Municipal Pay-As-You-Throw (PAYT) Programs: Economic Benefits, Limitations, and Best Practices

Pay-as-you-throw (PAYT), also known as unit pricing or variable rate pricing, is a solid waste management system where customers pay for waste collection based on the volume or weight of waste they discard. By linking costs directly to waste generation, PAYT encourages customers to reduce waste through recycling, composting, and source reduction. This approach could support key waste management goals such as waste reduction, increased recycling, and controlling disposal costs. PAYT programs are flexible and can be customized to community needs. When implemented effectively, PAYT may also generate dedicated funding for waste services, enhancing program sustainability and stability.

Sandia Wind Energy Program - FY23 Accomplishments

This report summarizes Fiscal Year 2023 accomplishments from Sandia National Laboratories Wind Energy Program. The portfolio consists of funding provided by the DOE EERE Wind Energy Technologies Office (WETO), Advanced Research Projects Agency-Energy (ARPA-E), Advanced Manufacturing Office (AMO), the Sandia Laboratory Directed Research and Development (LDRD) program, and private industry. These accomplishments were made possible through capabilities investments by WETO, internal Sandia investment, and partnerships between Sandia and other national laboratories, universities, and research institutions around the world. Sandia’s Wind Energy Program is primarily built around core capabilities as expressed in the strategic plan thrust areas, with 29 staff members in the Wind Energy Design and Experimentation department and the Wind Energy Computational Sciences department leading and supporting R&D at the time of this report. Staff from other departments at Sandia support the program by leveraging Sandia’s unique capabilities in other disciplines.

Utility Programs Supporting Customer-Sited Battery Storage: Program Design to Ensure Mutual Benefits

Behind-the-meter (BTM) battery storage, when paired with solar, can benefit customers, utilities, and the electric grid. Some utility-sponsored programs have been implemented offset the cost of customer-owned batteries and recognize the value of batteries to the utility and the grid. This factsheet summarizes existing utility-sponsored battery programs and the value to the stakeholders. It then highlights Wattsmart, the customer-owned battery program offered by Rocky Mountain Power in Utah, and provides lessons-learned from a close look at the impact of the program design on commercial customer participation.

SURVEILLANCE DETECTION FOR TRANSPORTATION OPERATIONS PERSONNEL TO PREVENT HIJACKING, THEFT, SABOTAGE, AND MALICIOUS SECURITY EVENTS DURING TRANSPORTING NUCLEAR MATERIAL

The secure transportation of high-consequence materials, including nuclear and radiological assets, is a critical global priority in the face of escalating terrorism, security threats, and violent protests targeting these operations. Effective surveillance detection—the ability to identify, assess, and respond to potential threats across a continuum of scenarios—is paramount in addressing these challenges. This paper outlines a phased, multi-tiered training program designed to strengthen the surveillance detection capabilities of organizations responsible for nuclear material transport. The proposed training program adopts a progressive approach, gradually increasing in technical complexity to provide participants with comprehensive knowledge and tools for implementing robust security strategies. It targets a wide spectrum of stakeholders, including competent authorities, regulators, inspectors, shippers, carriers, law enforcement, and emergency response personnel, equipping them to plan, evaluate, and safeguard nuclear material transportation effectively. Each phase of the program emphasizes distinct elements of the surveillance detection continuum and transport security, focusing on critical topics such as threat identification, adversary task timelines, protective methodologies, and attack mitigation strategies. The training framework is anchored in technical exchanges and scenario-driven courses that reflect real-world complexities and challenges. By addressing the surveillance detection continuum comprehensively—from early threat assessment to active countermeasures—the program reinforces global efforts to secure nuclear assets. It aligns with international security objectives and fosters a strong security culture within participating organizations, ensuring personnel are prepared to counter potential threats and maintain the safe, secure movement of these materials. Workforce planning: a review of methodologies

Workforce planning deals with determining the number of employees and associated skills necessary to meet the future operational needs of an organization. A workforce system consists of six elements: recruitment, attrition, promotion, training, retention, and scheduling. Historically, several workforce modeling and analysis methodologies have been developed to capture these elements. This paper reviews the results of workforce and manpower models published within peer-reviewed literature between 1959 and 2021 to provide an in-depth analysis of current models. The focus of this review is on analytical, simulation, and empirical models found in literature that were collected based on a citation requirement and keyword search criteria. Results demonstrate the trends in workforce modeling research and discuss the common uses of each model type and the advantages/disadvantages related to each model. Based on the common attributes of workforce systems, the discussion focuses on the most frequently used model type for each element and the best use for each model. Lastly, recommendations are made for the development of workforce models that allow the most comprehensive view of the workforce systems of the future.

Illinois Storage Corridor, CarbonSAFE Phase III: UIC Class VI Permitting Plan

The Illinois Storage Corridor (ISC) project evaluated two distinct sites to determine the feasibility of commercial-scale CO₂ storage at each. The project leveraged the region's exceptional geological characteristics, particularly the well-characterized Cambro-Ordovician Storage Complex, to enable permanent geological storage of more than 50 million tonnes of CO₂ over 30 years. The two storage sites are located at One Earth Energy (OEE) facility in northcentral Illinois and Prairie State Generating Company (PSGC) in southcentral Illinois. Once operational, these facilities will combine to capture and store more than 6.5 million tonnes of CO₂ per year, positioning the ISC among the largest carbon storage regions globally. Preliminary homogeneous dynamic modeling based on regional and site-specific reservoir characteristics indicates promising injection capabilities at both locations. For the OEE site, modeling predicts a maximum allowable injection rate of 3.7 MTPA, with a baseline scenario of 1.7 MTPA over 30 years producing a CO₂ plume radius of 1.4 miles at end of injection. For the PSGC site, incorporating recent well data, modeling indicates a single-well maximum injection rate of 2.1 MTPA, with a plume radius of 4.2 miles at end of injection for the 60 MT over 30 years scenario. The primary objective of this CarbonSAFE Phase III project is to develop and submit Class VI Underground Injection Control (UIC) permit applications to the U.S. Environmental Protection Agency Region 5. The permitting plan outlines comprehensive site characterization, Area of Review delineation, monitoring programs, well construction designs, financial responsibility provisions, and post-injection site care procedures necessary to demonstrate safe, permanent CO₂ storage protective of underground sources of drinking water. Three UIC Class VI permit applications for the OEE site were submitted to EPA in October 2022 and are progressing through technical review, with final permit decision projected by June 2026. Through five rounds of Requests for Additional Information and responses, the applications have been refined to address computational modeling, area of review delineation, well integrity, monitoring protocols, and financial assurance requirements. For the PSGC site, finalized characterization and permitting documentation was delivered directly to the facility in July 2023 due to business constraints precluding formal federal regulatory submission. This comprehensive permitting effort builds upon extensive prior subsurface evaluations and demonstration projects that have confirmed the feasibility of widespread commercial-scale carbon storage in the region.
