Cyber-Informed Engineering: Incorporating CIE into Engineering Curricula

Cyber-Informed Engineering (CIE) is an engineering approach that mitigates the consequences of cyber risk to critical infrastructure by integrating engineered controls into system design and operation. CIE-focused education is necessary to prepare future engineers and technicians to understand and mitigate digital risk in modern engineered systems. This session explores how universities can incorporate CIE into their curricula, provides examples of how existing universities are already leveraging CIE in their programs, and highlights resources to support adoption.

Cyber-Informed Engineering (CIE) addresses the reality that cyber attacks on engineered systems can have consequences far beyond data loss or disruption of digital networks. When control systems are compromised, safety, reliability, and performance of the physical process itself may be threatened. This presentation discusses engineered controls of 7 categories and the CIE database of controls that provides clear examples and guidance for defining and applying engineered controls in CIE. It explains what engineered controls are, how they differ from information security measures, and how they are integrated into system design.

Cyber-Informed Engineering: Standards Development Organization Quick Start Guide

Cyber-Informed Engineering (CIE) is an emerging methodology focused on identifying and reducing high-consequence events that may affect physical critical infrastructure systems as a result of their dependence on digital technology. CIE, developed by National Laboratories and promoted by the Department of Energy (DOE), incorporates consequence-focused planning into the design and engineering process from the earliest stages of a project. This guide provides a concise overview of CIE and offers practical insight into how Standards Development Organizations (SDOs) can interpret CIE principles and apply those concepts in updates to various standards. It is important to remember that CIE extends beyond a compliance checklist, emphasizing a broader, interpretive approach. Instead, it encourages an interpretive mindset - a "turning of 'what if' to 'even if'" approach that anticipates and engineers out high-consequence events. The authors encourage SDOs to establish and promote CIE principles as enhancements for more resilient-by-design outcomes across critical infrastructure energy sectors. The 12 core principles of CIE outline specific behaviors and actions that SDOs and engineers may adopt to enhance system resilience. This guide applies these principles in a manner intended to be relevant across various technologies and threat landscapes. We welcome institutions and vendors to identify new or different framework alignments and mappings as we collectively work towards a safer and more reliable digital landscape.

Cyber-Informed Engineering Requirements Framework Use Cases

The requirement analysis use case effort leverages the Cyber-Informed Engineering (CIE) requirements framework to examine two real-world scenarios: Battery Energy Storage System (BESS) installation at the Flatirons Campus, NLR; SCADA improvement program. This work evaluates the existing requirements for each use case, applies the CIE requirements framework, and assesses the benefits and enhancements gained compared to the current requirements. The results will advance CIE from concept to practical application by identifying key opportunities for integrating CIE principles into established engineering workflows during the requirements phase.

The purpose is to provide an overview of CIE and how SDOs can apply its concepts in standards development and updates.

Cyber-Informed Engineering for Strategic Planning

The CIE Guide for Engaging Organizational Leadership: Board and C-Suite describes how to apply CIE at the senior-level of organizational management. This guidance integrates CIE concepts into theory and practice of guiding coalition leadership to improve permeation of CIE concepts throughout organizational culture. This guide incorporates feedback from CIE community of practice volunteers in a study of how business administrative and strategic planning and management guidance and course materials can be applied to CIE implementation throughout an organization's principles and processes. This guide defines the interests guiding senior leadership, managers and supervisors, and technicians and workers involved in creating and operating and maintaining systems, and cultural/ historical/ political assumptions or influences shaped the landscape that could facilitate or impede development of CIE. The included guidance for organizational strategic management and leadership can be imbedded into contract guidance based on the CIE implementation guide and lessons learned from industry application.

Cyber-Informed Engineering (CIE) Power Generation Guide [Slides]

This guide offers suggestions for applying CIE principles to technologies used to generate electric power. It addresses issues of design, implementation, and maintenance, preemptively addressing cybersecurity threats to electric generation. The intended audience for this guide includes practitioners across the energy and cybersecurity sectors, such as energy industry professionals (e.g., engineers, system designers, operators, and researchers) and cybersecurity experts (e.g., communication system designers, information technology/operational technology [IT/OT] administrators, and penetration testers).

Engineering Controls Database

Cyber-Informed Engineering (CIE) addresses the reality that cyber attacks on engineered systems can have consequences far beyond data loss or disruption of digital networks. When control systems are compromised, safety, reliability, and performance of the physical process itself may be threatened. This database is meant to establish clear examples and guidance for defining and applying engineered controls in CIE. It explains what engineered controls are, how they differ from information security measures, and how they are integrated into system design. The goal is to ensure that resilience is engineered into systems from the outset. Unlike cybersecurity protections that defend the digital layer, engineered controls act directly at the physical and algorithmic levels to guarantee that unacceptable consequences are prevented or limited. CIE keeps the consequences of a cyber attack from impacting the safety, reliability, and performance of engineered systems.

Data Center Cybersecurity, Supply Chain Risk Management, and Emerging Regulation Cohort Summary: Takeaways and Action Plans

This report summarizes the outcomes of the Data Center Cohort under the Department of Energy’s Technical Assistance for Digital Assurance (TADA) initiative, aimed at enhancing grid resilience through cybersecurity, supply chain risk management (SCRM), and Cyber-Informed Engineering (CIE). The cohort engaged 17 organizations across utilities, data center operators, vendors, and technology providers in three sessions combining presentations, discussions, and exercises. Key topics included AI-driven load behavior, cybersecurity vulnerabilities in UPS/BESS and cooling systems, governance gaps at utility–data center boundaries, and supply chain integrity. Five cross-cutting themes emerged: interconnection architecture vulnerabilities, fragmented governance, AI-driven stability risks, lack of regulatory frameworks, and long-term supply chain concerns. Actionable recommendations were developed, including implementing DMZ segmentation, formalizing vendor access agreements, designing AI workload limits, and advancing standards through NERC and state-level programs. These strategies aim to strengthen resilience, clarify responsibilities, and ensure secure integration of data centers into the grid.

Moving from Information Assurance to Functional Assurance with Engineered Controls

Cyber threats to operational technology demand more than traditional IT defenses—they require full-spectrum mission assurance. Cyber-Informed Engineering (CIE) is an approach that embeds engineered controls into system design to ensure critical functions remain safe and reliable, even under attack. Unlike conventional cybersecurity tools, engineered controls act directly on physical processes to prevent unacceptable outcomes such as equipment damage or mission failure. This session will outline the CIE framework and share examples of consequence-based design that deliver true resilience, not just fail-safe behaviors. Attendees will learn how to integrate these principles into the engineering lifecycle to support resilient-by-design architectures and inform emerging standards. This talk sets the stage for the panel discussion on advancing CIE across sectors as digital and physical systems converge.

MARVEL Reactor Digital Engineering Developments

The MARVEL reactor project has served to introduce a new generation of engineers to the processes required to transform a reactor design from simply an idea on paper into what will be an approved, constructed, and operational nuclear power system. Much as there have been advances in materials, analysis, and evaluation methodologies over the 50 years since the last reactor was built at INL, so too has the technology for managing the engineering process itself advanced. Digital Engineering tools and methods provide improved coordination between previously siloed engineering disciplines, reduced burdens of non-value-added data transcription processes and bring forward insights and improvements that might otherwise fall later in the design stage, where changes are much more costly. While the tools and techniques to support the full digital engineering vision are not yet complete, the MARVEL design processes provide valuable demonstrations and validations of key aspects and illuminate further areas for implementation by subsequent projects.

Responsible Adoption of Artificial Intelligence (AI) in Electric Grid Operations

The future of the grid will be powered by AI—or undermined by it. Artificial intelligence is rapidly reshaping grid operations, improving fault detection, forecasting accuracy, and real-time optimization. As AI systems move closer to operational decision loops, however, they introduce new consequence pathways: expanded attack surfaces, model integrity risks, regulatory exposure, and human-automation challenges. This talk presents a consequence-driven framework for deploying AI responsibly in the electric grid. Attendees will gain practical strategies to strengthen resilience, boost reliability, and deploy AI securely — ensuring the grid of the future is not only smarter but safer.

Securing The Future: 2026 Manufacturing & Critical Infrastructure Threat Landscape

This report outlines the current state of manufacturing weaknesses introduced by the complexities of modern environments, including cloud services and Internet of Things (IoT) devices, with particular attention paid to the unique vulnerabilities encountered by SMMs. It also highlights CyManII’s strategic initiatives and collaborative solutions to mitigate these risks and strengthen the cybersecurity posture of the manufacturing ecosystem. Utilizing data from 2025 to inform forward-looking mitigation strategies, this report provides manufacturers with a clear understanding of both current and emerging cybersecurity threats, as well as practical opportunities to strengthen their cyber ecosystems. The following sections detail key vulnerabilities and threat vectors, along with actionable mitigation strategies, many of which have been developed or piloted through CyManII-led efforts. A thorough understanding of these risks and mitigation strategies is essential for manufacturers seeking to strengthen the security and resilience of their manufacturing operations.
