Grid Value Analysis of Medium-Voltage Back-to-Back Converter on DER Hosting Enhancement

This paper presents an analysis of the value that can be realized by medium-voltage back-to-back (MVB2B) converters in terms of the increased utilization rate of distributed energy resources (DERs) and the improvement in operational conditions. A systematic, transferrable, and scalable methodology has been designed to analyze and quantify the increased DER value from three perspectives: 1) curtailment reduction of the DER generation, 2) size reduction of the energy storage needed to otherwise realize DER hosting levels, and 3) hosting capacity improvement of the DERs compared to the base distribution circuit capability. In the case study, the proposed methodology is applied to two utility distribution systems for analysis and quantification of the grid value of the MVB2B converter, installed in the distribution circuit, and provided to the solar photovoltaic (PV) DERs. Here, the analysis results demonstrate that the MVB2B converter can deliver significant value to the PV hosting enhancement of two adjacent distribution systems when they are connected by the MVB2B converter. Based on this case study, this paper analyzes and summarizes the approximate realized grid value of the MVB2B converter for distribution systems dominated by different shares of customer classes.

Risk and value analysis of SETI

This paper attempts to apply a traditional risk and value analysis to the Search for Extraterrestrial Intelligence--SETI. In view of the difficulties of assessing the probability of success, a comparison is made between SETI and a previous search for extraterrestrial life, the biological component of Project Viking. Our application of simple Utility Theory, given some reasonable assumptions, suggests that SETI is at least as worthwhile as the biological experiment on Viking.

Present-value analysis: A systems approach to public decisionmaking for cost effectiveness

Decision makers within Governmental agencies and Congress must evaluate competing (and sometimes conflicting) proposals which seek funding and implementation. Present value analysis can be an effective decision making tool by enabling the formal evaluation of the effects of competing proposals on efficient national resource utilization. A project's costs are not only its direct disbursements, but its social costs as well. How much does it cost to have those funds diverted from their use and economic benefit by the private sector to the public project? Comparisons of competing projects' social costs allow decision makers to expand their decision bases by quantifying the projects' impacts upon the economy and the efficient utilization of the country's limited national resources. A conceptual model is established for the choosing of the appropriate discount rate to be used in evaluation decisions through the technique.

Human versus automation in responding to failures: an expected-value analysis

A simple analytical criterion is provided for deciding whether a human or automation is best for a failure detection task. The method is based on expected-value decision theory in much the same way as is signal detection. It requires specification of the probabilities of misses (false negatives) and false alarms (false positives) for both human and automation being considered, as well as factors independent of the choice--namely, costs and benefits of incorrect and correct decisions as well as the prior probability of failure. The method can also serve as a basis for comparing different modes of automation. Some limiting cases of application are discussed, as are some decision criteria other than expected value. Actual or potential applications include the design and evaluation of any system in which either humans or automation are being considered.

Applications of singular value analysis and partial-step algorithm for nonlinear orbit determination

An adaptive method in which cruise and nonlinear orbit determination problems can be solved using a single program is presented. It involves singular value decomposition augmented with an extended partial step algorithm. The extended partial step algorithm constrains the size of the correction to the spacecraft state and other solve-for parameters. The correction is controlled by an a priori covariance and a user-supplied bounds parameter. The extended partial step method is an extension of the update portion of the singular value decomposition algorithm. It thus preserves the numerical stability of the singular value decomposition method, while extending the region over which it converges. In linear cases, this method reduces to the singular value decomposition algorithm with the full rank solution. Two examples are presented to illustrate the method's utility.

Vehicle Residual Value Analysis by Powertrain Type and Impacts on Total Cost of Ownership

Vehicle depreciation is a key factor in determining the total cost of vehicle ownership and consumer purchase behavior. This report examines how light-duty-vehicle residual values have evolved over time for conventional and advanced vehicle technologies, accounting for important factors such as market segment, size class, and country of assembly. Advancements in electric vehicle technology have led to plug-in vehicles exhibiting depreciation curves similar to those of conventional vehicles. This report compares two methods for determining depreciation trends (snapshot method and time-series method) in order to identify potential impacts on calculating vehicle total cost of ownership given differing data availability.

Although plug-in vehicles have historically depreciated faster than conventional vehicles, advancements in electric vehicle technology have led to plug-in vehicles exhibiting depreciation curves similar to those of conventional vehicles. This report compares two methods for determining depreciation trends (snapshot method and time-series method) in order to identify potential impacts on calculating vehicle total cost of ownership given differing data availability.

A Climatology and Extreme Value Analysis of Large Hail in China

In this paper, hail size records are analyzed at 2254 stations in China and a hail size climatology is developed based on gridded hail observations for the period 1960–2015. It is found that the annual percentiles of hail size records changed sharply and national-wide after 1980, therefore two periods, 1960–79 and 1980–2015, are studied. There are some similarities between the two periods in terms of the characteristics of hail size such as the spatial distribution patterns of mean annual maximum hail size and occurrence week of annual maximum hail size. The 1980–2015 period had higher observation density than the 1960–79 period, but showed smaller mean annual maximum hail size, especially in northern China. In the majority of grid boxes, the annual maximum hail size experienced a decreasing trend during the 1980–2015 period. A Gumbel extreme value model is fitted to each grid box to estimate the return periods of maximum hail size. The scale and location parameter of the fitted Gumbel distributions are higher in eastern China than in western China, thereby reflecting a greater likelihood of large hail in eastern China. In southern China, the maximum hail size exceeds 127 mm for a 10-yr return period, whereas in northern China maximum hail size exceeds this threshold for a 50-yr return period. Furthermore, the Gumbel model is found to potentially underestimate the maximum hail size for certain return periods, but provides a more informed picture of the spatial distribution of extreme hail size and the regional differences.

Grid Value Analysis of Geothermal Systems for End-Use Applications

Fuel based end-uses for residential, commercial, and industrial consumers require a technology change to achieve economy-wide decarbonization. Space heating accounts for 42% of residential and 32% of commercial energy demand, much of which is currently met through carbon emitting fuels. Industrial energy use is heavily fuel based with electricity currently representing 13% of energy demand. Geothermal heat pumps (GHPs) and geothermal direct use can eliminate the need for CO2 emitting and simultaneously allow for more efficient electrification of end uses. Past work has assessed the impact on total energy costs and generation investments but did not identify specific grid services benefited. Energy usage in residential and commercial structures was assessed by leveraging data from ComStock and ResStock models. These models utilize housing attributes, occupancy patterns, weather data, and sophisticated energy simulations to generate hourly load profiles for individual buildings identified by unique IDs associated with their locations. Industrial sector energy use was evaluated using information from the Manufacturing Energy Consumption Survey (MECS) as well as plant utilization data from the US Census to estimate hourly plant operations. The change in end-use demand for electricity, natural gas, and other fuels was calculated for different technologies that could meet this need. Using the ReEDS capacity expansion model, we produce regional price profiles that capture the grid benefit associated with the amount and timing of energy shifts in the power system from the adoption of geothermal systems relative to other technologies that could meet space heating, space cooling, and process heat requirements. We find that geothermal systems for meeting end-use demand add value to the energy system. In buildings where geothermal systems increase grid costs, these values are offset by reduced fuel costs and benefits to externalities, including emissions and health impacts.

Implementing EVM Data Analysis Adding Value from a NASA Project Manager's Perspective

Data Analysis is one of the keys to an effective Earned Value Management (EVM) Process. Project Managers (PM) must continually evaluate data in assessing the health of their projects. Good analysis of data can assist PMs in making better decisions in managing projects. To better support our P Ms, National Aeronautics and Space Administration (NASA) - Marshall Space Flight Center (MSFC) recently renewed its emphasis on sound EVM data analysis practices and processes, During this presentation we will discuss the approach that MSFC followed in implementing better data analysis across its Center. We will address our approach to effectively equip and support our projects in applying a sound data analysis process. In addition, the PM for the Space Station Biological Research Project will share her experiences of how effective data analysis can benefit a PM in the decision making process. The PM will discuss how the emphasis on data analysis has helped create a solid method for assessing the project s performance. Using data analysis successfully can be an effective and efficient tool in today s environment with increasing workloads and downsizing workforces

Extreme value statistics analysis of fracture strengths of a sintered silicon nitride failing from pores

Statistical analysis and correlation between pore-size distribution and fracture strength distribution using the theory of extreme-value statistics is presented for a sintered silicon nitride. The pore-size distribution on a polished surface of this material was characterized, using an automatic optical image analyzer. The distribution measured on the two-dimensional plane surface was transformed to a population (volume) distribution, using the Schwartz-Saltykov diameter method. The population pore-size distribution and the distribution of the pore size at the fracture origin were correllated by extreme-value statistics. Fracture strength distribution was then predicted from the extreme-value pore-size distribution, usin a linear elastic fracture mechanics model of annular crack around pore and the fracture toughness of the ceramic. The predicted strength distribution was in good agreement with strength measurements in bending. In particular, the extreme-value statistics analysis explained the nonlinear trend in the linearized Weibull plot of measured strengths without postulating a lower-bound strength.

Quantification of Energy Savings and Demand Reduction for a Heat Pump Integrated with Thermal Energy Storage (Final Report)

To mitigate the variation in demand on the electric grid, thermal energy storage (TES) is an alternative to electric batteries or installing new peaking power plants. Stakeholders and policy makers across the United States have expressed interests in promoting TES, as demonstrated by the US Department of Energy’s Grid-Interactive Efficient Buildings program and the efforts of various state legislatures. However, the cost value provided by TES are unclear. If reliable cost benefits were determined, stakeholders would have a clearer picture of the financial returns that can be gained from their investment in TES. The study in this report is conducted by ORNL with collaboration with Emerson the Helix Innovation Center. In the first part of this report, EnergyPlus was used to perform whole-building simulations for two residential buildings in Indianapolis and Atlanta. The HVAC system in both buildings were equipped with phase change material TES. The TES tank was charged in off-peak hours and discharged in peak hours to perform load shifting. First, the economic value implied by existing time-of-use (TOU) rates offered by utility companies was analyzed via whole-building simulation. Second, existing demand reduction (DR) incentives sourced from 3 different electrical grid administrators (i.e., California, Texas, and New England region) were surveyed to determine their implied value. The study suggests that the traditional value analysis that focuses on ROI for the building owner significantly undervalues TES technology making economic viability difficult. A more comprehensive value analysis that includes peak demand management and deferred capital for peaking power plants shows that TES should be economically viable but here the value is greater for the utility and requires large market penetration and aggregation to fully realize the benefits. Therefore, to facilitate commercialization, new business models are needed that include a broader range of stakeholders and distribute the value of TES proportionally. In the 2 nd part of this project, the benefits of a novel phase change material (PCM) integrated heat pump configuration were evaluated via detailed component based simulation. A one-dimensional PCM heat exchanger model which discretizes the PCM tank and refrigerant tubes into small control volumes is developed. Each control volume can have different PCM temperatures, PCM properties, and heat transfer coefficients. The PCM tank is charged by a wrapped tank condenser and discharged by an internal refrigerant coil. The PCM heat exchanger model is integrated into DOE/ORNL Heat Pump Design Model for heat pump system simulation. To demonstrate the performance of the PCM integrated heat pump, a case study in Chicago was performed. A Time-of-Use utility structure-based control strategy is implemented to schedule the PCM tank charging and discharging mode switching. Compared with a conventional electric heat pump, the PCM integrated heat pump shows superior performance on load shifting and utility cost reduction. As a result, the proposed system demonstrates 24.6% utility saving for cooling application and 25.8% utility saving for heating application.

Lateral control system design for VTOL landing on a DD963 in high sea states

The problem of designing lateral control systems for the safe landing of VTOL aircraft on small ships is addressed. A ship model is derived. The issues of estimation and prediction of ship motions are discussed, using optimal linear linear estimation techniques. The roll motion is the most important of the lateral motions, and it is found that it can be predicted for up to 10 seconds in perfect conditions. The automatic landing of the VTOL aircraft is considered, and a lateral controller, defined as a ship motion tracker, is designed, using optimal control techniqes. The tradeoffs between the tracking errors and the control authority are obtained. The important couplings between the lateral motions and controls are demonstrated, and it is shown that the adverse couplings between the sway and the roll motion at the landing pad are significant constraints in the tracking of the lateral ship motions. The robustness of the control system, including the optimal estimator, is studied, using the singular values analysis. Through a robustification procedure, a robust control system is obtained, and the usefulness of the singular values to define stability margins that take into account general types of unstructured modelling errors is demonstrated. The minimal destabilizing perturbations indicated by the singular values analysis are interpreted and related to the multivariable Nyquist diagrams.
