Shuttle Flight Operations Contract Generator Maintenance Facility Land Use Control Implementation Plan (LUCIP)

This Land Use Control Implementation Plan (LUCIP) has been prepared to inform current and potential future users of the Kennedy Space Center (KSC) Shuttle Flight Operations Contract Generator Maintenance Facility (SFOC; SWMU 081; "the Site") of institutional controls that have been implemented at the Site1. Although there are no current unacceptable risks to human health or the environment associated with the SFOC, an institutional land use control (LUC) is necessary to prevent human health exposure to antimony-affected groundwater at the Site. Controls will include periodic inspection, condition certification, and agency notification.

Kennedy Space Center Press Site (SWMU 074) Interim Measure Report

This report summarizes the Interim Measure (IM) activities conducted at the Kennedy Space Center (KSC) Press Site ("the Press Site"). This facility has been designated as Solid Waste Management Unit 074 under KSC's Resource Conservation and Recovery Act Corrective Action program. The activities were completed as part of the Vehicle Assembly Building (VAB) Area Land Use Controls Implementation Plan (LUCIP) Elimination Project. The purpose of the VAB Area LUCIP Elimination Project was to delineate and remove soil affected with constituents of concern (COCs) that historically resulted in Land Use Controls (LUCs). The goal of the project was to eliminate the LUCs on soil. LUCs for groundwater were not addressed as part of the project and are not discussed in this report. This report is intended to meet the Florida Department of Environmental Protection (FDEP) Corrective Action Management Plan requirement as part of the KSC Hazardous and Solid Waste Amendments permit and the U.S. Environmental Protection Agency's (USEPA's) Toxic Substance Control Act (TSCA) self-implementing polychlorinated biphenyl (PCB) cleanup requirements of 40 Code of Federal Regulations (CFR) 761.61(a).

This Land Use Control Implementation Plan (LUCIP) has been prepared to inform current and potential future users of Wilson Corners of institutional controls that have been implemented at the site. Although there are no current unacceptable risks to human health or the environment associated with Wilson Corners, institutional land use controls (LUCs) are necessary to prohibit the use of groundwater. Controls will include periodic inspection, condition certification and agency notification.

2023 Land Use Control Inspections Report

2023 Land Use Control (LUC) Inspections Report for John F. Kennedy Space Center (KSC), Florida. This letter report documents the quarterly LUC inspections the KSC Remediation Group conducts at Remediation Sites. No LUC findings occurred in 2023. A Corrective Action to address arsenic-impacted soil at the KSC Child Development Center was performed in July 2023. This letter report provides a summary and documents the field activities for that Corrective Action. Copies of the formal LUC Implementation Plans (LUCIPs) for 71 Remediation Sites at KSC are presented in this letter report. For the Remediation Sites that do not have formal LUCIPs, the report documents that informal LUCs that the Remediation Group has implemented at these sites.

Land Use Control Implementation Plan

This Land Use Control Implementation Plan (LUCIP) has been prepared to inform current and potential future users of Building M7-505 of institutional controls that have been implemented at the site. Although there are no current unacceptable risks to human health or the environment associated with Building M7-505, institutional land use controls (LUCs) are necessary to prohibit the use of groundwater from the site. LUCs are also necessary to prevent access to soil under electrical equipment in the northwest portion of the site. Controls necessary to prevent human exposure will include periodic inspection, condition certification, and agency notification.

Interim Land Use Control Implementation Plan

This Interim Land Use Control Implementation Plan (LUCIP) has been prepared to inform current and potential future users of the Kennedy Space Center (KSC) Contractors Road Heavy Equipment (CRHE) Area (SWMU 055; "the Site") of institutional controls that have been implemented at the Site1. Although there are no current unacceptable risks to human health or the environment associated with the CRHE Area, an interim institutional land use control (LUC) is necessary to prevent human health exposure to volatile organic compound (VOC)-affected groundwater at the Site. Controls will include periodic inspection, condition certification, and agency notification.

This Corrective Measures Implementation (CMI) Progress Report documents: (i) activities conducted as part of supplemental assessment activities completed from June 2009 through November 2014; (ii) Engineering Evaluation (EE) Advanced Data Packages (ADPs); and (iii) recommendations for future activities related to corrective measures at the Site. Applicable meeting minutes are provided as Appendix A. Shallow Soil Polychlorinated Biphenyl Site Assessment Report

This report presents a summary of the shallow soil polychlorinated biphenyl (PCB) site assessment activities that occurred from December 2020 through July 2022 at General Services Administration Reclamation Yard, Solid Waste Management Unit (SWMU) 010, located at the John F. Kennedy Space Center (KSC), Florida. The site is monitored under KSC’s Resource Conservation and Recovery Act Corrective Action Program, which also meets the requirements of Chapter 62-780, Florida Administrative Code. For the purposes of this report, three separate shallow soil plumes, known as the Northeast Shallow Soil PCB Plume, Southeast Shallow Soil PCB Plume, and West Shallow Soil PCB Plume, were identified for this site. The activities presented in this report include seven field events conducted between December 2020 and July 2022, which include shallow soil sample collection in the Northeast, Southeast, and West Shallow Soil PCB Plumes. AECOM Technical Services, Inc., personnel collected 330 soil samples from 118 boring locations. The samples were collected at 0.5-foot depth intervals to various depths based on analytical results and depth to groundwater. The soil samples were submitted to a fixed-based laboratory for analysis by United States Environmental Protection Agency Method 8082A for total PCBs. Several soil samples had PCB concentrations above the State of Florida Direct Exposure Residential and Industrial Soil Cleanup Target Levels (SCTLs), and two soil samples had PCB concentrations above the State of Florida Leachability for Groundwater. No soil borings were located beneath impervious surfaces, such as concrete or asphalt. The current Land Use Control Implementation Plan (LUCIP) covers PCBs in soils above the residential SCTL, which includes the paved areas.

This Land Use Control Implementation Plan (LUCIP) has been prepared to inform current and potential future users of the Corrosion Atmospheric Exposure Facility (CAEF) of institutional controls that have been implemented at the site. 1 Although most areas at CAEF do not pose current unacceptable risks to human health or the environment, areas of arsenic-impacted soil exceeding the Florida Department of Environmental Protection (Florida DEP) residential soil cleanup target levels (SCTLs) have been identified. Institutional land use controls (LUCs) are necessary to prevent contact with surface and subsurface soils at the site. Controls will include periodic inspection, condition certification, and agency notification.

Firex Water Tank, SWMU 069, Confirmatory Sampling Report

The National Aeronautics and Space Administration (NASA) Resource Conservation and Recovery Act (RCRA) permit requires identification and evaluation of known Solid Waste Management Units (SWMU) located at the Kennedy Space Center (KSC). Firex Water Tank (FWT), or the “site,” is designated as SWMU 069 under the NASA RCRA permit. This report summarizes the results of the Confirmatory Sampling (CS) field activities carried out during Fall 2021, at FWT, SWMU 069, KSC, Florida. Three locations of concern (LOCs) were identified by screening historical sample results to current State of Florida soil cleanup target levels (SCTL). A total of 18 soil samples were collected to investigate the historical exceedance locations. Samples at LOC 1 and 2 were analyzed for arsenic and the results for all were below the SCTL. Samples at LOC 3 were analyzed for polynuclear aromatic hydrocarbons and it was determined that certain locations have results that remain above the SCTL. The current land use controls will remain in place at FWT to mitigate potential risks.
