Broadband, High Efficiency OMT in E-Band

A high-performance, broadband E-Band orthomode transducer (OMT) was designed and fabricated for a dedicated frequency converter. Cross-polarized signals between 71 and 86 GHz, received in a TE 11 mode circular waveguide needed to be split into separate horizontal and vertical polarization channels. The purpose of the OMT is to service the 71–76 and 81–86 GHz licensed communication bands. The main goal of OMT design is maximized transmission across the design bandwidth. Every fraction of a dB lost before the first low noise amplifier is a direct loss in SNR for the overall system. Several different design approaches were simulated, and several OMT’s and ancillary components were built and tested. In the end, practical limitations determined the final path of the completed device. The final product performed several tenths of a dB better than commercially available devices and better than most reported in academic literature. Lessons learned included which construction techniques worked and did not work, as well as what compromises are acceptable.

SPRUCE Plot-Level Water Table Data Assessments for Absolute Elevations and Height with Respect to Mean Hollows Beginning in 2015

This data set provides a record of the half-hourly automated water table depth data collected for 12 SPRUCE plots (4, 6, 7, 8, 10, 11, 13, 14, 16, 17, 19, 20, and 21) beginning during deep peat heating (DPH) in 2015 and continuing throughout the whole ecosystem warming (WEW) manipulations for the SPRUCE Project (Hanson et al. 2017). The data currently cover 2015-05-12 through 2024-12-31 and will be updated periodically throughout the duration of the SPRUCE project. Also provided are daily plot normalized data for water table depths with respect to mean hollow locations within each plot. The hollow referenced data provide the basis for the intercomparison of peat saturation or aeration across treatment plots. A limited data set for manual water table observations made periodically from 2015-2022 are also provided as a reference to the plot center automated observations. In August 2015, WEW was initiated at 5 warming levels (+0, +2. +4.5, +6.75 and +9 °C) with 2 plots per warming level. DPH measurements were underway before the initiation of WEW heating treatments and both are expected to operate through 2025. Elevated CO2 treatments were added in June 2016 (Enclosures 4, 10, 11, 16 and 19). All measurements were made at the 8.1-ha S1 bog forest site in northern Minnesota, 40 km north of Grand Rapids, in the USDA Forest Service Marcell Experimental Forest (MEF). This dataset contains three data files in comma separated (*.csv) format.

A Service Portal for the Integrated SCaN Network

The Space Communication and Navigation (SCaN) program office owns the assets and services provided by the Deep Space Network (DSN), Near Earth Network (NEN), and Space Network (SN). At present, these individual networks are operated by different NASA centers--JPL for DSN--and Goddard Space Flight Center (GSFC) for NEN and SN--with separate commitments offices for each center. In the near future, SCaN's program office would like to deploy an integrated service portal which would merge the two commitments offices with the goal of easing the task of user planning for space missions requiring services of two or more of these networks. Following interviews with subject matter experts in this field, use cases were created to include the services and functionality mission users would like to see in this new integrated service portal. These use cases provide a guideline for a mock-up of the design of the user interface for the portal. The benefit of this work will ease the time required and streamline/standardize the process for planning and scheduling SCAN's services for future space missions.

Onorbit electron beam welding experiment definition

The proposed experiment design calls for six panels to be welded, each having unique characteristics selected to yield specific results and information. The experiment is completely automated and the concept necessitated the design of a new, miniaturized, self-contained electron beam (EB) welding system, for which purpose a separate IR and D was funded by the contractor, Martin Marietta Corporation. Since future tasks beyond the proposed experiment might call for astronauts to perform hand-held EB gun repairs or for the gun to be interfaced with a dexterous robot such as the planned flight telerobotic servicer (FTS), the EB gun is designed to be dismountable from the automated system. In the experiment design, two separate, identical sets of weld panels will be welded, one on earth in a vacuum chamber and the other onorbit in the aft cargo bay of an orbiter. Since the main objective of the experiment is to demonstrate that high quality welds can be achieved under onorbit conditions, the welds produced will be subjected to a wide range of discriminating non-destructive Q.C. procedures and destructive physical tests. However, advantage will be taken of the availability of a fairly large quantity of welded material in the two series of welded specimens to widen the circle of investigative talent by providing material to academic and scientific institutions for examination.

QoS-aware edge AI placement and scheduling with multiple implementations in FaaS-based edge computing

Resource constraints on the computing continuum require that we make smart decisions for serving AI-based services at the network edge. AI-based services typically have multiple implementations (e.g., image classification implementations include SqueezeNet, DenseNet, and others) with varying trade-offs (e.g., latency and accuracy). The question then is how should AI-based services be placed across Function-as-a-Service (FaaS) based edge computing systems in order to maximize total Quality-of-Service (QoS). To address this question, we propose a problem that jointly aims to solve (i) edge AI service placement and (ii) request scheduling. These are done across two time-scales (one for placement and one for scheduling). Here we first cast the problem as an integer linear program. We then decompose the problem into separate placement and scheduling subproblems and prove that both are NP-hard. We then propose a novel placement algorithm that places services while considering device-to-device communication across edge clouds to offload requests to one another. Our results show that the proposed placement algorithm is able to outperform a state-of-the-art placement algorithm for AI-based services, and other baseline heuristics, with regard to maximizing total QoS. Additionally, we present a federated learning-based framework, FLIES, to predict the future incoming service requests and their QoS requirements. Our results also show that our FLIES algorithm is able to outperform a standard decentralized learning baseline for predicting incoming requests and show comparable predictive performance when compared to centralized training.

Rapidly Viable Sustained Grid

Rapid recovery of power flow, possibly after a blackout, is a crucial need arising in scenarios that are increasingly becoming more frequent; here, solutions for rapid viability of power while the grid is being restored are urgently needed to keep critical infrastructure (CI) online. Increasingly, after the initial recovery phase, sustenance of reliable power requires assistive services to the grid for long periods of time. Even though the need is urgent, there is only sparse effort present toward a comprehensive framework/strategy for making power rapidly viable with an emphasis on sustained grid ancillary services; which is the focus of this proposal. The proposed concept envisions four phases. In the first phase, when a large portion of power is disrupted (see Figure 1(a)), emphasis is on bringing CI online with the objective of maximizing the time horizon of power viability using resources available at the CI. In the second phase (Figure 1(b)), neighborhood resources are tightly coordinated that forms the CI’s central-core (CC) to provide guaranteed viability of CI over a longer horizon. In the third phase, self-organizing power networks are expanded in a distributed layer supporting the central-core (Figure 1(c)). In the fourth phase, separate CI-networks coalesce and are controlled in a coordinated fashion to provide grid ancillary services (AS), such as primary frequency control and enhancing grid resiliency. With time, system efficiencies and penetration of renewables increase, while the time-horizon of guaranteed sustenance of CI is maximized. Under proposed work, the concept will be instantiated with a focus on medical centers as CI. Comprehensive power hardware in the loop strategies and emulated field tests will guide and validate devised solutions. A strong T2M effort to commercialize resulting technology is outlined. The proposed technology will be transformative for the grid. It will fundamentally change the way large contingencies are managed where power systems and critical infrastructure transition from being fragile to being robust using intelligent, self-organizing control for coordinating resources, enhanced resiliency and use of sustainable energy sources.

Efficient spacecraft formationkeeping with consideration of ballistic coefficient control

The extent to which drag can be used to enhance retrieval and servicing of platforms in the Space Staion environment is investigated for the case when separations on the order of several hundred or even thousands of kilometers occur over extended, but predefined, periods of time. The nature of the problem is formulated, the analytical tools used are described, and the mathematical foundation of the analysis is presented. Results are reported for the cases of formation flying cycles without ballistic coefficient control, formation flying with controlled relative decay, and the effects of varying solar activity.

The role of the Consultative Committee on International Radio (CCIR) in time and frequency

The Consultative Committee on International Radio (CCIR) is a technical advisory group that, within the International Telecommunications Union (ITU), provides formal recommendations, technical advice, and technical information related to the allocation and use of the radio spectrum. The CCIR does its work through a number of separate study groups, each of which deals primarily with one or more radio based services recognized by the ITU. One of these, Study Group 7, is called 'Science Services' and deals with, among other things, time and frequency services, and related topics. This part of CCIR is probably best known for its development and implementation of the UTC time system in 1972. The U.S. National Administration develops proposed recommendations and provides other technical input to the CCIR through an organization of U.S. Study Groups that parallel those functioning internationally. Both the private and government sectors participate actively under the general oversight of the U.S. State Department and its U.S. CCIR National Committee. Current and projected future activities of U.S. and international Study Group 7 are described, including some examples of current recommendations, handbooks, and other documentation that might be useful for working with time and frequency applications.

Distributed scheduling with COMPASS

COMPASS (COMPuter Aided Scheduling System) is a sophisticated, interactive scheduling tool used within NASA. Like most existing tools, however, COMPASS is a single-user application. There is a large class of scheduling problems which may be better solved by allowing several people at various locations to build separate schedules with shared resources. DISCORS (DIStributed COmputer Resource Scheduling) is a set of services which support a distributed version of COMPASS. This architecture naturally accommodates the integration of user-defined resource models without modifying COMPASS. DISCORS services include the ability to establish and manage communications, to code messages in efficient formats, to provide fault detection and recovery, and to configure schedulers across a network. In its present form, DISCORS effectively supports distributed COMPASS, but fails to run fast and to guarantee efficient schedules. Further enhancements may allow several users to simultaneously and interactively work together to create complex schedules while COMPASS detects and coordinates the resolution of conflicting requests.

Frequency Reuse, Cell Separation, and Capacity Analysis of VHF Digital Link Mode 3 TDMA

The most recent studies by the Federal Aviation Administration (FAA) and the aviation industry have indicated that it has become increasingly difficult to make new VHF frequency or channel assignments to meet the aviation needs for air-ground communications. FAA has planned for several aggressive improvement measures to the existing systems, but these measures would not meet the projected voice communications needs beyond 2009. FAA found that since 1974 there has been, on the average, a 4 percent annual increase in the number of channel assignments needed to satisfy the air-ground communication traffic (approximately 300 new channel assignments per year). With the planned improvement measures, the channel assignments are expected to reach a maximum number of 16615 channels by about 2010. Hence, the FAA proposed the use of VDL Mode 3 as a new integrated digital voice and data communications systems to meet the future air traffic demand. This paper presents analytical results of frequency reuse; cell separation and capacity estimation of VDL Mode 3 TDMA systems that FAA has planned to implement the future VHF air-ground communications system by the year 2010. For TDMA, it is well understood that the frequency reuse factor is a crucial parameter for capacity estimation. Formulation of this frequency reuse factor is shown, taking into account the limitation imposed by the requirement to have a sufficient Signal to Co-Channel Interference Ratio. Several different values for the Signal to Co-Channel Interference Ratio were utilized corresponding to the current analog VHF DSB-AM systems, and the future digital VDL Mode 3. The required separation of Co-Channel cells is computed for most of the Frequency Protected Service Volumes (FPSV's) currently in use by the FAA. Additionally, the ideal cell capacity for each FPSV is presented. Also, using actual traffic for the Detroit air space, a FPSV traffic distribution model is used to generate a typical cell for channel capacity prediction. Such prediction is useful for evaluating the improvement of future VDL Mode 3 deployment and capacity planning.

How Successful Site Preparation Work at a Large, Commercial, Hazardous and Toxic Waste Site Can Benefit DOE Cleanup Projects - 18111

Jacobs recently completed site preparation work supporting the private commercial development of a world-scale petrochemical complex (an 'ethylene cracker' to produce the primary building block for many forms of plastic) in Monaca, Pennsylvania - the first major U.S. project of its kind outside the Gulf Coast region in 20 years and one of the largest (multi-billion dollar) construction projects in the eastern U.S. Prior to beginning construction on the petrochemical complex, the site's previous large, industrial zinc smelter operations had to be decommissioned and the facilities had to be removed. During the previous 80 years, the smelting operations at the site were used to produce zinc, lead, mercury, and sulfuric acid (a by-product of smelting). The smelting operations left landfills and industrial soil over a large area that had to be removed or closed under regulatory review to allow development across the 81,000 m{sup 2} (200-acre) industrial site located near a major river and local populations. In order to meet Pennsylvania's site-specific Land Recycling Program (commonly referred to as 'Act 2') legislative requirements, the direct contact pathway for landfill soil and slag was removed or mitigated. The site preparation work, or 'Early Works', started in January 2015. As the selected Early Works overall Engineering, Procurement, and Construction Management (EPCM) contractor, Jacobs performed the front end engineering and design. Subsequently, Jacobs had overall responsibility for procurement, construction management, health and safety, quality, security, and environmental services for the entire site and all contractors. The Early Works project included eight separate work scope packages: 1) Site Preparation, 2) Site Development, 3) Marine Works, 4) Rail Works, 5) Road Works and Offsite Utilities, 6) Site Security, 7) Construction Facilities, and 8) High Voltage Line Relocation. The Early Works scope was successfully completed in 2017. The challenges faced by this privately funded commercial project have much in common with large DOE and government construction projects. This paper explores lessons learned from the project and compares how project challenges were addressed on this private commercial project with those anticipated at large DOE/government construction and remediation sites, particularly those in the areas of Safety, Logistics, Infrastructure, and Stakeholder Involvement. The identification of best practices demonstrated on this successful project are shared for the purpose of bringing outside, commercial perspectives to ongoing or planned DOE/government construction projects. Achieving QoS for Aeronautical Telecommunication Networks over Differentiated Services

Aeronautical Telecommunication Network (ATN) has been developed by the International Civil Aviation Organization to integrate Air-Ground and Ground-Ground data communication for aeronautical applications into a single network serving Air Traffic Control and Aeronautical Operational Communications. To carry time critical information required for aeronautical applications, ATN provides different Quality of Services (QoS) to applications. ATN has therefore, been designed as a standalone network which implies building an expensive separate network for ATN. However, the cost of operating ATN can be reduced if it can be run over a public network such as the Internet. Although the current Internet does not provide QoS, the next generation Internet is expected to provide QoS to applications. The objective of this paper is to investigate the possibility of providing QoS to ATN applications when it is run over the next generation Internet. Differentiated Services (DiffServ), one of the protocols proposed for the next generation Internet, will allow network service providers to offer different QoS to customers. Our results show that it is possible to provide QoS to ATN applications when they run over a DiffServ backbone.

Operational Improvements From the Automatic Dependant Surveillance Broadcast In-Trail Procedure in the Pacific Organized Track System

The Federal Aviation Administration's Surveillance and Broadcast Services Program has supported implementation of the Automatic Dependant Surveillance Broadcast (ADS-B) In-Trail Procedure (ITP) on commercial revenue flights. ADS-B ITP is intended to be used in non-radar airspace that is employing procedural separation. Through the use of onboard tools, pilots are able to make a new type of altitude change request to an Air Traffic Service Provider (ATSP). The FAA, in partnership with United Airlines, is conducting flight trials of the ITP in revenue service in the Pacific. To support the expansion of flight trials to the rest of the US managed Pacific Airspace Region, a computerized batch study was conducted to investigate the operational impacts and potential benefits that can be gained through the use of the ITP in the Pacific Organized Track System (PACOTS). This study, which simulated the Oakland managed portion of the PACOTS, suggests that potential benefits in the PACOTS are significant with a considerable increase in time spent at optimum altitude and associated fuel savings.

Explorer Platform on-orbit servicing operations

Explorer Platform development and capabilities are outlined. The Explorer Platform extends the user provisions of the Multimission Modular Spacecraft to include power generation and distribution and on-orbit exchange of payload modules. The platform can be integrated with its payload and launched on an expendable launch vehicle or it can be carried separately from its payload on the Space Shuttle and assembled with its payload on-orbit. Later Shuttle flights can revisit the Platform to perform servicing or payload exchange. This capability to support several payloads in succession allows costs to be shared by several users over the 10 yr life of the platform.
