Qualitative and Quantitative Evaluation for Representative Human Reliability Analysis Methods

The Korea Institute of Nuclear Safety (KINS) is the regulatory expert organization established by the Korean government to strengthen the nation’s technical capabilities relating to nuclear safety regulation. KINS oversees the technical aspects of nuclear safety regulation, including safety reviews, inspections, education, and safety research—all conducted based on technical knowledge and accumulated regulatory experience. In 2023, KINS requested that Idaho National Laboratory (INL) validates representative human reliability analysis (HRA) methods used throughout the world, thus affording KINS with a basis for determining an HRA method adequate for its domestic regulatory purposes. The present paper mainly examines INL’s efforts in this regard. The resulting INL study covered four representative HRA methods widely used by nuclear utilities and regulatory institutes. These methods were qualitatively evaluated by applying specific evaluation criteria and determining how well each method reflected critical HRA issues. For this assessment, INL benchmarked the Halden International HRA Empirical Study. Using the Halden empirical data, along with information on human failure events (HFEs), the present study employed the selected HRA methods to estimate human error probabilities (HEPs) for the HFEs. It also performed statistical analyses to compare the HEPs predicted via the HRA methods against those from the Halden empirical data.

Incorporating A Risk-Informed, Performance-Based Concept into Nuclear Fuel and Materials Development for Advanced Reactors

The NRC’s regulatory concept for advanced reactors under 10 CFR Part 53 promotes the use of an RIPB concept. RIPB is usually referenced as a general, overarching concept. This paper is focused on how to, and if it would be worthy to, incorporate an RIPB concept into nuclear fuel and materials development for advanced reactors. This paper proposes three potential RIPB applications for nuclear fuel and materials development, including RIPB test matrix development, RIPB test matrix reduction, and RIPB design optimization. This paper discusses the projected benefits from incorporating RIPB in reducing development timeline, cost, and regulatory risk.

Applying AI/ML Techniques to U.S. Nuclear Operating Experience Program

Idaho National Laboratory (INL) has provided technical assistance to the U.S. Nuclear Regulatory Commission (NRC) in reliability and risk analysis including the operating experience (OpE) program since the 1980s. The U.S. nuclear OpE program provides input parameters to the NRC Standardized Plant Analysis Risk models and the industry probabilistic risk assessment (PRA) models. While earlier PRA focuses were on at-power, internal event analysis, the risks from external hazards and during low power shutdown (LPSD) operation could be significant and the needs to develop LPSD PRA and external hazards PRA are on the rise. One issue in developing LPSD PRA is the reasonable estimation of shutdown initiative event (SDIE) frequencies. INL has developed and is maintaining an SDIE database for the NRC. However, this database is based on the reviewing of Licensee Event Reports (LERs), which is believed to be only a subset of “actual” shutdown initiating events occurred in the industry. This paper investigates a new approach to identify and characterize shutdown initiating events from the Institute of Nuclear Power Operations (INPO) industry database using machine learning techniques. The main process in this approach is to find out the relationship between key words in event descriptions and the SDIE categories as in the NRC SDIE database. The relationship can then be applied to the INPO database and search for SDIEs.

Enhanced Component Performance Study: Emergency Diesel Generators 1998–2022

This report presents an enhanced performance evaluation of the emergency power system (EPS) and high-pressure core spray (HPCS) emergency diesel generators (EDGs) at U.S. commercial nuclear power plants. This report evaluates component performance over time using (1) Institute of Nuclear Power Operations (INPO) Industry Reporting and Information System (IRIS) data from 1998 through 2022 and (2) maintenance unavailability performance data from Mitigating Systems Performance Index (MSPI) Basis Document data from 2002 through 2022. The objective is to show estimates of current failure probabilities and rates related to EDGs, trend these data on an annual basis, determine if the current data are consistent with the probability distributions currently recommended for use in Nuclear Regulatory Commission (NRC) probabilistic risk assessments, show how the reliability data differ for different EDG manufacturers and for EDGs with different ratings; and summarize the subcomponents, causes, detection methods, and recovery associated with each EDG failure mode. The EDG failure modes considered are fail to start (FTS), fail to load and run (FTLR), and fail to run after one hour of operation (FTR>1H). Engineering analyses were performed with respect to time-period and failure mode without regard to the actual number of EDGs at each plant. The factors analyzed include subcomponent, failure cause, detection method, recovery, manufacturer, and EDG rating. The following increasing trends were identified for EDGs for the most recent 10-year period: (1) HPCS EDG FTS failure probability, (2) EPS and HPCS EDG frequency of start demands (demands per reactor year), and (3) EPS and HPCS EDG frequency of FTLR demands. The following decreasing trends were identified for EDGs for the most recent 10-year period: (1) EPS EDG FTS failure probability, (2) EPS EDG FTLR failure probability, (3) EPS EDG unavailability, and (4) EPS and HPCS EDG frequency of FTLR events (failures per reactor year).

Enhanced Component Performance Study: Motor Driven Pumps 1998–2022

This report presents an enhanced performance evaluation of motor-driven pumps (MDPs) at U.S. commercial nuclear power plants. The data used in this study are based on the operating experience failure reports from calendar year 1998 through 2022 as reported in the Institute of Nuclear Power Operations (INPO) Industry Reporting and Information System (IRIS). The component reliability estimates and the reliability data are trended for the most recent 10-year period while yearly estimates for reliability are provided for the entire study period. The following increasing trends were identified for MDPs for the most recent 10-year period: (1) Standby MDP frequency of start demands (demands per reactor year), (2) Standby MDP frequency of FTR=1H hours (hours per reactor year), (3) Standby MDP frequency of FTR>1H hours, and (4) Normally running MDP frequency of run hours. The following decreasing trends were identified for MDPs for the most recent 10-year period: (1) Standby MDP FTR=1H failure probability, (2) Normally running MDP FTR failure rate, (3) Standby MDP unavailability, (4) Standby MDP total unreliability (8-hour mission), and (5) Normally running MDP total unreliability (8-hour mission).
