Aviation security screening optimizer for risk and throughput (ASSORT)

The increasing number of air travelers each year presents a challenge as many airports are near their capacity in terms of resources and space for passenger screening. Fortunately, advancements in technologies like next-generation millimeter wave scanning offer solutions to ease this strain. The focus remains on managing risk while enhancing the passenger experience for the traveling public. The risk model presented in this paper known as the Aviation Security Screening Optimizer for Risk and Throughput (ASSORT) is designed to assess risk-based approaches for passenger screening and checkpoint operations. Additionally, ASSORT is exploring various traveler categories — general, trusted, and trusted-plus — along with different checkpoint screening Concept of Operations tailored to each traveler type. For instance, travelers with a higher trust level may experience fewer screening technologies, resulting in quicker processing times at the checkpoint. The output of ASSORT provides a risk score for predefined threat scenarios, as well as the overall risk to the checkpoint, aircraft, and airport by traveler type. In conclusion, benefits of using this tool include assessing the trade-offs between the overall risk associated with checkpoints and the throughput rate of passengers screened. We show for example the impact that different passenger volumes at the checkpoint can have on risk.

Probabilistic Risk-Based Approach to Aeropropulsion System Assessment Developed

In an era of shrinking development budgets and resources, where there is also an emphasis on reducing the product development cycle, the role of system assessment, performed in the early stages of an engine development program, becomes very critical to the successful development of new aeropropulsion systems. A reliable system assessment not only helps to identify the best propulsion system concept among several candidates, it can also identify which technologies are worth pursuing. This is particularly important for advanced aeropropulsion technology development programs, which require an enormous amount of resources. In the current practice of deterministic, or point-design, approaches, the uncertainties of design variables are either unaccounted for or accounted for by safety factors. This could often result in an assessment with unknown and unquantifiable reliability. Consequently, it would fail to provide additional insight into the risks associated with the new technologies, which are often needed by decisionmakers to determine the feasibility and return-on-investment of a new aircraft engine.

Chemical-specific Parameters Dataset

The chemical-specific parameters dataset is searchable for physicochemical information for multiple chemicals simultaneously. After selecting chemicals of interest and the desired parameters, the RAIS will generate a table containing the values, chosen according to an established hierarchy. Results can be downloaded in Excel format. Over 40 parameters are available, including melting point, boiling point, density, density, vapor pressure, water solubility, and Henry’s Law constants. Thirteen primary sources are used to populate the dataset of chemical-specific parameters. These values should be used in cancer risk and noncancer hazard assessments for the calculation of preliminary remediation goals (PRGs), hazard characterization, and transport modeling. Users can select up to 1000 chemicals per query. The dataset supports environmental risk assessments, regulatory decision-making, and environmental planning with tools for benchmarking against risk-based standards. This structured approach ensures a robust evaluation of environmental risks tailored to regulatory needs.

Toxicity Values for Chemicals

The toxicity values for chemicals contained in this dataset comprise acute, subchronic, and chronic exposure durations. Cancer slope factors, inhalation unit risk, reference dose, and reference concentrations are available. These values should be used in cancer risk and noncancer hazard assessments for the calculation of preliminary remediation goals (PRGs) and hazard characterization. Users can select toxicity values from 10 combinations of exposure durations and cancer/noncancer toxicity values and select up to 1000 chemicals per query. The dataset supports environmental risk assessments, regulatory decision-making, and environmental planning with tools for benchmarking against risk-based standards. This structured approach ensures a robust evaluation of environmental risks tailored to regulatory needs.

Risk Management of NASA Projects

Various NASA Langley Research Center and other center projects were attempted for analysis to obtain historical data comparing pre-phase A study and the final outcome for each project. This attempt, however, was abandoned once it became clear that very little documentation was available. Next, extensive literature search was conducted on the role of risk and reliability concepts in project management. Probabilistic risk assessment (PRA) techniques are being used with increasing regularity both in and outside of NASA. The value and the usage of PRA techniques were reviewed for large projects. It was found that both civilian and military branches of the space industry have traditionally refrained from using PRA, which was developed and expanded by nuclear industry. Although much has changed with the end of the cold war and the Challenger disaster, it was found that ingrained anti-PRA culture is hard to stop. Examples of skepticism against the use of risk management and assessment techniques were found both in the literature and in conversations with some technical staff. Program and project managers need to be convinced that the applicability and use of risk management and risk assessment techniques is much broader than just in the traditional safety-related areas of application. The time has come to begin to uniformly apply these techniques. The whole idea of risk-based system can maximize the 'return on investment' that the public demands. Also, it would be very useful if all project documents of NASA Langley Research Center, pre-phase A through final report, are carefully stored in a central repository preferably in electronic format.

Alternative Analysis and Prioritization of Department of Energy “TBD” Materials with No Identified Disposition Pathway

The Department of Energy (DOE) complex manages a significant inventory of excess nuclear materials for which disposition pathways have not been identified, commonly referred to as "To Be Determined" (TBD) items. The Disposition Pathways Program, initiated in FY2018, provides a standardized framework for identifying viable disposition pathways for these materials. In 2023, the program undertook a comprehensive review and systematic analysis of the remaining TBD material groups, updating the assessment from the 2020 TBD Study using the 2022 fiscal year-end Nuclear Material Inventory Assessment (NMIA) as the primary data source. This effort aimed to utilize quantitative analysis to down-select from a wide range of potential disposition options and prioritize the remaining pathways to facilitate informed, risk-based decision-making for future programmatic funding and execution. This paper details the alternative analysis methodology used for screening and prioritization, highlighting the key criteria, ranking process, and resultant recommendations. The study successfully narrowed fifty-two potential disposition options down to nineteen, providing a focused path forward for addressing a longstanding challenge within the DOE complex.

Microbiome dynamics in the congregate environment of U.S. Army Infantry training

Within military training and operational environments, individuals from diverse backgrounds share common spaces, follow structured routines and diets, and engage in physically demanding tasks. While there has been interest in leveraging microbiome features to predict and improve military health and performance, the longitudinal convergence of microbiomes in such constrained environments has not been established. To assess the degree of microbiome convergence, we performed shotgun metagenomic sequencing on swab samples from a military trainee cohort. Samples were taken across four different body sites, three timepoints, and two spatially distinct platoons. We observed evidence of convergence in one platoon, whereby similarity in microbiome composition increased over time, with numerous differentially abundant species. We found no indication of strain transfer between individuals, suggesting that convergence was influenced by external environmental factors, diet, and lifestyle. Microbial shifts observed in the convergence process included a decrease in fungal species, such as Malassezia restricta in nasal cavities, and a decrease in Prevotella species at inguinal regions across time. Shifts in multiple Corynebacterium species were also observed with varying magnitudes depending on the body site. Overall, we provide preliminary evidence of convergence of host microbial communities in military-associated environments that were distinguishable using shotgun metagenomic sequencing approaches. The data presented here on microbiome convergence, dynamics, and stability may inform risk-based mitigation in congregate military settings facilitating development of targeted microbial, dietary, or other interventions to optimize health and performance of military populations.

Developing and Implementing Risk-Based Research Safety at Argonne National Laboratory

Facilities operated by the US Department of Energy (DOE) are required to have extensive worker safety and health programs by regulation. Here we describe how Argonne National Laboratory (ANL) has implemented the DOE requirements to bring the Laboratory’s multidisciplinary research risk to an acceptable level to safely execute ANL’s mission to perform cutting-edge research.

Risk-Based Fire Safety Experiment Definition for Manned Spacecraft

Risk methodology is used to define experiments to be conducted in space which will help to construct and test the models required for accident sequence identification. The development of accident scenarios is based on the realization that whether damage occurs depends on the time competition of two processes: the ignition and creation of an adverse environment, and the detection and suppression activities. If the fire grows and causes damage faster than it is detected and suppressed, then an accident occurred. The proposed integrated experiments will provide information on individual models that apply to each of the above processes, as well as previously unidentified interactions and processes, if any. Initially, models that are used in terrestrial fire risk assessments are considered. These include heat and smoke release models, detection and suppression models, as well as damage models. In cases where the absence of gravity substantially invalidates a model, alternate models will be developed. Models that depend on buoyancy effects, such as the multizone compartment fire models, are included in these cases. The experiments will be performed in a variety of geometries simulating habitable areas, racks, and other spaces. These simulations will necessitate theoretical studies of scaling effects. Sensitivity studies will also be carried out including the effects of varying oxygen concentrations, pressures, fuel orientation and geometry, and air flow rates. The experimental apparatus described herein includes three major modules: the combustion, the fluids, and the command and power modules.

Probabilistic risk assessment of the Space Shuttle. Phase 3: A study of the potential of losing the vehicle during nominal operation, volume 1

This document is the Executive Summary of a technical report on a probabilistic risk assessment (PRA) of the Space Shuttle vehicle performed under the sponsorship of the Office of Space Flight of the US National Aeronautics and Space Administration. It briefly summarizes the methodology and results of the Shuttle PRA. The primary objective of this project was to support management and engineering decision-making with respect to the Shuttle program by producing (1) a quantitative probabilistic risk model of the Space Shuttle during flight, (2) a quantitative assessment of in-flight safety risk, (3) an identification and prioritization of the design and operations that principally contribute to in-flight safety risk, and (4) a mechanism for risk-based evaluation proposed modifications to the Shuttle System. Secondary objectives were to provide a vehicle for introducing and transferring PRA technology to the NASA community, and to demonstrate the value of PRA by applying it beneficially to a real program of great international importance.

The Cybersecurity Value-at-Risk Framework: Informing Cybersecurity Decisions

The Cybersecurity Value-at-Risk Framework is a tool that can be used by hydropower plant manager to make more educated cybersecurity investments. Users can take a self guided assessment allowing the tools to generate risk, impact and cybersecurity scores and be given risk-based recommendations to enhance decision-making.
