On the Impact of Income, Age, and Travel Distance on the Value of Time

The value of time (VOT) is a fundamental component used in transportation modeling, policy analysis, and economic appraisal. Decades of research and practice have empirically estimated the VOT across many factors (e.g., mode, purpose, time, comfort, etc.), yet little is known about its underlying form. Although it is well established that VOT can vary, it is still unclear whether patterns exist in this variation. The objective of this paper is not to merely estimate the VOT, but to model the VOT across multiple continuous and interacting variables. The purpose is to reveal its functional form with respect to mode, age, gender, purpose, income, and time of day to provide a generalizable understanding for future research and practice. Such an understanding can help develop simpler models and reduce the need for bespoke estimations for every conceivable variable perturbation. This research utilized a household travel survey containing 14,159 reported trips with imputed travel time and costs for the alternative mode choices. The average overall estimated VOT is 40.32 $/h, with results showing VOT varying log-linearly with income and trip distance, but following a Gaussian function (normal curve) with age. Overall, the results show that travel distance dominates VOT variation, which increases exponentially at a rate that is 3.61 times higher per mile of distance than per $10,000 of income, and that VOT by age peaks at age 54. This basic understanding of how the VOT varies sets the foundation for answering the subsequent question for why it might vary.

Integrated U.S. nationwide corridor charging infrastructure planning for mass electrification of inter-city trips

This study introduces an integrated modeling framework to evaluate long-term national corridor charging infrastructure requirements in the United States to support the growing inter-city charging demand with the rapid growth in the battery electric vehicle (BEV) market. The core model is an optimization model that considers spatial and temporal dimensions and models heterogeneous behaviors between travelers. The model also introduces the travelers’ inconvenience cost function by linking travelers’ acceptance of the charging infrastructure with exogenous technology and social factors. The inconvenience cost function simulates mode choice between BEVs and alternative modes by heterogenous travelers. We applied the framework to assess the inter-regional charging infrastructure requirements for the entire U.S. mainland interstate highway network. We evaluated impacts on the infrastructure design and its public acceptance with changes in policy, technology, and demographic characteristics, and we also quantified the importance of modeling full-scale inter-regional charging infrastructure requirements compared to the conventional regional level analyses.

Transportation Hub Infrastructure Expansion: Decision Support Under Uncertainty

The Athena project (www.athena-mobility.org) has worked to investigate the relationship between the Dallas-Fort Worth Airport (DFW) and the greater Dallas area in order to better understand and therefore better inform future decision-making regarding the critical infrastructure that influence mobility between the airport and the city. Through this work, infrastructure related to curbside pickup and drop-off, parking, public transit, and the road network congestion were identified as critical to the operation of the DFW transportation hub. The infrastructure analysis and expansion aspect of the Athena project is focused on the restructuring of the CTA curb as a hierarchical curb and the building or repurposing of parking infrastructure as the interplay between these two areas. Many sources of uncertainty exist that may impact future airport and transportation hub operations, such as passenger volume growth, population demographic changes over time, electric vehicle (EV) adoption rates, and autonomous vehicle (AV) adoption rates. Due to these sources of uncertainty, we have selected for our research a modeling framework that can capture various types of uncertainty and hedge against those uncertainties in the optimization process. We analyze road network and curb congestion, the rise of transportation networking companies, trends in parking usage, existing policies around this infrastructure, airport revenue streams, and other contributing factors to enable infrastructure decision making with less uncertainty. To accomplish this wholistic analysis, we have developed a novel multi-stage, multi-period stochastic optimization model which considers the airport's decisions from 2025-2045 under different possible future macro trajectories and day-to-day variations in operational conditions captured as "annual representation of operations" scenarios with respective probabilities. This model has also been designed to leverage the outputs of various efforts under the Athena project to create a combined decision framework for infrastructure decisions. These various efforts include the route optimization model, the ASPIRES simulation, the mode choice model, and the SUMO traffic simulation. Our computational experiments of this system at scale have resulted in a working version of our infrastructure model which enables the explicit representation and consideration of various sources of uncertainty in the decision process to enable robust, flexible decision-making. This model has been effectively run on NREL's HPC system, Eagle, with large numbers of stochastic scenarios and shows promise as a scalable tool for robust consideration of uncertainties in airport planning. We have tested our model using 30,240 operational circumstances in total, resulting in a problem with more 200 million variables. This model was solved in several different configurations, and a workflow to simulate the performance of the infrastructure model results was developed and deployed. In general, our results indicate that a combination of remote parking, remote curb infrastructure, and dynamic pricing can generate revenue, reduce emissions, accommodate emerging technologies such as AVs and EVs, and manage airport passenger growth over time. We note the success of the proposed strategy depends on the data collection and forecasting abilities of DFW. We have also seen that the AV adoption by TNCs might necessitate larger amounts of remote curb. The results of this work inform strategies for airport infrastructure decision making, as well as demonstrate the value of an adaptable model, but also indicate that there are avenues remaining where further research would be of value.

A Model for Optimally Allocating Curbside Space Among Competing Uses

The emergence of various new forms of urban mobility services in recent years is leading to new pressures on curbside space. Municipalities, the entities typically responsible for managing the curbside, are in many instances handling these growing pressures by reallocating portions of the curbside away from traditional uses (such as metered and residential parking) in favor of uses such as ridehailing, scooter and bike-share corrals. As yet, however, such actions are being undertaken on an ad-hoc basis, due to the rapidly growing complexity of the curbside and the lack of standard analytical approaches. This lack of analytical capability is due to the traditional focus of transportation network modeling being focused predominantly on the interaction of supply and demand on links and nodes, with limited focus on link edges (the curbside). In this paper we address this research need by proposing a framework for modeling inter-modal competition for curbside space, inspired by the classical Bid-Rent Model of urban land use, intended to support curb managers to move towards maximizing the aspects of economic welfare that relate to curb access. In the bi-level model, choices made by the curbside manager impact travelers’ mode choices, and vice versa. We then present a simple numerical case study to demonstrate the properties of the proposed model, showing its tractability, flexibility, and intuitive sensitivity to systematic variation in inputs. The framework demonstrates the type of adaptive and evolving approach needed to maximize benefits from increasingly dynamic curb management strategies. The paper concludes with a brief discussion of future research needs to advance this line of inquiry.

Mobility Data and Models Informing Smart Cities

This presentation explores the interactions of Emerging Technology, Changing Urban Environments, and Urban Travel Behavior on Mobility and Energy Impacts. Key findings include quantifying impacts of emerging mobility, access and infrastructure associated with new mobility choices and services in urban areas. The results demonstrate new data collection methods and capabilities to understand and identify key levers to improve energy productivity of future mobility systems and of quickly evolving MaaS and COVID-19 contexts to monitor rapidly shifting urban mobility patterns. Under development are mode choice models for new modes versus traditional modes. Initial estimates are developed on the potential of workforce mobility strategies in shaping future energy-efficient mobility system impacts. For mode replacement and workforce mobility, this presentation offers observability into the changes in number of transactions per mode, after ride-hailing/TNC/MaaS introduction and in origins of workforce to enable user need-driven reimagining of efficient mobility systems: Seattle (SEA-TAC) airport: for every 100 new TNC transactions for ground transportation, ~27% replaced transit, 35% replaced parking, 17% replaced car rentals, and 21% replaced taxis. Similarly, at Denver International (DEN), ride-hailing transactions replaced transit, parking, car rental and taxis at a rate of 34.7%, 39.0%, 16.6%, and 9.7%, respectively. A workforce mobility tool, analysis/visualization techniques, and capabilities to understand and identify key job commute needs, new choices in access to job opportunities, and affordability aspects as levers to improve energy productivity of future integrated urban mobility systems.

1989 Seattle Household Travel Survey Wave 1

The Puget Sound Transportation Panel was initiated in the fall of 1989. The Seattle Household Travel Survey Wave 1, conducted in 1989, was the first wave in a ten-part longitudinal panel survey initiated by the Puget Sound Regional Council to assess the travel patterns of households in the Puget Sound region of Washington state. The panel intended to serve three basic objectives: 1) to be a metropolitan “current population survey” to track changes in employment, work characteristics, household composition, and vehicle availability; 2) to monitor changes in travel behavior and responses to changes in the transportation environment; and 3) to examine changes in attitudes and values as they affect mode choice and travel behavior. This collection contains the first set of panel data for households in King, Kitsap, Pierce, and Snohomish counties. A total of 1,687 households successfully completed a phone survey and returned completed travel diaries for household members age 15 and older. Respondents were instructed to record their mode of transportation, trip purpose, number of vehicle passengers, departure and arrival times, ride fare, and parking costs in a two-day trip diary. Demographic information for this study includes age, gender, education, employment status, and household income.

Transit Rider/Travel Behavior Inventory Survey - Minneapolis-St. Paul Metro - 2005

The survey was an on-board survey of transit riders on all regular route services for bus and light-rail in the Minneapolis-Saint Paul metropolitan area. The primary purpose of the study was to gather the data needed to update the mode choice models that are an integral component of the regional travel forecast model maintained by the Metropolitan Council, the metropolitan planning organization for the Minneapolis-Saint Paul metropolitan area. The survey instrument focused on identifying characteristics of the trip taken by each transit rider, including origin, destination, trip purpose, and mode of access. The survey also collected relevant socioeconomic and demographic information.
