SAND2025-03471O MasQiTT software is a proof-of-concept code that implements the Secure MQTT protocol. It demonstrates a publish/subscribe model of message passing within a network where the publishers can encrypt messages according to a topic and the subscribers can decrypt those messages. The example code shows an example of deployment of an end-to-end system that includes certificate authority and key management in addition to basic implementation of the protocol. Characterizing climate pathways using feature importance on echo state networks

The 2022 National Defense Strategy of the United States listed climate change as a serious threat to national security. Climate intervention methods, such as stratospheric aerosol injection, have been proposed as mitigation strategies, but the downstream effects of such actions on a complex climate system are not well understood. The development of algorithmic techniques for quantifying relationships between source and impact variables related to a climate event (i.e., a climate pathway) would help inform policy decisions. Data-driven deep learning models have become powerful tools for modeling highly nonlinear relationships and may provide a route to characterize climate variable relationships. In this paper, we explore the use of an echo state network (ESN) for characterizing climate pathways. ESNs are a computationally efficient neural network variation designed for temporal data, and recent work proposes ESNs as a useful tool for forecasting spatiotemporal climate data. However, ESNs are noninterpretable black-box models along with other neural networks. The lack of model transparency poses a hurdle for understanding variable relationships. We address this issue by developing feature importance methods for ESNs in the context of spatiotemporal data to quantify variable relationships captured by the model. We conduct a simulation study to assess and compare the feature importance techniques, and we demonstrate the approach on reanalysis climate data. In the climate application, we consider a time period that includes the 1991 volcanic eruption of Mount Pinatubo. This event was a significant stratospheric aerosol injection, which acts as a proxy for an anthropogenic stratospheric aerosol injection. Furthermore, we are able to use the proposed approach to characterize relationships between pathway variables associated with this event that agree with relationships previously identified by climate scientists.

Scan2Sim: Software to Convert Network Scans to Emulations

Within operational technology (OT) systems design, the construction of testing environments for simulation is often a tedious, manual process that slows down safety and security evaluations. This document details the design and functionality of Scan2Sim, a program designed to construct high-fidelity topological schematics for OT systems without significant manual human input. Scan2Sim may take as input a detailed network scan of a system, and produces an instruction set to re-create the original scanned network within a virtualized simulation network. This construction is achieved via heuristic methods of machine template selection, which allows for a fast, performant approach to automated environment construction. The current tool is designed to produce topology schematics compatible with the Minimega, a tool designed by Sandia National Laboratories for repeatable experimentation management.

Enhancing Automotive Intrusion Detection Through Multi-Modal Fusion: A CAN FD-LiDAR Approach

As vehicles become smarter and more autonomous, they increasingly depend on advanced sensors and communication technologies to operate securely. However, such growing dependence on technology—whether it’s CAN (Controller Area Network) for internal communication or LiDAR (Light Detection and Ranging) for sensing the world around them—also expands the attack surface for the types of cyber attacks. Traditional intrusion detection systems (IDS) typically monitor these systems in isolation, limiting their ability to detect sophisticated, crosssystem attacks. To address this, we propose a multi-modal fusion approach that combines real-world CAN FD signals (from the HCRL dataset) with LiDAR features (from the nuScenes dataset) to enhance attack detection. Our method employs a twostage ensemble approach. Calibrated XGBoost and LightGBM models initially process CAN FD (Fuzzing Data) and LiDAR data independently, detecting timing anomalies and space abnormalities. They are subsequently logarithmically combined with a logistic regression meta-model along with 17 engineered features capturing cross-modal behavior, prediction conflicts, and nonlinear interactions. This approach achieves an AUC of 0.87 and an F1-score of 0.82, surpassing single-modality baselines and early fusion methods, at merely 2 ms inference latency. Compared with deep learning competitors, it is 3 times more efficient, providing a lightweight, interpretable, and real time solution to automotive cybersecurity.

Automated, reliable, and efficient continental-scale replication of 7.3 petabytes of computational simulation data: A case study

We report on our experiences replicating 7.3 petabytes (PB) of Earth System Grid Federation (ESGF) computational simulation data from Lawrence Livermore National Laboratory (LLNL) in California to Argonne National Laboratory (ANL) in Illinois and Oak Ridge National Laboratory (ORNL) in Tennessee—a task motivated by a need for increased reliability, capacity, and performance. This task presented significant challenges: the need to move 29 million files twice under time pressure from aging storage hardware; a source file system bottleneck limiting throughput to 1.5 GB/s; frequent site maintenance windows; and the need for complete reliability at scale. We addressed these challenges using a simple replication tool that invoked Globus to transfer large bundles of files while tracking progress in a database, dynamically rerouting transfers to work around maintenance periods and file system limitations. Under the covers, Globus organized transfers to make efficient use of the high-speed Energy Sciences network (ESnet) and the data transfer nodes deployed at participating sites, and also addressed security, integrity checking, and recovery from a variety of transient failures. This success demonstrates the considerable benefits that can accrue from the adoption of performant data replication infrastructure. Joint scheduling of energy, fast and primary frequency response reserves in integrated transmission–distribution networks

Inverter-based distributed energy resources (DERs) connected to distribution networks (DNs) can provide fast frequency support, but their reserve deliverability depends on feeder constraints and differs from synchronous primary frequency response (PFR). Existing transmission–distribution coordination studies usually treat reserve generically or neglect feeder-level feasibility, while frequency-security scheduling studies rarely represent distribution feeders explicitly. This paper develops a bi-level day-ahead scheduling framework for integrated transmission–distribution networks that jointly clears energy, transmission-side PFR, and distribution-side fast frequency response (FFR) under exogenous hourly inertia and largest-loss inputs from an external unit commitment (UC) schedule. The transmission problem is modeled with DC-optimal power flow (OPF) and closed-form second-order cone (SOC) frequency-security constraints, whereas each DN is represented by a reserve-aware branch-flow AC-OPF so that scheduled fast reserves remain deliverable during activation. The bi-level problem is reformulated through Karush–Kuhn–Tucker (KKT) conditions into a mixed-integer SOC program, and a penalty term is used to tighten the distribution-network relaxation. In the reduced test system, lower exogenous inertia increased the required primary response from 179.64 MW to 191.08 MW, distribution-side fast response reduced total frequency-response procurement by up to 4.9%, and neglecting distribution constraints overstated the combined distribution-side energy and reserve award by up to 18%. In the expanded study, the largest case was solved in 2.02 s with a 0.00% optimality gap. Time-domain simulations kept the frequency nadir above 59.0 Hz in all tested hours. These results demonstrate the value of fast-response modeling and distribution-feasible reserve delivery in coordinated market clearing.

Mapping Critical Vulnerabilities in Natural Gas Pipeline Systems through Network Centrality and GIS Analytics

Natural gas plays a central role in the US energy landscape, providing 43% of electricity generation in 2023. Its exclusive recovery ability on pipelines for transmission underscores the importance of understanding the disruption recovery ability of this infrastructure. This study employs a network-based analytical framework integrating geographic information systems (GIS) with multiple centrality measures—betweenness, closeness, degree, and eigenvector—to pinpoint key segments and evaluate the structural robustness of the national pipeline network. Pipelines are grouped by System ID and Operator ID to capture variations across organizational and physical structures. The analysis reveals uneven patterns of network influence, where certain pipelines function as critical connectors or dominant hubs. Spatial mapping highlights geographic dependencies and potential chokepoints, offering a clear view of where targeted risk prevention measures would be most effective. The findings provide practical guidance for prioritizing maintenance, enhancing system robustness, and mitigating risks to ensure a stable and secure energy supply. Future research will expand the framework to incorporate dynamic operational data and real-time network behavior.

Firmware Tampering Detection in Heavy-Duty Vehicles through J1939 CAN Analysis

Modern heavy-duty vehicles rely on complex networks of Electronic Control Units (ECUs) that communicate using the J1939 protocol. While this system makes it easier to update and configure vehicle components, it also opens the door to serious cybersecurity risks if not properly secured. This work investigates the potential for firmware tampering through the J1939 communication protocol, which enables ECU configuration and reprogramming over the Controller Area Network (CAN) bus. By monitoring CAN traffic during legitimate maintenance operations and reverse-engineering OEM diagnostic software, we identified common and proprietary J1939 message identifiers, authentication patterns, and vulnerabilities within Unified Diagnostic Services (UDS). These findings demonstrate that inadequate authentication mechanisms can allow malicious actors to alter ECU firmware or disable safety functions, posing severe operational and safety risks. Our analysis contributes to the development of vehicle intrusion detection systems capable of recognizing abnormal reprogramming activity and future firmware fingerprinting methods to verify software integrity across ECUs. This work highlights the importance of standardizing secure firmware authentication across manufacturers to strengthen cyber resilience in heavy-duty vehicle systems.

Creating a Training Dataset for Semantic Segmentation of Canal Networks for Irrigation Modernization

Canal infrastructure has provided critical irrigation water to the western United States for over a century. To continue providing vital water resources to the semi-arid West, irrigation systems must undergo maintenance and modernization. Many canal companies are resource-constrained, and because funding opportunities often require detailed knowledge of existing infrastructure, they can struggle to secure financial capital. We address this problem by creating training data for a semantic segmentation deep learning model to map canal networks throughout the western United States. To create a diverse and robust training dataset, we labelled 1-m NAIP imagery with the locations of no canals, wet canals, and dry/vegetated canals. Since creating these datasets is time consuming, we first developed a preprocessing methodology to identify canals within our four study areas. We used NAIP imagery and provided canal centerline data to buffer, standardize, and cluster the imagery, automating the labeling process as much as possible. However, this still required manual cleaning and manual classification of canal type. Challenges arose when canals were interrupted (e.g., road culverts or piped sections) or when nearby features shared similar characteristics (e.g., irrigated fields, trees, and shadows). Combining automated preprocessing with manual refinement produced four detailed canal masks to be used in the semantic segmentation model developed by Richard Tapia.

Adaptable Standards for Discovery, Access, and Usability of Oak Ridge National Laboratory’s Data Portals and Catalogs

Oak Ridge National Laboratory (ORNL) is leveraging its established capabilities and subject matter expertise in data curation, governance, management, national security, and risk assessment and mitigation to support the US Department of Energy (DOE) Grid Modernization Initiative. Using standards modeled by the National Institute of Standards and Technology (NIST), the Data Curation Network (DCN), the Oak Ridge Leadership Computing Facility (OLCF), and other leading organizations in the fields of energy research, high-performance computing, and national and homeland security, ORNL seeks to provide a federated approach to research data discovery, use, and interoperability.

EV SALaD 2023 Demonstration: Best Practices and Mitigations for Protecting EVSE Infrastructure

The Electric Vehicle Secure Architecture Laboratory Demonstration (EV SALaD) program is a demonstration of cybersecurity best practices for high-power electric vehicle (EV) charging infrastructure led by Idaho National Laboratory (INL), in collaboration with other DOE National Laboratories participating in the EVs at Scale Consortium.a Sandia National Laboratories (SNL) and Pacific Northwest National Laboratory (PNNL) participated in the first 2-year (FY22-23) demonstration cycle for EV SALaD. This report documents the FY23 demonstration, the second in a series of demonstrations and collaborations in deploying and operating cybersecure EV charging infrastructure. It includes a summary of improvements from the FY22 demonstration, technical analysis of the FY23 demonstration, how the research demonstrates cyber-physical and cybersecurity best practices for high-power EV charging infrastructure, and related impacts to national and energy security. For EV SALaD, the FY22 demonstration focused on the detection, ranking, and prioritization of anomalous events for high-power EV charging. The FY23 demonstration additionally included the demonstration of cybersecurity best practices, which included protection and mitigation solutions to prevent, respond, and recover from anomalous events. During the demonstrations, the multi-lab EV SALaD team conducted a Test Effect Payload (TEP)b evaluation on extreme fast charger (XFC) hardware equipped with Cerberus, a detection and response solution, to demonstrate anomaly detection and mitigation cybersecurity best practices against cyber-enabled events.

Unrolled Video Super-Resolution Network with Autoregressive Prior for the Case of Known Motion

Real-time detection and classification of distant objects is necessary for many national security applications. However, when objects are far from the sensor, they occupy only a small number of pixels in the captured video, limiting the amount of visual detail available for recognition. State-of-the-art classification methods typically rely on high-resolution (HR) video streams to capture characteristic object features, but obtaining such detail is challenging for distant objects that occupy only a few pixels. This motivates the development of video super-resolution (VSR) methods that enhance object classification by recovering fine details from low-pixel representations. Current VSR methods rely either on model-based optimization, which is interpretable but computationally expensive, or on learning-based approaches, which are efficient and high-performing but often lack flexibility and interpretability. In this report, we propose an end-to-end trainable unrolled VSR network, UVSRNet, which super-resolves each frame in a video by exploiting sub-pixel motion between neighboring low-resolution (LR) frames as well as incorporating high-frequency detail from previously super-resolved frames. In particular, by unrolling a plug-and-play (PnP) half-quadratic splitting (HQS) algorithm, we leverage a model-based data-fitting module alongside a learning-based autoregressive prior module. This combination yields a method that maintains the flexibility and interpretability of model-based methods while achieving the performance advantages of learning-based methods.

Analyzing Infrastructure Interdependencies Using Network-Of-Networks Modeling

Infrastructure networks play a crucial role in our day-to-day lives, and modeling these infrastructure networks can help decisionmakers prepare for and respond to disruptions such as natural disasters or cyberattacks. Because these infrastructure networks depend on each other, it is not sufficient to model a single network in isolation. We build on previous single-network-modeling techniques to develop a methodology for modeling infrastructure interdependencies as a Network-of-Networks. Using distributionlevel data from a real U.S. city on the power grid, road geometry, and hospital locations, we show how to apply this methodology to modeling three of the U.S. Department of Homeland Security's Critical Infrastructure Sectors: Healthcare, Transportation, and Energy. We also analyze three primary metrics before and after a simulated disaster: 1) impact on hospital access; 2) road network impact with the change in betweenness centrality; 3) electric customer outage. We simulate three different disruptions: 1) road flooding from nearby rivers; 2) a malicious actor targeting the road networks; 3) a malicious actor targeting the electric grid. Finally, we discuss how our methodology can be applied to additional infrastructure networks and types of disruption, and how Artificial Intelligence (AI) techniques may be incorporated into this methodology for further research.

Cybersecurity Considerations for Emerging Energy Technologies

AI, cloud computing, post-quantum cryptography, zero-trust architectures, microgrids, and virtual power plants. What do these things have in common? They are all emerging technologies in the clean energy space that will be a critical part of grid modernization efforts. As we work towards clean energy and decarbonization targets, these technologies, developed to solve real-world problems, will help us reach goals and achieve new efficiencies as the paradigm of grid operation shifts. However, there are growing concerns about the cybersecurity risks associated with these trending topics as they are used in critical infrastructure applications. This talk will cover gaps, challenges, and opportunities for the secure implementation of grid modernization solutions and novel energy applications of state-of-the-art networking and communications. Proactive risk mitigation strategies, including the application of cyber-informed engineering, will be discussed. Practical applications of these techniques will help provide countermeasures to the impact of cyberattacks on critical infrastructure technologies in a new, digitized grid landscape.

As distributed energy resources (DERs) such as solar PV and battery storage become integral to residential energy systems, cybersecurity emerges as a critical component of reliability and safety. The guide outlines actionable steps for installers during pre-installation, commissioning, and post-installation phases, emphasizing practices like network segmentation, credential management, firmware validation, and homeowner education. For homeowners, the document introduces a tiered approach to cyber hygiene—from essential measures like strong Wi-Fi credentials and automatic updates to advanced strategies such as network segmentation, DNS filtering, and intrusion detection. By adopting these practices, stakeholders can mitigate cyber risks, safeguard energy infrastructure, and ensure resilient, secure operation of DER systems. Large Scale Bilevel Optimization for N-K SCOPF Using Adversarial Robustness

Ensuring a secure dispatch against multiple simultaneous outages has long been desired to maintain grid security in the presence of severe events, such as extreme weather phenomena. Traditionally denoted as N-k security constrained optimal power flow (N-k SCOPF), this problem is intractable to solve due to its size being combinatorial in the number of simultaneous outages and due to the non-convex nature of the AC network constraints. This hinders the use of N-k SCOPF for operating realistic-scale systems. In this paper, we introduce a methodology to scalably solve an AC-feasible dispatch that improves security over k simultaneous outages. Our methodology poses N-k SCOPF as a bilevel optimization problem and solves it using an adversarial robustness approach. We develop new efficient methods to solve each level of the bilevel optimization by employing knowledge of the physics of the underlying system. This yields significant improvements in speed and convergence that enable us to address the N-k SCOPF problem at scale. We demonstrate the effectiveness of our method by conducting a comprehensive analysis of an N-3 SCOPF for a 500-bus network. Furthermore, we emphasize the ability of our physics-driven techniques to handle larger systems by successfully scaling up to 12,000 buses.

PowerModelsGAT-AI: Physics-Informed Graph Attention for Multi-System Power Flow With Continual Learning

Solving the alternating current power flow equations in real time is essential for secure grid operation, yet classical Newton–Raphson solvers can be slow under stressed conditions. Existing graph neural networks for power flow are typically trained on a single system and often degrade on different systems. We present PowerModelsGAT-AI, a physics-informed graph attention network that predicts bus voltages and generator injections. The model uses bus-type-aware masking to handle different bus types and balances multiple loss terms, including a power-mismatch penalty, using learned weights. We evaluate the model on 14 benchmark systems (4 to 6,470 buses) and train a unified model on 13 of these under contingency conditions with up to two branch outages, achieving an average normalized mean absolute error of 0.89% for voltage magnitudes and R 2 >0.99 for voltage angles. We also show continual learning: when adapting a base model to a new 1,354-bus system, standard fine-tuning causes severe forgetting with error increases exceeding 1000% on base systems, while our experience replay and elastic weight consolidation strategy keeps error increases below 2% and in some cases improves base-system performance. Interpretability analysis shows that learned attention weights correlate with physical branch parameters (susceptance: r=0.38 ; thermal limits: r=0.22 ), and feature importance analysis supports that the model captures established power flow relationships.
