Abstract

A summary of updates to the electricity bill calculator in the most recent version of the System Advisor Model including changing the true-up month and new compensation options for metering and billing. Also included a preview of features in the upcoming release, such as billing demand for energy charges.

Distribution System Behind-the-Meter DERs: Estimation, Uncertainty Quantification, and Control

This paper summarizes the three-year technical activities of the IEEE Task Force (TF) on behind-the-meter (BTM) distributed energy resources (DERs): estimation, uncertainty quantification, and control. The potential grid services from BTM DERs are discussed in detail. The paper also reviews the state-of-the-art for BTM DERs visibility, uncertainty quantification, and, optimization and control. Optimal Storage Response to Utility Tariff Structures and Potential Use of Capacity Charges

Energy storage is increasingly being deployed in behind-the-meter use cases, partially in response to falling lithium-ion prices and new utility tariff structures. Utilities are grappling with new tariff design in the presence of distributed energy resources (DER), trying to motivate, fairly price the contribution of, and, in some cases, discourage, certain operation of DER. There are opportunities for energy storage under emerging tariff structures, but utility net load management objectives for storage remain unclear. Diverse tariff structures motivate the use of energy storage to provide one or a combination of: energy arbitrage, energy shifting, solar self-consumption, and import shaving. This paper formulates a linear optimization to demonstrate the optimal storage tariff response, examining customer net load metrics under diverse utility tariff structures, such as time-of-use, net metering, feed-in tariffs, zero export tariffs, and demand charges. A key contribution of this paper is the introduction and examination of a capacity charge as mechanism that can both motivate reductions in both peak import, and exports, along with greater load levelling.

Grid Edge Visibility: Gaps and a Road Map

Behind-The-Meter (BTM) resources at the grid edge are rapidly becoming an important component of the electric grid, requiring a substantial reconfiguration of traditional grid practices, such as policy changes, market redesign, and infrastructure upgrades. This adjustment is challenged by the fact that, by definition, grid edge elements are not easily observable by grid control entities. Increasing the visibility of these resources is therefore an important goal, one that is experiencing much research and discussion by various power system stakeholders. For example, policy makers are analyzing the tradeoffs of using grid edge meters to impose charges on grid edge electricity generation. System operators, such as the Midcontinent Independent System Operator (MISO) in the United States, can identify visibility information on the electrical location and the size of the grid edge resources as a critical consideration across the transmission-and-distribution (T&D) spectrum. This article summarizes the challenges and needs of grid entities resulting from the introduction of grid edge resources as well the gaps in the extant grid edge visibility frameworks.
