Integrated Demand Management Techport Closeout

Over the period 2016 to 2020, Integrated Demand Management (IDM) concept, procedures, and tools have been developed - first for clear-weather and a single airport constraint and then expanded to handle a multi-constraint problem during convective weather at Newark (EWR), LaGuardia (LGA) and Philadelphia (PHL) airports. The concept was evaluated in a series of human-in-the-loop simulations to confirm concept benefits in terms of better schedule predictability, reduction of delays, and increased throughput, especially during convective weather. In addition, other conditions with mixed participation of multi-trajectories from the airlines were evaluated that showed significant benefits to the individual airlines as well as the overall traffic flow. The IDM concept was initiated in the SMART-NAS project, was completed under the ATM-X project, and was developed collaboratively with the FAA and airline partners. Over the course of IDM development, NASA researchers produced 19 conference papers and publications. Outside supporting organizations, funded by IDM, produced 20 additional conference papers and publications, in which they advanced fundamental research on topics such as better stochastic traffic demand prediction, and application of machine learning techniques for modeling traffic management initiatives. Final concept procedures and tool specifications have been transferred to the FAA Air Traffic Organization Operational Concepts, Validation, and Requirements group.

Inside the Mechanics of Network Development: How Competition and Strategy Reorganize European Air Traffic

Air transport forms complex networks that can be measured in order to understand its structural characteristics and functional properties. Recent models for network growth (i.e., preferential attachment, etc.) remain stochastic and do not seek to understand other network-specific mechanisms that may account for their development in a more microscopic way. Air traffic is made up of many constituent airlines that are either privately or publicly owned and that operate their own networks. They follow more or less similar business policies each. The way these airline networks organize among themselves into distinct traffic distributions reveals complex interaction among them, which in turn can be aggregated into larger (macro-) traffic distributions. Our approach allows for a more deterministic methodology that will assess the impact of airline strategies on the distinct distributions for air traffic, particularly inside Europe. One key question this paper is seeking to answer is whether there are distinct patterns of preferential attachment for given classes of airline networks to distinct types of European airports. Conclusions about the advancing degree of concentration in this industry and the airline operators that accelerate this process can be drawn.

Automated Flight Routing Using Stochastic Dynamic Programming

Airspace capacity reduction due to convective weather impedes air traffic flows and causes traffic congestion. This study presents an algorithm that reroutes flights in the presence of winds, enroute convective weather, and congested airspace based on stochastic dynamic programming. A stochastic disturbance model incorporates into the reroute design process the capacity uncertainty. A trajectory-based airspace demand model is employed for calculating current and future airspace demand. The optimal routes minimize the total expected traveling time, weather incursion, and induced congestion costs. They are compared to weather-avoidance routes calculated using deterministic dynamic programming. The stochastic reroutes have smaller deviation probability than the deterministic counterpart when both reroutes have similar total flight distance. The stochastic rerouting algorithm takes into account all convective weather fields with all severity levels while the deterministic algorithm only accounts for convective weather systems exceeding a specified level of severity. When the stochastic reroutes are compared to the actual flight routes, they have similar total flight time, and both have about 1% of travel time crossing congested enroute sectors on average. The actual flight routes induce slightly less traffic congestion than the stochastic reroutes but intercept more severe convective weather.

Integration of Uncertain Ramp Area Aircraft Trajectories and Generation of Optimal Taxiway Schedules at Charlotte Douglas (CLT) Airport

The integration of aircraft maneuver characteristics into an optimal taxiway scheduling solution is challenging due to the uncertainties that are intrinsic to ramp area aircraft trajectories. To address the challenge, we build a stochastic model of ramp area aircraft trajectories that is used to generate a probabilistic measure of conflict within the Charlotte Douglas International Airport (CLT) ramp area. Parameters of the conflict distributions are estimated and passed to a Mixed Integer Linear Program that solves for an optimal taxiway schedule constrained to be conflict free in the presence of trajectory uncertainties. Here we extend our previous research by accounting for departing and arriving aircraft whereas our prior formulation only accounted for departing aircraft.

Optimizing Integrated Terminal Airspace Operations Under Uncertainty

In the terminal airspace, integrated departures and arrivals have the potential to increase operations efficiency. Recent research has developed geneticalgorithm- based schedulers for integrated arrival and departure operations under uncertainty. This paper presents an alternate method using a machine jobshop scheduling formulation to model the integrated airspace operations. A multistage stochastic programming approach is chosen to formulate the problem and candidate solutions are obtained by solving sample average approximation problems with finite sample size. Because approximate solutions are computed, the proposed algorithm incorporates the computation of statistical bounds to estimate the optimality of the candidate solutions. A proof-ofconcept study is conducted on a baseline implementation of a simple problem considering a fleet mix of 14 aircraft evolving in a model of the Los Angeles terminal airspace. A more thorough statistical analysis is also performed to evaluate the impact of the number of scenarios considered in the sampled problem. To handle extensive sampling computations, a multithreading technique is introduced.
