Abstract

The Joint Office of Energy and Transportation (Joint Office), in partnership with the Federal Highway Administration (FHWA), National Renewable Energy Laboratory (NREL), the Federal Transit Administration (FTA), and the Environmental Protection Agency (EPA), provides free technical assistance on the planning, deployment, operation, and maintenance of a national network of electric vehicle chargers, zero-emission fueling infrastructure, and zero-emission transit and school buses. This help sheet shares how technical assistance can support stakeholders.

An On-Demand Electric Transit Case Study of New Rochelle, New York

This work explores the extent to which an on-demand mobility service utilizing lightweight electric vehicles (EVs) provides community and sustainability benefits in New Rochelle, New York. Travel and survey data from September 2019 through 2023 are used to describe the system and estimate impacts on travelers. The system was found to be used more by women (nearly 60%) and younger demographics (>65% under the age of 42), with peak use in the middle of the day and a grocery store as a top origin and destination. The service is utilized primarily for short trips (86% under 2 miles), and the small, right-sized EVs have carbon dioxide emissions associated with charging the fleet that are roughly one-quarter of the fleet emissions of conventional hybrid vans and nearly 50 times less than a fleet of diesel buses. Mapping current socio-spatial dynamics of travel demand can inform equity performance, as well as assist future planning and service area development and possible extensions to similar smaller, lower-density environments that are nearby and connected to major metropolitan areas. The findings in this case study suggest on-demand electric transit may be a significant and growing space for advancing clean and highly valued public mobility services. Sustainable public transport interventions that consider right-sized, electric, on-demand vehicles can help achieve improved accessibility and reduce energy use and greenhouse gas emissions. Example Alternative Compliance Annual Report: EPAct State and Alternative Fuel Provider Fleet Program User Guide

The U.S. Department of Energy developed an electronic reporting spreadsheet to facilitate fleets' preparation of a complete Alternative Compliance (AC) annual report. All fleets that participate in AC are encouraged to use the spreadsheet. The following examples include one AC annual report that uses the spreadsheet and one AC annual report that does not use the spreadsheet. Both examples include all components that must be included in a fleet's AC annual report. For further instructions on how to use the reporting spreadsheet, review the Alternative Compliance Guidance Document.

Guidance on EPAct section 707 Emergency Repair and Restoration Vehicle Exclusions: EPAct State and Alternative Fuel Provider Fleet Program Guidance Document

Section 707 of the Energy Policy Act of 2005 (EPAct 2005) amended section 301(9)(E) of EPAct 1992 by adding to the list of vehicles excluded from the definition of "fleet" a new subcategory of emergency motor vehicles, i.e., "vehicles directly used in the emergency repair of transmission lines and in the restoration of electricity service following power outages, as determined by the Secretary." Like other excluded vehicles, these light-duty vehicles (LDVs) do not count (1) when determining whether a fleet is covered under the U.S. Department of Energy's (DOE) State and Alternative Fuel Provider Fleet Program (Program), and (2) for fleets that are covered under the Program, when calculating annual alternative fuel vehicle (AFV)-acquisition requirements. If AFV models of excluded vehicles are acquired, however, a fleet may count them toward their acquisition requirement by including them in the calculation of the number of AFVs acquired.
