Advanced Capabilities for Emergency Response Operations (ACERO)

The Advanced Capabilities for Emergency Response Operations (ACERO) project is expected to develop, integrate, demonstrate, and transition to operations, evolving aviation technologies from NASA and industry to identify, monitor, and suppress wildland fires as a means to enhance safety, improve operational efficiency, and prevent economic loss. Some of the concepts ACERO explores are: wildfire airspace mangement to improve safety and resource utilization during a disaster, applying new aviation technologies to improve safety and demonstrate new mission-support capabilities, second-shift operations to enable progress towards 24/7 aerial response, and the integration of capabilities across NASA's Aeronautics Research, Science, and Space Technology mission directorates to enable expanded and scalable operations. Realizing this vision is expected to bring positive impact to such areas as: consistency of technology adoption through a unified concept of operations, airspace coordination and deconfliction that integrates portable solutions and enables diverse operations, remote sensing and data fusion for modeling and predictions that support in-time decision making, aircraft technologies for hazard avoidance and state management, and increased response capabilities through persistent communications and surveillance. ACERO continues the research begun under the Scalable Traffic Management for Emergency Response Operations (STEReO) activity, which brings together several technologies in Unmanned Aircraft Systems (UAS) Traffic Management (UTM), Autonomy, Communications, Human Factors, and Domain Expertise & Tools, aimed at providing scalability and flexibility, as well as operational resiliency to dynamic changes during a disaster event. Overview of JAXA and NASA Collaboration on Manned and Unmanned Aircraft Operations Integration in Disaster Response

Natural disasters have increased in frequency and intensity. With that increase has come an increased focus on improving disaster response efforts. As part of this focus, the Japan Aerospace Exploration Agency (JAXA) and the National Aeronautics and Space Administration (NASA) have been in collaboration since 2016 to explore improved airspace management for disaster response through the integration of manned aircraft and small Unmanned Aircraft Systems (UAS). The approach to this integration has been through leveraging JAXA’s Disaster Relief Aircraft Information Sharing Network (D-NET) system for the coordinated management of manned aircraft assets combined with NASA’S UAS Traffic Management (UTM) system for the management of UAS assets. To drive the innovation in improved response, JAXA and NASA have successfully connected respective systems and conducted a series of live flight tests first as part of a large-scale disaster drill and later in dedicated research flights. In each case, the D-NET and UTM systems were connected and exchanged data in real-time, which supported the planning and tracking of manned and unmanned operations. Through these test events, a number of key findings were derived through data analysis and stakeholder interviews with respect to the improvements offered by the integrated systems as well as key considerations for situation awareness of pilots regarding other operations in the airspace and flight path management.

The demonstration focused on testing the interactions between two key components in the future UAS Traffic Management (UTM) System through a collaborative and distributed simulation of key scenarios. The summary incorporates written feedback from each of the participants in the demonstration. In addition to reporting the activities, this report also provides some insight into future steps of this working group.

Overview of NASA’s Extensible Traffic Management (xTM) Research

NASA’s Unmanned Aircraft Systems (UAS) Traffic Management (UTM) project introduced a new Air Traffic Management (ATM) architecture that utilizes industry’s ability to supply industry-developed, third-party services that work complementarily with the FAA-provided Air Traffic Service (ATS) to exchange relevant air vehicle information among the UAS operations and between the UTM and the conventional ATM system. The UTM architecture was used to successfully demonstrate the feasibility of safe, efficient, and scalable small UAS operations in low altitudes below 400 feet above ground level. Following the success and adoption of UTM architecture, the foundational UTM requirements and core properties were generalized to become Extensible Traffic Management (xTM) requirements to support operations of new entrants beyond small UAS, such as operations in high altitudes over 60,000 feet, designated as upper Class E in the United States National Airspace System (NAS). In this paper, the generalization of UTM to xTM and NASA’s approach for developing an xTM system for upper Class E Traffic Management (ETM) are discussed. The paper also discusses the planned research to examine the potential xTM-Air Traffic Control (ATC) interactions across multiple xTM systems and identify common coordination procedures, ATC roles/responsibilities, and data exchange requirements. This work is one of the steps for improving interoperability between the xTM systems and ATS, which is critical for safe and efficient sharing of the airspace among the new entrants served by the xTM systems and conventional ATS-serviced operations.
