Estimating Return on Investment for Energy Technical Assistance Programs

The U.S. Department of Energy's Office of State and Community Energy Programs engaged the National Laboratory of the Rockies to assess the return on investment (ROI) of technical assistance (TA) programs that support state, local, and Tribal energy planning. Although TA delivers value through capacity building, stakeholder engagement, and knowledge transfer, these benefits are often intangible and challenging to monetize. This study reviews existing ROI frameworks and synthesizes the most relevant elements into a hybrid approach tailored to energy TA programs. The proposed framework integrates monetary and non-monetary outcomes through early logic model development, baseline data collection, and the use of proxies for intangible benefits. As a case study, this paper applies this approach to the Communities Local Energy Action Program (Communities LEAP), demonstrating how ROI can inform program design, data strategy, and performance assessment. Findings underscore that ROI should be applied selectively and planned from the outset to ensure data alignment and attribution accuracy. The framework offers TA practitioners a structured approach that can be leveraged for future programs to evaluate and communicate the multifaceted value of TA investments.

Control of node crossing points in Saturnian gravity-assist tours

In the Saturnian system, the control of the node crossing point is important to avoid debris in Saturn's ring plane and to target flybys of moons other than Titan. This paper describes how to use Titan gravity assists to control the spacecraft's node crossing point.

Situation Management in the Link Monitor and Control Operator Assistant (LMCOA)

This paper describes a knowledge-based system called the Situation Manager that was developed for the Link Monitor and Control Operator Assistant (LMCOA) at the Jet Propulsion Laboratory. This system was developed in response to a number of deficiencies that were identified in an earlier version of the LMCOA: (1) the need to close the control loop between sending a directive and knowing when its execution is complete (versus just closing the communications loop), (2) the need to recognize an anomaly and alert the operator when a directive is rejected or a link device fails, and (3) the need to suggest ways to work around an anomaly, provided that it is recognizable. In response to these needs, the Situation Manager has been designed to provide the LMCOA with three basic capabilities: situation assessment, anomaly diagnosis, and recovery from commonly

On the Loading Rate Dependence of Environment-assisted Cracking in Sensitized AA5456-H116 Exposed to Marine Environments

The influence of the applied loading rate (dK/dt) on the environment-assisted cracking (EAC) behavior of sensitized AA5456-H116 in 0.6 M NaCl at applied potentials ranging from −800 to −900 mV_SCE is assessed via a rising-K testing framework. The applied potential strongly affects the dK/dt-dependence of EAC with results suggesting a minimal influence for potentials more positive than −830 mVSCE and a stronger dK/dt-dependence for potentials more negative than −830 mV_SCE. Crack growth rates measured using rising versus static K testing are compared, which demonstrates that rising K methods consistently yield conservative EAC metrics with increased efficiency.

Humans as Automation Failsafe: HAT Assistant

Humans are frequently left to “backstop” automated systems, and Human Factors specialists have argued against this for decades with, at best, partial success. What if we took a different tack... and designed to support it? The participants were involved in a recent effort to review and document cases across multiple domains where operators acted as a “failsafe” for automation, intervening in unanticipated situations to maximize success and minimize damage. We defined a “Human As Failsafe” (HAF) incident and then investigated conditions and practices making HAF success more or less likely. Analyzing these historical incidents, we suggested remediation approaches. The project also examined the legal concept of culpability (i.e., when intervention should have happened but didn’t) and proposed a state-machine-based analytic simulation to identify when HAF interventions are plausible. The panel objective will be to briefly present these concepts, but more generally to discuss designing for inevitable HAF events. This presentation with review the concept of a HAT Assistant to support multi-vehicle control of drones in a wildland firefighting context.

Shear Assisted Processing and Extrusion of Aluminum Alloy 7075 Tubing at High Speed

Conventional extrusion of aluminum alloy 7075 is limited to 1-2 meters per minute in order to avoid surface tearing and cracking. An emerging technique called Shear Assisted Processing and Extrusion (ShAPE) was used to extrude aluminum alloy 7075 tubing at a speed of 7.4 meters per minute without inducing surface defects. The faster extrusion speed is attributed to the unique flow characteristics inherent to the ShAPE process compared to conventional extrusion. Tubes with an inner diameter of 10 mm, outer diameter of 12 mm, and length of 2 meters were extruded at temperatures ranging from 340°C to 466°C. Tensile testing was performed per ASTM B557-15 with strain measured using digital image correlation. An ultimate tensile strength of 565 ± 4.6 MPa, yield strength of 496 ± 8.7 MPa, and elongation of 16.4 ± 1.0 % were measured for extrusion made at 362°C and heat treated to the T6 condition.

Irradiation-assisted Stress Corrosion Cracking of PWRirradiated Type 347 Stainless Steel (NSUF CINR 19-16567)

This document serves as the final report for NSUF Project 19-16567 (Reference 1) and its supporting contracts (References 2 and 3). It documents completion of testing of specimens fabricated as previously described in Reference 4. At a high level, the purpose of the testing is to generate data to support continued operation of light water reactors (LWR) and provide further understanding of irradiation-assisted stress corrosion crack (IASCC) initiation in baffle-former bolt materials. Baffle-former bolts that had been extracted from commercial pressurized water reactors (PWRs) were machined into miniature 4-point bend specimens and TEM samples at the Westinghouse Churchill Site hot cell facility. These samples were then shipped to the University of Michigan to undergo IASCC initiation testing in simulated PWR primary coolant containing either LiOH or KOH additions. Overall, 15 samples were tested, 8 in water with KOH additions and 7 in water with LiOH additions, until indications of cracking were observed. Crack initiation stress was similar in both water environments at 50-60% of the irradiated yield stress. Post-test examination of the cracking sites, including scanning electron microscopy and transmission electron microscopy, demonstrated that the crack initiation mechanism and crack initiation rates were similar between the two different water chemistries. A grain boundary oxidation and oxide fracture mechanism was observed to be responsible for crack initiation.
