Recommendations for Establishing Local Rural Electrification Programs Using Photovoltaic Systems [Recomendaciones Para la Implantacidn de Programas Locales de Electrificacidn Rural con Sistemas Fotovoltaicos]

Photovoltaic (PV) technology is becoming one the best options for supplying electricity to rural communities far from electrical networks and which have a small and disperse demand for electricity. As the cost of the technology goes down and its development advances, opportunities for applying it continue to grow. As a result, in the near future we will probably see an increase in massive application programs of this technology in rural Mexico. This document presents some of the most relevant problems needing immediate solution to increase the possibility of success in establishing photovoltaic programs for rural electrification in Mexico. These problems are influenced by economic, technological, engineering, infrastructural, social and political issues. The paper presents the requirements for an industrial center based on PV technology, the accessibility of replacement parts and maintenance service, development of financial solutions, training of the users and introducing norms and technical regulations. The document summarizes the issue of rural electrification in Mexico, emphasizing the low population density in these areas. A brief description is given of photovoltaics showing different configurations that can be utilized for supplying electricity to the rural areas. The issues involved and recommendations for introducing PV systems to the rural area are described.

Empowering Rural Electrification in Honduras: An Integrated Assessment of PV/BESS and Productive Uses of Electricity in Gracias a Dios

Honduras faces significant challenges in its energy sector, particularly in rural areas where access to reliable and affordable electricity remains limited. The flagship rural electrification initiative for Honduras Secretary of Energy (SEN) is the Politica de Acceso Universal a la Electricidad (PAUEH - Universal Electricity Access Policy), a key solution for addressing this energy poverty is the deployment of more than 1700 distributed solar and hybrid mini-grid solutions. In late 2023 as a first step towards supporting SEN's electrification efforts, the National Renewable Energy Laboratory (NREL) developed a literature review of SEN electrification policy documents and conducted a series of technical capacity-building workshops with SEN and other energy sector stakeholders in Honduras focused on using NREL's open-source REopt tool to conduct techno-economic assessments and develop least-cost optimizations for potential solar + storage mini-grid systems. Building on some initial capacity building on mini-grid modeling, the National Renewable Energy Laboratory (NREL) worked with SEN to develop a detailed techno-economic assessment for electrifying two schools, a healthcare clinic, and a hospital in a hypothetical community within the department of Gracias a Dios. The analysis also evaluates the business case for cold storage productive use of energy (PUE) applications for the fisheries value chain and how the incorporation of these PUE loads potentially impacts both the viability of the PV+BESS solutions as well as local economic development. By assessing the potential for deployment of integrated PV/BESS systems to both support critical community services like education and healthcare, as well as potential for downstream enterprise and economic development, this analysis represents a first step that can help to inform specific strategies for development of pilot PV+BESS projects aligned with national priorities and sector level planning under PAUEH.

Combined Land Use of Solar Infrastructure and Agriculture for Socioeconomic and Environmental Co-Benefits in the Tropics

Solar photovoltaics (PV) are on the rise even in areas of low solar insolation. However, in developing countries with limited capital, land scarcity, or with geographically isolated agrarian communities, large solar infrastructures are often impractical. In these cases, implementation of low-density PV over existing crops may be required to integrate renewable energy services into rural communities. Here, using Indonesia as a model system, we investigated the land use, energy, greenhouse gas emissions, economic feasibility, and the environmental co-benefits associated with off-grid solar PV when combined with high value crop cultivation. The life cycle analyses indicate that small-scale dual land-use systems are economically viable in certain configurations and have the potential to provide several co-benefits including rural electrification, retrofitting diesel electricity generation, and electricity for processing agricultural products locally. A hypothetical full-density off-grid solar PV for a model village in Indonesia shows that electricity output (1907.5 GJ yr-1) is much higher than the total residential consumption (678 GJ yr-1), highlighting the opportunity to downscale the PV infrastructure by half to lower capital cost, to co-locate crops, and to support secondary income generating activities. Economic analysis shows that the 30-year net present cost of electricity from the half-density co-located PV system (12,257 million IDR) is significantly lower than that of the flat cost of diesel required to generate equivalent electricity (14,702 million IDR). Our analysis provides insights for smarter energy planning by optimizing the efficiency of land use and limiting conversion of agricultural and forested areas for energy production.

A tool for assessing demand side management and operating strategies for isolated microgrids

Globally, power system operators are exploring ways to leverage the capabilities of smart meters to implement fine-grained demand side management (DSM). Here this paper presents a new simulation tool to evaluate operating strategies for smart-meter-enabled (SME) islanded microgrids being advanced for sustainable rural electrification in emerging economies. Based on MATLAB/Simulink, the tool's component-level models of small microgrids can be easily configured. Alternative rule-based operating strategies are implemented with controllable supply and storage components as well as other components driven by external factors (e.g., weather and time of day). To account for the wide range of possible operating conditions in real-world applications, statistical metrics can be evaluated using Monte Carlo (MC) methods based on user-defined, time-dependent probability distributions for demands, supplies, and environmental variables. Features of the tool are demonstrated with case studies for a representative microgrid in rural Rwanda.

What’s stopping electric vehicle batteries from having a second life?

We face the grand challenge of a growing number of end-of-life lithium-ion batteries over the upcoming years. A recent Cell Reports Sustainability article presents a model for effective end-of-life battery management in China for rural electrification. Here, we emphasize the need for incorporating various stakeholders early in the design phase to remove the barriers to the reuse of retired batteries.

A Self-Organizing Nano Grid (SONG) for Energy Access Clusters

In this paper, a bottom-up dc Self-Organizing Nano Grid (SONG) for rural electrification at ultra-low-cost through a flexible and scalable topology is presented. The proposed nano grid requires no communication and uses dc-bus signaling to convey excess energy in the system through the bus voltage, allowing independent agents to conduct energy transactions based on their needs in a decentralized manner. Moreover, this article proposes a concept that uses a novel multi-source, multi-segment droop control strategy with demand coordination, allowing for dynamic self-balancing of the system under fluctuating operating conditions. The unique use of a surplus photovoltaic (PV) power droop mode precisely estimates energy availability to minimize load chattering that helps in stabilizing the dc-bus. In addition, this architecture uses standard dc/dc converters for a low-cost, modular, Plug and Play ( PnP ) solution with highly automated operation, enabling local assembly, operation, and maintenance by non-technical personnel. The proposed SONG concept was validated in simulation and with a 700W, laboratory-scale, custom made nano grid system. The simulation and experimental test cases show the feasibility of the SONG system by demonstrating the proposed multi-source, multi-segment droop control strategy without load chattering under varying operating conditions.

Market definition study of photovoltaic power for remote villages in developing countries

The potential market of photovoltaic systems in remote village applications in developing countries is assessed. It is indicated that photovoltaic technology is cost-competitive with diesel generators in many remote village applications. The major barriers to development of this market are the limited financial resources on the part of developing countries, and lack of awareness of photovoltaics as a viable option in rural electrification. A comprehensive information, education and demonstration program should be established as soon as possible to convince the potential customer countries and the various financial institutions of the viability of photovoltaics as an electricity option for developing countries.
