Neutrino self-interactions: A white paper

Neutrinos are the Standard Model (SM) particles which we understand the least, often due to how weakly they interact with the other SM particles. Beyond this, very little is known about interactions among the neutrinos, i.e., their self-interactions. The SM predicts neutrino self-interactions at a level beyond any current experimental capabilities, leaving open the possibility for beyond-the-SM interactions across many energy scales. In this white paper, we review the current knowledge of neutrino self-interactions from a vast array of probes, from cosmology, to astrophysics, to the laboratory. Furthermore, we also discuss theoretical motivations for such self-interactions, including neutrino masses and possible connections to dark matter. Looking forward, we discuss the capabilities of searches in the next generation and beyond, highlighting the possibility of future discovery of this beyond-the-SM physics.

Enabling Regulatory and Business Models for Broad Microgrid Deployment (White Paper)

This white paper is one of seven being prepared for the Department of Energy (DOE) Microgrid Research & Development (R&D) program as part of a strategy development effort for the next 10 years. The seven white papers focus on the following areas: 1. Program vision, objectives, and R&D targets in 5 and 10 years, 2. T&D co-simulation of microgrid impacts and benefits, 3. Building blocks for microgrids, 4. Microgrids as a building block for the future grid, 5. Advanced microgrid control and protection, 6. Integrated models and tools for microgrid planning, designs, and operations, 7. Enabling regulatory and business models for broad microgrid deployment. This white paper is focused on Topic 7, as a sustainable regulatory and business environment for microgrid development is a foundational element for securing DOE's vision for the future role of microgrids in the U.S. electric sector. The objective of this white paper is to systematically characterize regulatory issues involved in microgrid deployment and microgrid business models, and from this evidence identify a robust and well-justified set of research recommendations for the Department of Energy Office of Electricity, informing programmatic vision, objectives and activities for the DOE Microgrid R&D Program.

GIF Gas Cooled Fast Reactor: Proliferation Resistance and Physical Protection White Paper

This white paper represents the status of Proliferation Resistance and Physical Protection (PR&PP) characteristics for the Gas-cooled Fast reactor (GFR) reference designs selected by the Generation IV International Forum (GIF) GFR System Steering Committee (SSC). The intent is to generate preliminary information about the PR&PP features of the GFR reactor technology and to provide insights for optimizing their PR&PP performance for the benefit of GFR system designers. It updates the GFR analysis published in the 2011 report “Proliferation Resistance and Physical Protection of the Six Generation IV Nuclear Energy Systems”, prepared Jointly by the Proliferation Resistance and Physical Protection Working Group (PRPPWG) and the System Steering Committees and provisional System Steering Committees of the Generation IV International Forum, taking into account the evolution of both the systems, the GIF R&D activities, and an increased understanding of the PR&PP features. The white paper, prepared jointly by the GIF PRPPWG and the GIF GFR SSC, follows the high-level paradigm of the GIF PR&PP Evaluation Methodology to investigate the PR&PP features of the GIF GFR 2400 MWth reference design. The ALLEGRO reactor is also described. The EM2 and HEN MHR reactor are mentioned. An overview of fuel cycle for the GFR reference design and for the ALLEGRO reactor are provided. For PR, the document analyses and discusses the proliferation resistance aspects in terms of robustness against State-based threats associated with diversion of materials, misuse of facilities, breakout scenarios, and production in clandestine facilities. Similarly, for PP, the document discusses the robustness against theft of material and sabotage by non-State actors. The document follows a common template adopted by all the white papers in the updated series.

Energetic Particles - microturbulence interaction thrust (EP SIWG white paper)

This white paper outlines a strategic approach to Energetic Particle (EP) research, aimed at applying the results to the future burning devices such as ITER. Our goal is to deepen the understanding of the interplay between plasma background microturbulence and diverse species of energetic ions in burning plasma devices. This strategy is poised to advance our knowledge in this crucial area of fusion science, paving the way for significant breakthroughs in plasma physics and fusion energy research. We consider the confinement of energetic ions such as auxiliary heating beams, minority ions from ICRH, and fusion product alpha particles. Recent studies have underscored the potential of EP/microturbulence interaction to enhance fusion plasma performance by stabilizing microturbulence. However, it also poses risks, such as exacerbating Alfvénic eigenmode (AE) instabilities, which could compromise the sustainability of plasma discharge by causing EP losses. The interplay between EPs and background microturbulence is evident in the phenomenon of effective pitch angle scattering, a crucial aspect of the quasilinear (QL) theory. This theory is integral to developing numerically-efficient yet comprehensive and self-consistent approaches, recently employed to investigate the relaxation of energetic particle populations in the holistic modeling of fusion-grade plasmas. The primary objectives of this white paper thrust encompass a dual focus. First is that we need to delve into the mechanisms through which microturbulence engenders effective pitch angle scattering. This investigation will entail the examination of the presence of known or self-consistently predicted spectra of modes accountable for microturbulence. In these explorations, electrostatic microturbulence serves as a logical initial stride towards achieving the trust's objectives. This endeavor is anticipated to yield formulations expressing the parametric dependencies of the effective pitch angle scattering frequency on variables such as thermal plasma electron and/or ion temperatures, as well as their respective thermal conductivities. In our second objective, we aim to delve into the intricate formation of zonal flow (ZF) structures amidst the complex interplay of microturbulence and Alfvenic eigenmodes (AEs). This endeavor poses greater challenges as we seek to unravel the macroscopic manifestations influenced by microturbulence, termed as zonal structures (ZS), stemming from microturbulence-induced ZF. Drawing from this understanding, we anticipate employing a QL approach to yield comprehensive insights into the distribution function of energetic particles (EP) within phase space. This method entails resolving the dominant multidimensional phase space diffusion processes while effectively averaging over the rapid ballistic responses. Nevertheless, substantial strides remain imperative to realize a comprehensive whole-device modeling framework. This entails meticulous verification and validation exercises against experimental observations, as well as rigorous benchmarking against theoretical frameworks and numerical simulations.

Analysis Facilities for the HL-LHC White Paper

This white paper presents the current status of the R&D for Analysis Facilities (AFs) and attempts to summarize the views on the future direction of these facilities. These views have been collected through the High Energy Physics (HEP) Software Foundation’s (HSF) Analysis Facilities forum (HSF Analysis Facilities Forum), established in March 2022, the Analysis Ecosystems II workshop (Analysis Ecosystems Workshop II), that took place in May 2022, and the WLCG/HSF pre-CHEP workshop (WLCG–HSF pre-CHEP Workshop), that took place in May 2023. The paper attempts to cover all the aspects of an analysis facility.

GIF Very High Temperature Reactor: Proliferation Resistance and Physical Protection White Paper

This report is part of a series of six white papers, prepared jointly by the Proliferation Resistance and Physical Protection Working Group (PRPPWG) and the six System Steering Committees (SSCs) and provisional System Steering Committees (pSSCs). This publication is an update to a similar series published in 2011 presenting the status of Proliferation Resistance & Physical Protection (PR&PP) characteristics for each of the six systems selected by the Generation IV International Forum (GIF) for further research and development, namely: the Sodium-cooled fast Reactor (SFR), the Very high temperature reactor (VHTR), the gas-cooled fast reactor (GFR), the Molten salt reactor (MSR) and the Supercritical water–cooled reactor (SCWR). This white paper represents the status of Proliferation Resistance and Physical Protection (PR&PP) characteristics for the Very-High-Temperature Reactor (VHTR) reference designs selected by the Generation IV International Forum (GIF) VHTR System Steering Committee (SSC). The intent is to generate preliminary information about the PR&PP features of the VHTR reactor technology and to provide insights for optimizing their PR&PP performance for the benefit of VHTR system designers. It updates the VHTR analysis published in the 2011 report “Proliferation Resistance and Physical Protection of the Six Generation IV Nuclear Energy Systems”, prepared Jointly by the Proliferation Resistance and Physical Protection Working Group (PRPPWG) and the System Steering Committees and provisional System Steering Committees of the Generation IV International Forum, taking into account the evolution of both the systems, the GIF R&D activities, and an increased understanding of the PR&PP features. The white paper, prepared jointly by the GIF PRPPWG and the GIF VHTR SSC, follows the high-level paradigm of the GIF PR&PP Evaluation Methodology to investigate the key points of PR&PP features extracted from the reference designs of VHTRs under consideration in various countries. A major update from the 2011 report is an explicit distinction between prismatic block-type VHTRs and pebble-bed VHTRs. The white paper also provides an overview of the TRISO fuel and fuel cycle. For PR, the document analyses and discusses the proliferation resistance aspects in terms of robustness against State-based threats associated with diversion of materials, misuse of facilities, breakout scenarios, and production in clandestine facilities. Similarly, for PP, the document discusses the robustness against theft of material and sabotage by non-State actors. The document follows a common template adopted by all the white papers in the updated series.

The white paper, prepared jointly by the GIF PRPPWG and the GIF SCWR SSC, follows the highlevel paradigm of the GIF PR&PP Evaluation Methodology to investigate the PR&PP features of the eight proposed GIF SCWR designs. Two small modular reactors, the Canadian SSR and the Canada/China/Europe ECC-SMART are also mentioned. An overview of the fuel cycles for the GIF designs are provided. Cyber-CHAMP White Paper

Cyber-CHAMP white paper intern school assignment. Worldwide there is a tremendous shortfall in the cybersecurity workforce. By 2021, researchers have forecasted a deficit of 3.5 million cyber professionals. As workforce capabilities diminished, the world's cybersecurity threats have continued to multiply. Industrial control systems (ICSs) and their operational technology (OT) components became more vulnerable to attack and compromise. When an ICS is compromised, attackers can cause widespread impacts on national security, public health, and safety. This capacity makes ICSs attractive targets, with 90% of surveyed OT organizations reporting a damaging cyberattack in the last two years. To address the risk to ICSs, personnel must be competent in operational best practices and the latest threats. While frameworks for information technology (IT) cybersecurity education have been developed, educational standards for OT cybersecurity are nonexistent.

White paper on light sterile neutrino searches and related phenomenology

This white paper provides a comprehensive review of our present understanding of experimental neutrino anomalies that remain unresolved, charting the progress achieved over the last decade at the experimental and phenomenological level, and sets the stage for future programmatic prospects in addressing those anomalies. It is purposed to serve as a guiding and motivational "encyclopedic" reference, with emphasis on needs and options for future exploration that may lead to the ultimate resolution of the anomalies. We see the main experimental, analysis, and theory-driven thrusts that will be essential to achieving this goal being: 1) Cover all anomaly sectors -- given the unresolved nature of all four canonical anomalies, it is imperative to support all pillars of a diverse experimental portfolio, source, reactor, decay-at-rest, decay-in-flight, and other methods/sources, to provide complementary probes of and increased precision for new physics explanations; 2) Pursue diverse signatures -- it is imperative that experiments make design and analysis choices that maximize sensitivity to as broad an array of these potential new physics signatures as possible; 3) Deepen theoretical engagement -- priority in the theory community should be placed on development of standard and beyond standard models relevant to all four short-baseline anomalies and the development of tools for efficient tests of these models with existing and future experimental datasets; 4) Openly share data -- Fluid communication between the experimental and theory communities will be required, which implies that both experimental data releases and theoretical calculations should be publicly available; and 5) Apply robust analysis techniques -- Appropriate statistical treatment is crucial to assess the compatibility of data sets within the context of any given model.

The CosmoVerse White Paper: Addressing observational tensions in cosmology with systematics and fundamental physics.

The standard model of cosmology has provided a good phenomenological description of a wide range of observations both at astrophysical and cosmological scales for several decades. This concordance model is constructed by a universal cosmological constant and supported by a matter sector described by the standard model of particle physics and a cold dark matter contribution, as well as very early-time inflationary physics, and underpinned by gravitation through general relativity. There have always been open questions about the soundness of the foundations of the standard model. However, recent years have shown that there may also be questions from the observational sector with the emergence of differences between certain cosmological probes. In this White Paper, we identify the key objectives that need to be addressed over the coming decade together with the core science projects that aim to meet these challenges. These discordances primarily rest on the divergence in the measurement of core cosmological parameters with varying levels of statistical confidence. These possible statistical tensions may be partially accounted for by systematics in various measurements or cosmological probes but there is also a growing indication of potential new physics beyond the standard model. After reviewing the principal probes used in the measurement of cosmological parameters, as well as potential systematics, we discuss the most promising array of potential new physics that may be observable in upcoming surveys. We also discuss the growing set of novel data analysis approaches that go beyond traditional methods to test physical models. These new methods will become increasingly important in the coming years as the volume of survey data continues to increase, and as the degeneracy between predictions of different physical models grows. There are several perspectives on the divergences between the values of cosmological parameters, such as the model-independent probes in the late Universe and model-dependent measurements in the early Universe, which we cover at length. The White Paper closes with a number of recommendations for the community to focus on for the upcoming decade of observational cosmology, statistical data analysis, and fundamental physics developments.

White Paper: Scalable Digital Twin Capabilities for Aging and Surveillance of Engineered Systems

This white paper presents a multi-year initiative to develop practical, secure, and scalable digital twin capabilities for engineered systems in aging and surveillance contexts—an approach pioneered at the National Nuclear Security Administration (NNSA) Lawrence Livermore National Laboratory (LLNL) that maps directly onto the needs and ambitions of the Navy for ship- and fleet-level digital twins. LLNL’s work in building part- and process-level digital twins for advanced manufacturing, with a vision to scale up to entire factory floors and, ultimately, enterprise-wide digital twins, offers an adaptable pathway for the Navy as it seeks to modernize lifecycle management, readiness, and predictive maintenance across ships and fleets. For our application, we integrate physics-based modeling with automated data ingestion, processing, and AI-driven calibration, creating hybrid models that are both interpretable and data responsive. We modernized legacy workflows, established centralized data infrastructure, automated experimental pipelines, and demonstrated end-to-end coupling of accelerated aging data with finite element simulations via optimization and surrogate modeling. The result is a generalizable framework that supports part-level digital twins today and lays the groundwork for future system-level twins suitable for Navy applications.

Snowmass2021 Cosmic Frontier CF6 White Paper: Multi-Experiment Probes for Dark Energy - Transients

This invited Snowmass 2021 White Paper highlights the power of joint-analysis of astronomical transients in advancing HEP Science and presents research activities that can realize the opportunities that come with current and upcoming projects. Transients of interest include gravitational wave events, neutrino events, strongly-lensed quasars and supernovae, and Type~Ia supernovae specifically. These transients can serve as probes of cosmological distances in the Universe and as cosmic laboratories of extreme strong-gravity, high-energy physics. Joint analysis refers to work that requires significant coordination from multiple experiments or facilities so encompasses Multi-Messenger Astronomy and optical transient discovery and distributed follow-up programs.

DOE OE 2021 Strategy White Papers on Microgrids: Program Vision, Objectives, and R&D Targets in 5 and 10 years–Topic Area #1

This white paper describes the program vision, objectives, and R&D targets in 5 to 10 years for the Department of Energy (DOE) Office of Electricity (OE) Microgrid R&D Program. The vision is to facilitate the nation’s transitions to (1) a more resilient and reliable, (2) more decarbonized electricity infrastructure, in which (3) microgrids have a reduced cost to implement. This strategy is developed in the context that the United States’ electricity delivery system is becoming more distributed in nature. The electricity generation capacity in 10 years may be 30-50% distributed energy assets.

A lattice QCD perspective on weak decays of $b$ and $c$ quarks Snowmass 2022 White Paper

Lattice quantum chromodynamics has proven to be an indispensable method to determine nonperturbative strong contributions to weak decay processes. In this white paper for the Snowmass community planning process we highlight achievements and future avenues of research for lattice calculations of weak $b$ and $c$ quark decays, and point out how these calculations will help to address the anomalies currently in the spotlight of the particle physics community. With future increases in computational resources and algorithmic improvements, percent level (and below) lattice determinations will play a central role in constraining the standard model or identifying new physics.

How to Read the Snowmass White Papers on Power Dynamics in Physics, Informal Socialization in Physics Training, and Policing and Gatekeeping in STEM

The Community Engagement Frontier presents this set of three white papers, as part of Snowmass 2021. These papers address critical issues -- Power Dynamics in Physics, Informal Socialization in Physics Training, and Policing and Gatekeeping in STEM -- that make significant impacts on the experiences of the people who work in and learn particle physics. In this introductory document, we present crosscutting concepts that appear in each paper, and some advice on how to manage readers' responses to the contents. We expect that you will learn something new here. We hope that whatever you encounter, you will be energized to increase justice in this discipline we all love.
