Zero-Emission Vehicle Adoption Resource Guide for Government Fleets in Jackson County, Illinois

As part of Communities LEAP (Local Energy Action Program), the National Renewable Energy Laboratory (NREL) provided technical assistance to Jackson County, Illinois to help develop their clean energy transition roadmap. Fleet electrification was identified as a potential pathway that could address the environmental injustices, high energy burden, and local pollution experienced by this former coal community. NREL worked with Jackson County, Illinois to develop a resource guide that can assist fleet managers considering a transition to electric light-duty fleet vehicles. To further understand the unique challenges of fleet electrification in Jackson County, NREL met with three leaders within the county who either managed current fleets or were responsible for fleet purchases. This resource guide includes best practices and resources that address many of the frequently asked questions that arose during these discussions. Interested fleets can then use this resource guide to help identify the initial steps needed to plan for vehicle electrification. The resource guide summarizes the basics of electric vehicle (EV) adoption for fleets, funding and incentive pathways, total cost of ownership in comparison to conventional internal combustion engine (ICE) vehicles, charging infrastructure, and pilot programs.

Planning Roadmap for DER Integration in India: Industry Best Practices and Resource Guide

Ensuring safe, reliable, cost-effective DER integration at scale requires holistic planning, broad stakeholder engagement, and should address key development areas such as standards adoption, equipment testing and certification, interoperability and cybersecurity, interconnection procedures, and advanced forecasting and DER management. Each of these areas currently represent significant challenges for utilities, regulators, OEMs, developers, and even consumers worldwide. India has already seen significant growth of DERs and has announced targets for substantial growth yet to come, with the potential for DERs to make up a non-negligible portion of the country's overall generation capacity. As such, it is of critical importance that Indian stakeholders consider the potential impacts of wide-spread adoption of DERs and take preemptive action related to the five development areas listed here, among others. India should consider strategies including the adoption of key DER standards related to interconnection, testing, and cybersecurity; enabling effective and secure communication channels for DER interoperability; testing and certifying DER equipment in accredited testing laboratories; building robust, streamlined interconnection procedures; and revamping legacy system planning structures to incorporate DERs in a holistic planning framework.

A2Cloud‐RF : A random forest based statistical framework to guide resource selection for high‐performance scientific computing on the cloud

Summary This article proposes a random‐forest based A2Cloud framework to match scientific applications with Cloud providers and their instances for high performance. The framework leverages four engines for this task: PERF engine, Cloud trace engine, A2Cloud‐ext engine, and the random forest classifier (RFC) engine. The PERF engine profiles the application to obtain performance characteristics, including the number of single‐precision (SP) floating‐point operations (FLOPs), double‐precision (DP) FLOPs, x87 operations, memory accesses, and disk accesses. The Cloud trace engine obtains the corresponding performance characteristics of the selected Cloud instances including: SP floating point operations per second (FLOPS), DP FLOPS, x87 operations per second, memory bandwidth, and disk bandwidth. The A2Cloud‐ext engine uses the application and Cloud instance characteristics to generate objective scores that represent the application‐to‐Cloud match. The RFC engine uses these objective scores to generate two types of random forests to assist users with rapid analysis: application‐specific random forests (ARF) and application‐class based random forests. The ARF consider only the input application's characteristics to generate a random forest and provide numerical ratings to the selected Cloud instances. To generate the application‐class based random forests, the RFC engine downloads the application profiles and scores of previously tested applications that perform similar to the input application. Using these data, the RFC engine creates a random forest for instance recommendation. We exhaustively test this framework using eight real‐world applications across 12 instances from different Cloud providers. Our tests show significant statistical agreement between the instance ratings given by the framework and the ratings obtained via actual Cloud executions.

Utilizing the Inflation Reduction Act to Remediate and Redevelop Energy Assets and Sites

There are thousands of retired and operating energy sites located in communities throughout the country waiting to be cleaned up and modernized. Together with other existing federal grants and tax credits, the newly created Energy Infrastructure Reinvestment (EIR) loan guarantees from the Department of Energy can catalyze capital investment in these sites, empowering local communities and reducing carbon pollution. The IRA makes available up to $250 billion in EIR loan guarantees and up to $5 billion in EIR credit subsidy to support remediating, repurposing, and redeveloping eligible sites. EIR provides opportunities for reinvestment in America’s energy communities amid the energy industry’s ongoing transformation to reduce carbon pollution. This resource guide describes four possible redevelopment models that align EIR resources with EPA Brownfield Grants and the energy community tax credit program.

Building an Integrated Ecosystem of Computational and Observational Facilities to Accelerate Scientific Discovery

Future scientific discoveries will rely on flexible ecosystems that incorporate modern scientific instruments, high performance computing resources, parallel distributed data storage, and performant networks across multiple, independent facilities. In addition to connecting physical resources, such an ecosystem presents many challenges in logistics and accessibility, especially in orchestrating computations and experiments that span across leadership computing systems and experimental instruments. Past efforts have typically been application-specific or limited to interfaces for computing resources. This paper proposes a general framework for integrating computation resources and instrument operations, addressing challenges in code development/execution, data staging and collection, software stack, control mechanisms, resource authorization and governance, and hardware integration. We also describe a demonstration use case wherein a Bayesian optimization algorithm running on an edge computing resource guides a scanning probe microscope to autonomously and intelligently characterize a material sample. This science edge ecosystem framework will provide a blueprint for federating multi-institutional, disparate resources and orchestrating scientific workflows across them to enable next-generation discoveries.

NASA ALLSTAR Project

We finished the material development of Level 1, Level 2 and most of Level 3. We created three new galleries, one of streaming videos enabling the user to select his/her appropriate speed of Internet connectivity for better performance. The second gallery on NASA's X-series aircraft and the third is on F-series aircraft, We also completed the placement and activation of all thirteen kiosks. We added one more kiosk over the number suggested in the proposal at Baker Aviation High School - a Dade County Public School for special aviation programs. We felt that the goals of this school matched ALLSTAR's goals and that the placement of the kiosk would better help the local students become interested in the Aviation and Aeronautics field. We continue to work on the development of our "Teacher Resource Guide to ALLSTAR material" in which we tied our material into the national and Florida State standards. We finished the Florida Sunshine State standards, getting positive feedback from local and other educators who use the material on a regular basis. We had another successful workshop on October 29th, 1997. We introduced the ALLSTAR website and kiosk to about twenty science and history teachers from Dade County Public Schools (DCPS). Most teachers were from middle schools, although we had some from elementary schools also. We provided several demonstrations of the ALLSTAR material to local schools in the Dade County Public Schools (DCPS) system. We used the ALLSTAR material with FIU's summer immersion program for FLAME students. This program includes a high number of minority students interested in science and engineering. We also presented the material at National Science Teachers Association (NSTA) and National Congress on Aviation and Space Education (NCASE) conferences and will be presenting the material at the Southeast Florida Aviation Consortium (SEFAC). We provided two on-site workshops in the NSTA conference with total attended of about 70 teachers. The BBS was converted to an on-line discussion forum with a unique section on Blacks in Aviation, Prime Technologies coordinated with NASA LaRC and the Teacher Resource Centers (TRCS) for scale-up of ALLSTAR and performed live demonstrations of the software in schools and at conventions.

Surface Zeta Potential of ALD-Grown Metal-Oxide Films

Membranes are among the most promising technologies for energy-efficient and highly selective separations, and the surface-charge property of membranes plays a critical role in their broad applications. Atomic layer deposition (ALD) can deposit materials uniformly and with high precision and controllability on arbitrarily complex and large substrates, which renders it a promising method to tune the electrostatics of water/solid interfaces. However, a systematic study of surface-charge properties of ALD-grown films in aqueous environments is still lacking. In this work, 17 ALD-grown metal-oxide films are synthesized, and a comprehensive study of their water stability, wetting properties, and surface-charge properties is provided. Furthermore, this work represents a resource guide for researchers and ultimately for materials and process engineers, seeking to tailor interfacial charge properties of membranes and other porous water treatment components.

Community Energy Storage Financing: Resources and structures under the Inflation Reduction Act

New federal financial resources are available to community-based energy storage projects and new financing structures are emerging in response. Many of these new resources arise from the Inflation Reduction Act of 2022, which makes billions of dollars available for clean energy technology like energy storage. It also makes clean energy tax credits available to certain community entities through a new elective pay mechanism. These new resources are a significant opportunity. Navigating their nuances may be challenging. This paper aims to identify and raise awareness of these developments and serve as a resource guide for community entities considering or pursuing community energy storage. The paper is arranged around key financial considerations that a community entity might weigh: the benefits desired from the project, the costs to provide those benefits, project ownership, pursuing tax credits, and additional sources of capital. These considerations give rise to several potential financial structures that are identified and finally compared.
