The Production of NO subscript 2 from the Photolysis of Peroxyacetyl Nitrate

PAN vapor was photolyzed at 248 nm and the NO subscript 2 photoproduct was detected by laser induced fluorescence (LIF). By comparison to the NO subscript 2 production from the photolysis of HNO subscript 3 under identical experimental conditions, we have obtained a relative quantum yield for the production of NO subscript 2. The implications of these results for atmospheric PAN chemistry will be discussed.

Community Solar Subscription Credit Considerations and Case Study

Together New Orleans (TNO) requested technical assistance through the US Department of Energy's (DOE's) National Community Solar Partnership (NCSP). The National Community Solar Partnership is a coalition of community solar stakeholders working to expand access to affordable community solar to every U.S. household and enable subscribers and their communities to realize meaningful benefits, such as reduced energy burden, increased resilience, community ownership, and equitable workforce development. TNO asked for a subject matter expert from NCSP to review the Entergy New Orleans (ENO) proposed revised Rate Schedule for Community Solar Generating Facilities. TNO requested that the proposed methodology for subscription credits for applicable residential and non-residential rate schedules be reviewed to determine the expected credit rate. The aim behind the analysis is to provide TNO and engaged stakeholders with an informed understanding of the proposed rate schedule before making decisions on the appropriate rate design for community solar (CS) subscriptions. This report is an exploration of CS subscription credit rate calculation considerations using the CS program in New Orleans as a case study. The report provides a framework for modeling CS credit rates in addition to topics that may be helpful to address when undertaking program design or rule making.

Event Driven Messaging with Role-Based Subscriptions

Event Driven Messaging with Role-Based Subscriptions (EDM-RBS) is a framework integrated into the Service Management Database (SMDB) to allow for role-based and subscription-based delivery of synchronous and asynchronous messages over JMS (Java Messaging Service), SMTP (Simple Mail Transfer Protocol), or SMS (Short Messaging Service). This allows for 24/7 operation with users in all parts of the world. The software classifies messages by triggering data type, application source, owner of data triggering event (mission), classification, sub-classification and various other secondary classifying tags. Messages are routed to applications or users based on subscription rules using a combination of the above message attributes. This program provides a framework for identifying connected users and their applications for targeted delivery of messages over JMS to the client applications the user is logged into. EDMRBS provides the ability to send notifications over e-mail or pager rather than having to rely on a live human to do it. It is implemented as an Oracle application that uses Oracle relational database management system intrinsic functions. It is configurable to use Oracle AQ JMS API or an external JMS provider for messaging. It fully integrates into the event-logging framework of SMDB (Subnet Management Database).

Managing Distributed Systems with Smart Subscriptions

We describe an event-based, publish-and-subscribe mechanism based on using 'smart subscriptions' to recognize weakly-structured events. We present a hierarchy of subscription languages (propositional, predicate, temporal and agent) and algorithms for efficiently recognizing event matches. This mechanism has been applied to the management of distributed applications.

Choosing Objectives in Over-Subscription Planning

Many NASA planning problems are over-subscription problems - that is, there are a large number of possible goals of differing value, and the planning system must choose a subset &it car! be accomplished within the limited time and resources available. Examples include planning for telescopes like Hubble, SIRTF, and SOFIA; scheduling for the Deep Space Network; and planning science experiments for a Mars rover. Unfortunately, existing planning systems are not designed to deal with problems like this - they expect a well-defined conjunctive goal and terminate in failure unless the entire goal is achieved. In this paper we develop techniques for over-subscription problems that assist a classical planner in choosing which goals to achieve, and the order in which to achieve them. These techniques use plan graph cost-estimation techniques to construct an orienteering problem, which is then used to provide heuristic advice on the goals and goal order that should considered by a planner.

Sharing the Sun: Community Solar Deployment and Subscriptions (As of January 2026)

The community solar market analysis presented here is based primarily on data collected through Sharing the Sun, an initiative of the National Community Solar Partnership+ (NCSP+). Sharing the Sun data collection and analysis are conducted by the National Laboratory of the Rockies (NLR) as part of its support for implementation of NCSP+. NLR first released a dataset of community solar projects in 2018 and updates it biannually. The January 2026 dataset, data collection methodology, and all the previous datasets are available from NLR's Data Catalog: https://data.nlr.gov/submissions/244. The dataset presents project-level information including location, capacity, operating utility, and year of interconnection. The dataset is created from multiple data sources such as utility data, public utility commissions, project developer websites, media releases, primary data collection by NLR, and data provided by developers under nondisclosure agreements. This presentation builds on a previous analysis of the community solar project dataset, Sharing the Sun: Community Solar Deployment and Subscriptions (as of June 2024). Dr. Gabriel Chan and his team at the University of Minnesota contribute to this effort. NCSP+ is led and funded by U.S. Department of Energy's Integrated Energy Systems Office (IESO).

Vibrational and rotational transitions in low-energy electron-diatomic-molecule collisions. I - Close-coupling theory in the moving body-fixed frame. II - Hybrid theory and close-coupling theory: An /l subscript z-prime/-conserving close-coupling approximation

A detailed vibrational-rotational (V-R) close-coupling formulation of electron-diatomic-molecule scattering is developed in which the target molecular axis is chosen to be the z-axis and the resulting coupled differential equation is solved in the moving body-fixed frame throughout the entire interaction region. The coupled differential equation and asymptotic boundary conditions in the body-fixed frame are given for each parity, and procedures are outlined for evaluating V-R transition cross sections on the basis of the body-fixed transition and reactance matrix elements. Conditions are discussed for obtaining identical results from the space-fixed and body-fixed formulations in the case where a finite truncated basis set is used. The hybrid theory of Chandra and Temkin (1976) is then reformulated, relevant expressions and formulas for the simultaneous V-R transitions of the hybrid theory are obtained in the same forms as those of the V-R close-coupling theory, and distorted-wave Born-approximation expressions for the cross sections of the hybrid theory are presented. A close-coupling approximation that conserves the internuclear axis component of the incident electronic angular momentum (l subscript z-prime) is derived from the V-R close-coupling formulation in the moving body-fixed frame.
