Soybean genomics research community strategic plan: A vision for 2024–2028

Abstract This strategic plan summarizes the major accomplishments achieved in the last quinquennial by the soybean [Glycine max(L.) Merr.] genetics and genomics research community and outlines key priorities for the next 5 years (2024–2028). This work is the result of deliberations among over 50 soybean researchers during a 2‐day workshop in St Louis, MO, USA, at the end of 2022. The plan is divided into seven traditional areas/disciplines: Breeding, Biotic Interactions, Physiology and Abiotic Stress, Functional Genomics, Biotechnology, Genomic Resources and Datasets, and Computational Resources. One additional section was added, Training the Next Generation of Soybean Researchers, when it was identified as a pressing issue during the workshop. This installment of the soybean genomics strategic plan provides a snapshot of recent progress while looking at future goals that will improve resources and enable innovation among the community of basic and applied soybean researchers. We hope that this work will inform our community and increase support for soybean research.

ARM Aerosol Measurement Science Group 2024 Strategic Planning Workshop Report

This report summarizes the results of the 2024 Strategic Planning Workshop conducted by the Aerosol Measurement Science Group (AMSG) for the U.S. Department of Energy (DOE) Atmospheric Radiation Measurement (ARM) User Facility. The objective of this workshop was to provide ARM facility guidance through specific recommendations relating to aerosol science for a period of five years. The AMSG primary focus of this workshop was to help advance strategic external partnership engagement for ARM’s aerosol measurement program. The workshop was held July 9-10, 2024 at the University of Utah. This was the third such workshop since the AMSG was chartered in 2015 to enhance coordination of ARM observations of aerosols and atmospheric trace gases with the needs of ARM users.

Cyber-Informed Engineering for Strategic Planning

The CIE Guide for Engaging Organizational Leadership: Board and C-Suite describes how to apply CIE at the senior-level of organizational management. This guidance integrates CIE concepts into theory and practice of guiding coalition leadership to improve permeation of CIE concepts throughout organizational culture. This guide incorporates feedback from CIE community of practice volunteers in a study of how business administrative and strategic planning and management guidance and course materials can be applied to CIE implementation throughout an organization's principles and processes. This guide defines the interests guiding senior leadership, managers and supervisors, and technicians and workers involved in creating and operating and maintaining systems, and cultural/ historical/ political assumptions or influences shaped the landscape that could facilitate or impede development of CIE. The included guidance for organizational strategic management and leadership can be imbedded into contract guidance based on the CIE implementation guide and lessons learned from industry application.

Strategic Planning for Energy-Resilient Communities

Distributed energy resources (DERs) offer flexibility and community benefits in both blue- and black-sky conditions. Outside of a power disruption, they can provide significant cost savings and reduce grid stress during times of high demand. During a disruption to the central grid, these technologies can meet critical energy needs through the use of battery storage. However, communities must consider many planning and design dimensions and tradeoffs to integrate energy systems that meet financial and resilience goals. This presentation, given at the 2026 State Energy Conference of North Carolina, defines resilience in an energy context, discusses strategies and best practices for planning resilient energy systems and sites, including resilience hubs and microgrids, highlights NLR tools and capabilities for helping communities in this space, and features successful case studies in North Carolina related to energy resilience.

Kotzebue Strategic Energy Plan

The Kotzebue Strategic Energy Plan outlines a community-driven roadmap to reduce reliance on imported diesel, lower energy costs, and build a resilient energy future for Kotzebue, Alaska. Developed in 2024-2025 through the U.S. Department of Energy’s Energy Technology Innovation Partnership Project (ETIPP), the plan was led by the Native Village of Kotzebue in collaboration with Kotzebue Electric Association, the City of Kotzebue, the Northwest Arctic Borough, NANA Regional Corporation, and regional partners.

Strategic Energy Plan: City of Key West, Florida

This Strategic Energy Plan for the city of Key West, Florida—developed through the U.S. Department of Energy’s Energy Technology Innovation Partnership Project (ETIPP)—outlines a comprehensive strategy to advance the city’s energy vision: to improve energy efficiency and independence using local energy resources to foster long-term resilience. To guide this effort, the plan is structured around four focus areas: • Energy efficiency: Reduce overall energy consumption and utility costs across municipal, residential, and commercial buildings. • Local energy generation: Increase the share of energy produced from local sources to enhance energy independence. • Resilience: Strengthen critical infrastructure and community preparedness for flooding, hurricanes, and other natural weather hazards. • Electric transportation: Support the addition of new electric vehicles (EVs) and develop reliable charging infrastructure to reduce reliance on imported fuels. ETIPP provides strategic energy planning, technical assistance, and direct funding to U.S. coastal, remote, and island communities to improve energy resilience. Key West was part of ETIPP’s fourth cohort. As a low-lying island community vulnerable to infrastructure damage due to natural weather hazards, Key West seeks to reduce its dependence on external energy and build long-term sustainability. The Strategic Energy Plan identifies specific challenges, sets clear goals, and proposes actionable opportunities with implementation timelines and key stakeholders. A baseline assessment reveals significant energy consumption in both city-owned and residential/commercial buildings, limited local energy generation, and an early-stage EV market with vulnerable charging infrastructure. The proposed solutions emphasize a multifaceted approach, leveraging both established and innovative technologies, while addressing financial, technical, and community engagement challenges. The baseline assessment provided a snapshot of current energy conditions in Key West, evidencing key challenges and opportunities across the city’s energy priorities. Building on the baseline assessment and extensive input from city staff, local stakeholders, and community partners, a set of targeted opportunities was identified to address Key West’s energy goals. Each was evaluated in terms of its potential benefits, key implementation steps, associated challenges and mitigation strategies, and the city departments and stakeholders best positioned to lead or support progress.

A SEP helps communities identify energy goals and priority projects, and outline strategies and actions to build a shared path toward their energy vision.

Energy Technology Innovation Partnership Project Strategic Energy Plan for Washington County, Maine

This Strategic Energy Plan (SEP) for Washington County, Maine was developed through the U.S. Department of Energy's Energy Technology Innovation Partnership Project (ETIPP) to address local challenges related to electricity reliability, affordability, and safety. Grounded in a "relational infrastructure" approach, the plan recognizes that improved energy outcomes depend not only on physical grid investments but also on strengthened coordination and trust between utilities and communities. Using utility-provided reliability data, public datasets, and community input, the plan identifies key risks, including vegetation-related outages, high energy burden, and vulnerability among elderly and medically dependent populations. The SEP establishes three priority areas: hazard mitigation for energy infrastructure, outage safety and emergency readiness, and energy assistance and thermal safety. It outlines community-driven actions designed to complement utility-led system improvements, including targeted outreach, municipal coordination, and expanded access to energy programs. The plan also situates local conditions within broader state policy, market dynamics, and funding opportunities. Intended as a living document, this SEP provides a scalable framework for collaborative action to improve resilience, safety, and affordability in rural energy systems.

Port Gamble S'Klallam Tribe Strategic Energy Plan

The Port Gamble S'Klallam Tribe's Strategic Energy Plan (SEP) details the outcomes and efforts of a 1.5-year Energy Technology Innovation Partnership Program (ETIPP) project. This collaboration involved the Port Gamble S'Klallam Tribe, Spark Northwest, the Pacific Northwest National Laboratory (PNNL), and the National Renewable Energy Laboratory. Project partners supported the Tribe in identifying key energy research focus areas and the Tribe's energy vision. As the technical lead on the project, PNNL led a series of research initiatives to evaluate potential pathways for the Tribe to achieve its energy goals, subsequently providing associated recommendations. The SEP offers a comprehensive analysis encompassing several critical aspects including: -The Tribe's current energy landscape -Availability of renewable resources -Potential microgrid designs, developed by Säzän Group -Critical infrastructure analysis -Electric vehicle integration -An energy workforce development framework, led by Spark Northwest The analysis results come with recommended next steps, categorized by implementation timeframe (short-term, medium-term, long-term) and priority.

Strategic Energy Plan, Town of Cranberry Isles

This report details the strategic energy plan for the Town of Cranberry Isles, Maine. This project was spearheaded by the Cranberry Isles Community Solar Association (CICSA), and supported by Island Institute and Sandia National Laboratories, in partnership with the National Laboratory of the Rockies and Versant Power. The plan details the energy vision, goals, and focus areas for the community, provides technical analysis of the current energy system, and outlines potential projects to support community energy. Throughout the energy planning process, the project team engaged with members of the community to gather input and ideas to shape the plan. The project team and Versant also completed an extensive data collection to better inform the project. Sandia National Laboratories completed baseline technical assessments and feasibility studies to better understand potential feasible options for future projects. These potential projects, high-level costs, and next steps are a key output of this report.

Strategic Energy Plan: Playa de Ponce, Ponce, Puerto Rico

Un Nuevo Amanecer Inc. (UNA), a community-based NGO (501C(3)), sought technical assistance through the U.S. Department of Energy's (DOE's) Energy Technology Innovation Partnership Project (ETIPP) to develop a strategic energy plan (SEP) for the community of Playa de Ponce on the south coast of Puerto Rico. A SEP helps communities identify energy goals and priority projects, and outline strategies and actions to build a shared path toward their energy vision. The primary goal of this SEP is to collaboratively explore pathways for the community's energy future. Researchers from the National Laboratory of the Rockies (NLR) engaged with the community for a period of seven months and facilitated a series of in-person community engagement workshops along with ETIPP regional partner Puerto Rico Hispanic Federation, UNA, and community leaders. The SEP workshops were held twice, March 18-20 and June 24-26, 2025. Through facilitated discussions, the community worked together to define and articulate a clear vision for its short-, medium-, and long-term energy goals. The workshops played a key role in identifying the specific strategies and priority projects that would best suit the needs of the community. The discussions outlined the community's energy aspirations, establishing a shared vision, setting goals, and outlining the priority actions needed to bring them to fruition. During the workshops, the community shared some of the most pressing energy challenges that they face on a regular basis, such as high energy costs that disproportionately impact an aging population and unreliable electricity during extreme weather events that result in frequent power outages. These issues have also exacerbated risks to public health and safety of the community. In response, UNA requested technical assistance through ETIPP to inform the development of a SEP tailored to Playa de Ponce to support its energy vision. This document explores four community-driven energy strategies aligned with that vision. Figure 1 shows the strategies outlined in this plan, which are categorized into three focus areas as identified by the community: energy reliability; safety and security; and stakeholder participation, education, and capacity building. This document serves as a shared roadmap for developing and implementing energy solutions that meet the needs of Playa de Ponce. It is intended to serve as a public resource for the community, UNA, and local authorities - providing tools, information and a shared foundation to inform future implementation efforts. This plan is intended to complement ongoing planning frameworks at the municipal, regional, and island-wide levels. As a living document, this SEP can evolve alongside Playa de Ponce's changing energy goals, while offering a framework to help them realize their energy vision.

Makah Tribe Strategic Energy Plan

The U.S. Department of Energy’s (DOE) Energy Transitions Initiative Partnership Project (ETIPP) connects remote and island communities, regional partners, and the DOE national laboratories to support communities as they seek to build resilience in their energy systems. The Makah Tribe faces several energy challenges, including frequent power outages and the potential for an extended outage due to an earthquake or tsunami. The Tribe joined ETIPP in 2022 to address those challenges, seeking to build energy resilience and sovereignty in the community. The Makah Tribe, Spark Northwest, the Pacific Northwest National Laboratory (PNNL), and the National Renewable Energy Laboratory (NREL) collaborated to develop a strategic energy plan as part of the second cohort of ETIPP communities. The long-term energy vision of the Makah Tribe includes increasing energy efficiency in the community, improving energy management capacity, and developing the renewable energy generation and storage sufficient to independently power the Reservation for one year. Additionally, the ETIPP team worked with Makah leadership, staff, and community members to identify a set of community priorities, values, and goals to guide energy development as the Tribe takes the incremental steps toward their vision for energy sovereignty. Those energy values include ecosystem-based management, energy sovereignty and project ownership, workforce development and capacity, economic opportunity, community wellbeing and priorities, and emergency disaster resilience. To understand what would be needed for a year for energy independence, the PNNL team conducted an assessment to determine the current energy usage of the Tribe and also modeled several scenarios for future energy use. Using the energy usage values, the team estimated how two types of renewable energy technology, specifically locally deployed solar and small-scale wind, could contribute towards the energy independence goal. The energy baseline and resource assessment produced the following key findings:

FY24 Laboratory Directed Research and Development Annual Report

The Laboratory Directed Research and Development (LDRD) program yields foundational scientific research and development (R&D) essential to growing SRNL’s core competencies, in alignment with SRNL’s Strategic Plan to provide long-term benefits to the Department of Energy (DOE), the National Nuclear Security Administration (NNSA), and other customers and stakeholders. Five strategic goals are outlined in SRNL’s strategic plan: 1) Provide applied science and engineering for EM’s active clean-up sites and LM’s post closure management sites 2) Provide science-based solutions for gaps identified in nonproliferation strategic vision and support the government in activities impacting national security 3) Lead Science, Technology & Engineering as the central technical authority for processing tritium loaded reservoirs and support production of plutonium pits 4) Align science and energy security programs by focusing modern modeling, simulation, and data analytics tools on materials engineering and performance applications 5) Build a workforce for the future

Revitalizing Canton City Schools: A Sustainable and Cost-Effective Energy Efficiency Plan

The primary objective of this project was to focus on conducting the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) Level 2 Energy Audits of all the schools/school facilities in the portfolio, and on developing a comprehensive Strategic Plan for implementing energy improvements. The overall aim of budget period 1 (BP1) was to implement Energy Audits and the Strategic Plan to provide a clear pathway to prioritize energy improvements as well as allow the district to access private sector funding (if needed) and/or tax credits and realize high-impact health and safety benefits for Budget Period 2.
