The Mars Surveyor Operations Project Command Generation Process

Transcribing Air Traffic Control System Command Center Planning Telecons Using Cloud-Based Automatic Speech Recognition

This paper addresses the challenge of using Automatic Speech Recognition (ASR) technology to transcribe regular teleconferences that happen between FAA Air Traffic Control System Command Center (ATCSCC) planners, stakeholders and air users. These planning teleconferences (aka telecons or planning webinars) are an integral part of managing air traffic in the U.S. National Airspace System (NAS). In particular, the meetings facilitate the creation and modification of various traffic management initiatives (TMIs), that are used to regulate the flow of air traffic. This is typically a human intensive process, requiring specialists to listen to the entire meeting audio (10-20 minutes duration) and inferring the state of the NAS (e.g., weather phenomenon) that was discussed. It would be advantageous to have digital transcripts of the audio and have useful information (e.g., related to TMIs) automatically extracted from the transcripts. In this regard, we are exploring the adoption of state-of-the-art speech to text and Natural Language Processing (NLP) tools that will achieve our objective of digitizing the webinar audio. Unfortunately, the highly technical phraseology present in the audio and limited data availability for model building make ASR difficult. To overcome this challenge, we have taken the critical first step in creating a human transcription dataset from ~20 hours of speech in the ATCSCC audio with the help of subject matter experts. A novelty of our work is the creation of a ground truth transcription dataset for ATCSCC teleconference webinars, which is particularly important for Aviation domain-specific NLP tasks. Using Microsoft Speech Studio, a cloud-based ASR platform, we have fine-tuned the English pre-trained ASR models (available in speech studio) and achieved an average word error rate (WER) of 6.81%. The baseline ASR also provides a digital version of each planning webinar, making it accessible and text-searchable for future references. Additionally, the transcriptions can serve as a bridge between raw audio data and a range of text-based NLP tasks, such as named entity recognition (NER) and intent classification, potentially enhancing the digital footprint of the webinars and other connected data sources. Our work has several potential applications. Firstly, the transcriptions can be analyzed to understand the complex decision process of creating, implementing and modifying TMIs and may also contribute to TMI prediction services. Secondly, our dataset and model can be used to develop more accurate ASR systems for aviation-specific language, which can bring about digital communication in the aviation industry (and aid current “voice only” communications, which are inherently error-prone). Lastly, the transcriptions themselves can be used as a valuable resource for training other NLP models.

Advancements in Remote Ground Control Station Operator Pilot in Command Training Program for Beyond Visual Line of Sight Flight Operations

The training program for a Remote Ground Control Station Operator Pilot in Command (R-GCSO PIC) at NASA Langley Research Center marks a pivotal evolution in preparing operators for Beyond Visual Line of Sight (BVLOS) operations. This program, developed within the Advanced Air Mobility (AAM) project High Density Vertiplex (HDV) subproject, was crafted to bridge the gap between traditional Ground Control Station Operators (GCSO) and R-GCSO PICs, focusing on uncrewed aircraft systems (UAS). It encompassed extensive theoretical and practical training, including hands-on experience with advanced simulators and live flight operations, while ensuring a deep understanding of BVLOS complexities. The training leveraged NASA technologies like the MPATH (Measuring Performance for Autonomy Teaming with Humans) ground control station software and incorporated human factors principles to enhance operational readiness. This paper details the program's development, execution, and the critical insights gained, emphasizing the necessity of continuous adaptation in training methodologies to meet the evolving demands of UAS operations in the National Airspace System.

Inverse Text Normalization of Air Traffic Control System Command Center Planning Telecon Transcriptions

We present a hybrid neural network and rule-based Inverse Text Normalization (ITN) method for domains containing unique technical phraseology, specifically Air Traffic Control System Command Center (ATCSCC) planning telecon audio transcriptions. The ATCSCC hosts bi-hourly planning telephone conferences (or planning telecons) to ensure smooth operations within the National Airspace (NAS). Access to both live and post meeting transcripts of this speech audio would enable quick review of meetings. Provided speech transcripts, ITN is the process of converting unformatted raw Automated Speaker Recognition (ASR) model transcripts into a human (expert) readable written form. Our hybrid ITN framework utilizes a fine-tuned Bidirectional Encoder Representations from Transformers neural network to format conversational English, and rule-based methods to format domain-specific aviation text. With an overall Punctuation Error Rate (PER) of 25.56 and Word Error Rate with Punctuation and Capitalization (WER PC) of 5.47, we show that this method has vast potential in being applied to ATCSCC planning telecon audio and other audio/text based data available in ATM.

Efficient Onboard Attitude Commanding for Fast Maneuvering of Lunar Reconnaissance Orbiter

To support Lunar Reconnaissance Orbiter’s extended science missions, an algorithm for autonomous optimization of fast occultation avoidance maneuvers was developed. The fast attitude maneuvers are inserted to the spacecraft attitude control system as trajectories to be tracked. Executing maneuvers in this way requires transmission and storage of a large number of time-tagged attitude waypoints on the spacecraft. For more efficient day-to-day operations, an interpolating filter was designed to perform onboard interpolation between sparse samples of commands. The interpolating filter – called FastXMan for efficient fast maneuvering – was patched into LRO’s flight software in late 2023 and is presently operational. This paper presents an overview of the issues related to the practical implementation of the filter and illustrates the flight performance of the new scheme.

Hybrid Powered Command Trailers Cost-Benefit Analysis Tool: User Guide and Examples

U.S. Forest Service (USFS) wildfire base camps use portable power for electrical needs, including yurts and trailers from which logistics staff work during the incident. These yurts and trailers are conventionally powered by portable diesel generators. Hybrid portable power systems consisting of a combination of solar photovoltaics (PV), battery energy storage systems (BESS), and/or backup diesel generators have been used in recent years and were piloted by the National Technology and Development Program (NTDP) on incidents in fall 2024 as part of NTDP's Portable Power Project. As part of that project, this work included the development of two Excel-based tools and two reports explaining the tools. The first tool, the Incident Energy Systems Model, is an Excel-based tool that models the power output of hybrid portable power systems powering yurts and/or trailers at fire camps over a typical day. The associated report (published separately) outlines a user guide for the model and walks through two scenarios. The two scenarios are 1) trailers powered by rooftop solar PV, batteries, and a back-up diesel generator, and 2) trailers powered by ground mount solar PV, batteries, and a back-up diesel generator. The second tool is a high-level cost-benefit analysis of the same two types of portable power systems, and is location independent.

Industrial Protocols for Spacecraft Command and Control

A standard data interface for spacecraft and intelligent spacecraft devices will have a major impact on the cost of building and flying satellites. The Space Messaging Service is a key element in a proposed 'open' standard for Space Project Mission Operations Control Architecture. The rationale for a messaging service is examined. Selection of specifications are discussed. Modifications are proposed.
