include dissolved oxygen concentrations, temperature, pH, specific conductance, well level, and stream gage height, which is used to compute stream flow for the daily summary.

Water survey of Canada: Application for use of ERTS-A for retransmission of water resources data

The author has identified the following significant results. The fact that water resources data can be retransmitted from remote areas of Canada by polar orbiting spacecraft to users in population centers on a near real time basis reliably, accurately, and at relative low cost continues to be demonstrated. Over 60,000 transmissions from the nine data collection platforms installed at Water Survey of Canada gauging stations have been received. The stage and ice-out data retransmitted via ERTS-1 have been plotted on a chart record produced by a water stage servo-manometer installed on the Albany River. The stage increased smoothly until shortly after noon on May 19, 1974. During this time the indicator showed that the ice surface was intact. The stage then dropped sharply and the indicator read that the ice was out. The erratic chart trace after that was consistent with the assumption that the ice surface had broken up and that some short duration jams of broken ice were occurring.

Satellite on-board processing for earth resources data

Results of a survey of earth resources user applications and their data requirements, earth resources multispectral scanner sensor technology, and preprocessing algorithms for correcting the sensor outputs and for data bulk reduction are presented along with a candidate data format. Computational requirements required to implement the data analysis algorithms are included along with a review of computer architectures and organizations. Computer architectures capable of handling the algorithm computational requirements are suggested and the environmental effects of an on-board processor discussed. By relating performance parameters to the system requirements of each of the user requirements the feasibility of on-board processing is determined for each user. A tradeoff analysis is performed to determine the sensitivity of results to each of the system parameters. Significant results and conclusions are discussed, and recommendations are presented.
