Development of Dry Cask Risk Tools

The Nuclear Regulatory Commission (NRC) has repeatedly expressed a desire to increase the use of risk in its decision-making. The Probabilistic Risk Assessment (PRA) Policy Statement published in 1995 formalized the Commission’s commitment to risk-informed regulation through the expanded use of PRA. While a great deal of work has been done to incorporate risk insights into the regulatory framework for at-power nuclear reactors. Far less progress has been made to risk inform the dry-casks and nuclear waste transportation areas of the nuclear fuel cycle. INL was tasked with incorporating the information from the two completed dry cask PRAs as well as any additional available information into a tool that helps the NRC use those insights to identify levels of risk at various stages in the nuclear waste cycle. The first task was to address the License Amendment Request (LAR) Process for Dry Cask storage, the second task is for the incorporate transportation into the tool, and the third and final task will be incorporate any additional regulatory applications for dry cask storage. This report covers the first task of the tool and will eventually incorporate the remaining two tasks may be completed in the future and built off the model described here. Task 1 specifically asked to incorporate the risk insights into the process for determining and prioritizing review of license amendment changes related to storage applications by outlining a resource allocation strategy and defining recommendations of for the depth and breadth of the LAR review. It was requested that the tool be similar in design to the SDP notebooks/worksheets and contain quantitative, qualitative, or semi-quantitative approaches to assessing the risk of the change. The final tool that was selected by INL to be developed was a flowchart and associated rationale document that allows the reviewer to quickly assess potential LAR changes and their associated risks as well as the rationale behind the risk categorization. This risk categorization will lead to specific actionable recommendations to expect from a change of that specific category. This allows for a more consistent review process as well as improving the overall efficiency of the review itself.

Safety-Related Instrumentation and Control Pilot Upgrade (Initial Scoping Phase Implementation Report)

This research report (1) describes the process followed and products developed during the SR I&C Pilot Project Initial Scoping Phase, and (2) captures lessons learned. Exelon Generation and LWRS collaborated to develop a Digital Transformation Strategy as part of a larger Advanced Concept of Operations. The proposed SR I&C Pilot Upgrade provides a foundation stone for this Digital Transformation that will improve plant safety, reliability, and operational performance while lowering plant Total Cost of Ownership (TCO). Initial Scoping Phase activities for this Pilot Project have been performed in accordance with industry processes that have been adapted to better support digital upgrades. These processes include IP-ENG-001, Standard Design Process (SDP), NISP-EN-04, Standard Digital Engineering Process (SDEP), and Electric Power Research Institute (EPRI) Report 3002011816, Digital Engineering Guide (DEG). Completing Initial Scoping Phase Engineering and Operations, Licensing, and Project Management Activities was necessary to sufficiently bound the scope, schedule, and estimated cost of the Project to enable utility management to authorize moving into the Conceptual Design Phase. A significant finding of the Business Case Analysis (BCA) methodology developed and applied as part of this effort was that the growth rate of material costs for sustaining the operation of obsolete SR I&C equipment is accelerating. This directly contributed to the Project Economic Analysis created to justify continuing the Project. Project Initial Scoping Phase lessons learned have also been captured to assist the larger industry in understanding the Digital Transformation Strategy and SR I&C Pilot Project Initial Scoping Phase efforts. This is in keeping with the public/private partnership that has been established between the Department of Energy (DOE) and Exelon for this effort with engagement from the NRC. By addressing first-of-a-kind (FOAK) risks and capturing lessons learned, the SR I&C Pilot Upgrade Project addresses technical, regulatory, and business risks to enable subsequent implementers of similar upgrade.

Variational Quantum Algorithms for Semidefinite Programming

A semidefinite program (SDP) is a particular kind of convex optimization problem with applications in operations research, combinatorial optimization, quantum information science, and beyond. In this work, we propose variational quantum algorithms for approximately solving SDPs. For one class of SDPs, we provide a rigorous analysis of their convergence to approximate locally optimal solutions, under the assumption that they are weakly constrained (i.e., N " M, where N is the dimension of the input matrices and M is the number of constraints). We also provide algorithms for a more general class of SDPs that requires fewer assumptions. Finally, we numerically simulate our quantum algorithms for applications such as MaxCut, and the results of these simulations provide evidence that convergence still occurs in noisy settings.

Hybrid quantum-classical algorithms for approximate graph coloring

We show how to apply the recursive quantum approximate optimization algorithm (RQAOA) to MAX- k -CUT, the problem of finding an approximate k -vertex coloring of a graph. We compare this proposal to the best known classical and hybrid classical-quantum algorithms. First, we show that the standard (non-recursive) QAOA fails to solve this optimization problem for most regular bipartite graphs at any constant level p : the approximation ratio achieved by QAOA is hardly better than assigning colors to vertices at random. Second, we construct an efficient classical simulation algorithm which simulates level- 1 QAOA and level- 1 RQAOA for arbitrary graphs. In particular, these hybrid algorithms give rise to efficient classical algorithms, and no benefit arising from the use of quantum mechanics is to be expected. Nevertheless, they provide a suitable testbed for assessing the potential benefit of hybrid algorithm: We use the simulation algorithm to perform large-scale simulation of level- 1 QAOA and RQAOA with up to 300 qutrits applied to ensembles of randomly generated 3 -colorable constant-degree graphs. We find that level- 1 RQAOA is surprisingly competitive: for the ensembles considered, its approximation ratios are often higher than those achieved by the best known generic classical algorithm based on rounding an SDP relaxation. This suggests the intriguing possibility that higher-level RQAOA may be a potentially useful algorithm for NISQ devices.

Matrix Completion Using Alternating Minimization for Distribution System State Estimation: Preprint

This paper examines the problem of state estimation in power distribution systems under low-observability conditions. The recently proposed constrained matrix completion method which combines the standard matrix completion method and power flow constraints has been shown to be effective in estimating voltage phasors under low-observability conditions using single-snapshot information. However, the method requires solving a semidefinite programming (SDP) problem, which becomes computationally infeasible for large systems and if multiple-snapshot (time-series) information is used. This paper proposes an efficient algorithm to solve the constrained matrix completion problem with time-series data. This algorithm is based on reformulating the matrix completion problem as a bilinear (non-convex) optimization problem, and applying the alternating minimization algorithm to solve this problem. This paper proves the summable convergence of the proposed algorithm, and demonstrates its efficacy and scalability via IEEE 123-bus system and a real utility feeder system. This paper also explores the value of adding more data from the history in terms of computation time and estimation accuracy.

Virtual-Voltage Partition-Based Approach to Optimal Transmission Switching

This article deals with optimal transmission switching (OTS) problems involving binary decisions about network topology and nonconvex power flow constraints. We adopt a semidefinite programming formulation for the optimal power flow (OPF) problem that, however, remains nonconvex due to the presence of discrete variables and bilinear products between the decision variables. To tackle the latter, we introduce a physically inspired, virtual-voltage approximation that leads to provable lower and upper bounds on the solution of the original problem. To deal with the exponential complexity caused by the discrete variables, we introduce a graph partition-based algorithm that breaks the problem into several parallel mixed-integer subproblems of smaller size. Simulations on the IEEE bus test cases demonstrate the high degree of accuracy and affordable computational requirements of our approach.
